Unofficial English translation to the Umma National Party statement on the Darfur plebiscite

In the Name of Allah the Merciful and Compassionate the National Umma Party. A statement on the Darfur plebiscite.
The national extermination regime had led organized crimes and abuses since 2003 in Darfur in an abhorrent manner that range from killings and ethnic cleansing to rape and the destruction of the social fabric through it's legislations, policies, and militias bolstered by the arming of the tribes and the creation of ethnically based armies. It created hotspots of tension, and widened the area of conflict to include all Darfur. It not only intentionally ignore development schemes, services, and rebuilding, but it actually set about depleting the funds and donations allotted to them. The scene in Darfur thus looks like this:- 1- the complete depletion of population from the country side to towns and refugee camps. 2- The loss for a whole generation of it's educational and welfare opportunities. 3- the loss of the authority of law, and the state, and it's replacement by the law of the jungle and the authority of militias. 4- Wide scale demographic changes, as two thirds of the population became residents of refugee camps or took refuge in towns, with genocidal raids taking place against villages, and the forced confiscation of rural lands, with reports alleging the resettlement of foreigners to replace native population groups. 5- The destruction of infrastructure, and the total absence of services, especially education and health care. 6- A total collapse of security, even inside urban areas, symbolized by the rapid increase in crimes such as banditry, kidnappings and disappearances. 7- The deterioration in the conditions of refugees, especially children and women, with the increase in numbers. 8- The escalation of the war, with indiscriminate areal bombing raids, which resulted in 35 thousand people fleeing the Jebel Marra area recently, for example.
In the midst of this rapidly worsening situation, the regime continues apace with it's policy of emptying the land, and the institutionalization of division, and fragmentation in Darfur, and that's through the carrying out of a plebiscite it describes as administrative, in an attempt by it to force a de facto change in the administrative and geographical infrastructure in Darfur. We in the National Umma Party reject this plebiscite wholesale due to:- The assertion by the regime that the plebiscite is a right agreed to under the Doha Agreement, while everyone knows that the Doha Agreement has no backing or mandate amongst the political and armed factions in Darfur, and if we for argument's sake accept the assertion that Doha matters, we beg the question as to why the main clauses regarding the termination of armed conflict, the return of refugees, and rebuilding and development were not implemented؟ All such questions cast doubts on the intentions of the regime with this move.
2- The total absence of security, and the continuation of armed conflict, plus the appalling humanitarian situation rob the plebiscite of it's most basic requirements. 3- The plebiscite is a political move not agreed to by the people of Darfur in their various political parties, which makes it a divisive factor, that will lead to further polarization and conflagration of the situation in the beleaguered region. 4- It would be practically impossible to carry out poll what with the majority of the population of the region living in refugee camps, and with their restoration to their original areas and the insurance of their security not taken care of, leading to further deepening of the sense of disenfranchisement of the population of the region, and will further the calls for separation, which have started to be voiced shyly, and fire can start with a spark, and the experience of the separation of the South is not too far off in memory to be forgotten, what with the Naivasha Agreement being constructed to make unity unappealing, then the plebiscite was undertaken without completion of it's requirements, and without the preliminary moves to make unity attractive.
5- The lack of options for the people of Darfur in the midst of the tyranny of the militias, and the absence of the state on one side, and the absence of the most basic degree of participation, transparency, and supervision.
We thus declare that we in the National Umma Party totally reject this plebiscite, and will spare no effort in combating it, and call for the following:- Firstly, we call on our membership, and our followers in Darfur, and all the people of Sudan to work towards boycotting and combatting this referendum in all it's stages. Secondly, we instruct all the institutions of our party, especially in Darfur, to take the necessary steps required to thwart the regime's plans in Darfur through popular mobilization that expresses the aspirations of the people of Darfur, within the context of we the people, and the isolation of the dying regime.
Thirdly, we direct all the institutions of our party in the various locales of the diaspora to take the necessary steps to fight this referendum diplomatically, and politically, and to mobilize all efforts aimed at exposing and defeating the regime's projected external propaganda aimed at the outside world, and isolating it internationally.
Fourthly,we call on the political, civic, and labor movements to accept their responsibility in combating this plebiscite, which comes within a series of one sided and obstinate moves leading to the disintegration of the country and it's peoples, and we declare our willingness to cooperate in this endeavor.
Fifthly, it's incumbent upon the international and regional communities, alarmed as they are because of the situation in Darfur, to realize the folly of undertaking this referendum at this time, and we implore them to readdress the humanitarian situation in Darfur. Lastly, combatting this hastily hashed out plebiscite, which is designed to destroy the collective willpower of the peoples of the region, and to complete the plan of tearing apart their region, is to be considered the foremost priority in the endeavor of safeguarding the unity of what remains of the unity of the rump nation remaining, so lets all spare no effort in combating this evil plan.
