KHARTOUM, Sudan - The violence and ethnic persecution in Sudan's Darfur region could be spreading to the capital in the aftermath of a failed coup attempt here.
Sudanese soldiers rounded up suspected rebels in the capital Sunday. In one arrest witnessed by a USA TODAY reporter, troops pummeled a screaming man with their boots, clenched fists and the butts of their AK-47 rifles.
The soldiers dragged the suspect across the asphalt in front of a crowd of onlookers, some of whom cheered, "Allahu Akbar!" or "God is great!"
Sudan's capital of Khartoum had been largely free of the violence that has killed at least 200,000 people and forced 2.5 million from their homes in the western province of Darfur since 2003.
That has changed since Saturday, when hundreds of rebels from the Darfur region attacked the capital. The government declared victory after several hours of gunfighting, artillery barrages and airstrikes, though the rebels vowed not to abandon the fight.
The Justice and Equality Movement "will strike again very soon, and Khartoum will suffer more violence," said Dawood al-Taher Hariqa, a rebel leader.
The Sudanese government is hunting more than 1,000 rebels who shed their military clothing and dissolved into the general population after the attack, according to Siddiq Mutrif, a senior official in the Foreign Ministry. More than 300 were arrested Sunday, the SUNA state news agency reported.
Some Sudanese fear troops are rounding up suspects based on their ethnicity. Many of Darfur's rebel fighters are from the Zaghawa tribe, members of which speak a distinct dialect and have darker skin than most Arabs. Many Zaghawas moved to Khartoum seeking refuge from fighting in Darfur and have no rebel ties.
The conflict in Darfur and elsewhere in Sudan has been largely fueled by tensions between the Arab majority and black Africans in the south and west. President Bush has described the killing in Darfur as genocide.
'Living in panic'
"If you are dark and resemble the people of the Zaghawa tribe . they will take you away," said Fatema Daoud, 22, who belongs to a Darfur rebel faction. "If they hear you speaking the Zaghawa dialect, they will arrest you. My people are living in panic."
Sunday, government pickups circulated through Khartoum loaded with suspects, almost all of whom had dark skin. Soldiers pumped their fists into the air as jubilant onlookers cheered.
Mutrif denied that Darfurians were indiscriminately targeted. "The Sudanese people are very cooperative and can identify the foreigners who have come into their neighborhoods only lately," Mutrif said.
Daoud said she knew of a dozen families whose sons had gone missing in the past 24 hours.
Minutes after she spoke from the sitting room of her family's single-story mud home, gunfire erupted one street over. Government forces descended upon a small laundry and dragged off a pair of suspects, said Mohammad Hassan, a shop owner who said he witnessed the arrest.
Hassan said the suspects were unlikely rebels. "They've lived here for years," he said.
The rebel attack on the capital will probably be used as a justification for a further crackdown on civil liberties that are already hugely restricted in Sudan, said Osman Fadlallah, editor of the independent al-Ahdath newspaper.
"This attack is giving the government a powerful justification to exercise exceptional measures, including arresting people, tightening up censorship laws and beefing up security procedures," Fadlallah said.
Rebel movements
The threat posed by the rebels may be difficult to completely defuse. The rebels reached Khartoum after crossing about 400 miles, including vast tracts of desert, in a short time with relatively little opposition from the government.
Sudan's government accused neighboring Chad of aiding the rebels and severed ties with the country Sunday.
Mustafa Osman Ismail, a senior government adviser, told the al-Jazeera news channel that the rebels evaded government detection by traveling only at night and minimizing radio traffic.
They met up with rebel forces that had slipped into the city in preceding weeks and months and marched on the government's radio and television headquarters, according to rebel leader Hagar Abdallah.
The rebels also marched on an artillery and tank depot where they hoped to seize the heavy weapons that would allow them to conquer all of Khartoum, Abdallah said.
The government was never in serious danger of collapse Saturday, but Sudanese President Omar Hassan al-Bashir has faced increased pressure in recent months from a strong opposition and disloyal factions in his own ranks.
Mutrif alleged the rebels received help from within the army. Many of the army's rank and file are from Darfur.
The government is also struggling under economic sanctions imposed by foreign governments.
"What happened has revealed the government's many, many weaknesses in different departments," Fadlallah said.
The organized rebel attack impressed some Sudanese. "This is something I never imagined could happen," said Suleiman Mahmoud, 24, a carpenter. "We never thought that anybody could make it all the way from Darfur to attack the capital."
Bashir Adam Rahman, political secretary of the opposition Popular Congress Party, said the assault showed the government that "the war is coming to their backyard" and they must seize the chance for meaningful peace talks, the Reuters news agency reported.
