Although I believe discussing the solutions for the health issue in Sudan is just like discussing where in the (Inady = Indaya) A mosque should be build, I can share some of my thought here.
1- The concept of effective health services is complicated and involves not only the ministry of health, but also many (if not all) other state agencies and organs, including the juridical system. So, the trials for solving the problems related to the health issue in isolation would most probably fail.
2- Having considered the first point and secured the support from other sectors, the solution should consider the requirements for an efficient health services which involve the following:
a- A clear health policy: this doesn’t need any super intelligence to design. In the seventies of last century, the WHO (in Al Mata declaration) designs a health policy that is now followed by all developed countries with great success. Countries in the 3rd world that adopted this policy had succeeded, too. The policy includes the division of health services into primary, secondary and tertiary, with special focus on the primary health care. The primary health care is provided in health stations and general practitioner doctors. It involves every thing from vaccination, school health, health education …to treatment of simple diseases. This is the key factor for the success of the whole policy, since it may reduce the need for admission to hospital by more than 70%. Secondary health services takes place at hospitals. I prefer this policy because it has been tried and the success is almost sure.
b- Qualified health personals: this needs qualified educational institutions for graduation of good health personals and for postgraduate training. A system for (continuous training/education programmes) to maintain the knowledge and up-date that knowledge should be obligatory in all institutions (private as well as public). This could be done through courses, seminars, internal teaching, etc. This could be done even with the scarce resources we have in Sudan today.
c- A system for quality control, a concept completely lacking in Sudan, should be installed.
d- A body to monitor the performance and investigate complaints from patients is needed.
The solution is not difficult and although money is important, as it is in every thing; many things could be improved with the limited resources. The political will is important. A courageous confrontation of corruption is mandatory (the health ministry is one of the most corrupted organs in Sudan). Qualified health personals who are Sudanese are all over the world and they are just waiting for the right moment to go back to Sudan to help is the situation allows so.
Finally, Albert Einstein said: “We can't solve problems by using the same kind of thinking we used when we created them.”. This is probably the code behind the success of democracy. If you fail to solve a problem or if you create one, you should go and others should come and try. Therefore, it is unlikely that the people who created the problems in the health sector would be able to solve them. Think!
