    [ SECTION I: ] THE CENTRAL PROBLEM OF THE SUDAN

    The basic problem of the Sudan is that its reality, both in its historical perspective and in its contemporary context, conflicts fundamentally with the policies that have been pursued by the various governments that have come and gone in Khartoum since independence in 1956. What characterizes the Sudan is its rich diversity, in its history, geography, peoples and cultures.

    In its history the Sudan goes back thousands of years. In deed, the history of the Nubian civilization, interwoven with that of Egypt, goes back to 3,000 BC, while the Ku####e civilization reached a high level of development by 1700 BC. The Book of Prophet Isaiah [Chapter 18] talks about the Sudan, as the land beyond the mountains of Ethiopia, describing it as 'spoiled by rivers' and inhabited by tall, brave and smooth-skinned people that sent ambassadors to Jerusalem. This land is an unambiguous description of central and Southern Sudan down to Uganda. Southern Sudan still gets flooded [spoiled by its many rivers] and is still inhabited by the same tall smooth-skinned people that Prophet Isaiah described some 2,700 years ago.

    From the era of the prophets we move up the corridors of history to Christian Nubia, a strong civilization which lasted more than 700 years. Although John of Ephesus records the conversion of Nubia as taking place in 543 AD by the mission headed by the priest Julianos, sent by Empress Theodora of Byzantium, Christianity had arrived the Sudan much earlier from the 4th Century, and even earlier still, some contemporaries of Christ did travel to the Sudan.

    Further up the corridors of history, the expansion of Islam and the movement of the peoples of the Arabian peninsular into the northern part of the Sudan led to the establishment of various Islamic kingdoms such as the powerful Funj Sultanate, which sprung up around 1500 at about the same time that the demise of the last Christian kingdoms of Nubia (Soba, Alwa and Makuriya) is dated. And there is the Kingdom of Darfur (which was incorporated into the modern Sudan only in 1916), while the present age witnessed Turko-Egyptian expansion (1820), the establishment of the Mahdist state (1885), the Anglo-Egyptian condominium (1898) and the present 'independent' Sudanese state (1956).

    Clearly, the history of the Sudan did not begin with Islam, nor with the movement of the peoples of the Arabian peninsula into the Sudan, nor with the Turko-Egyptian expansion, nor with the Mahdiya, nor with Anglo-Egyptian rule, nor from independence in 1956, and certainly our history did not begin with the rise of the National Islamic Front (NIF) and Hassen Turabi to power in 1989, as the NIF propagandists would like us to believe. As we have seen, various peoples have moved and lived in the present geographical Sudan at various times, and Kingdoms and civilizations in various forms have risen and fallen on the soils of our country. This historical motion characterizes the present Sudan and contributes to its culture and identity. This diverse historical character of the Sudan may be referred to as its 'historical diversity'.

    The second form of diversity is the 'contemporary diversity' of the Sudan, consisting of ethnic and religious diversity. Ethnicity basically defines two broad nationality groups in the Sudan, African and Arab. The false impression has been created by the media and various propagandists that there is an African, Christian and animist South and an Arab, Moslem North. This is a gross misrepresentation of the real situation. According to the 1956 census, conducted by the colonial regime, 69% of the population registered as 'African', while 31% claimed to be 'Arab'. Therefore, according to this census, there were more 'Africans' in Northern Sudan (39% of the total population) than in Southern Sudan (30% of the total population). Religion is the other component of Sudan's contemporary diversity, as the Sudanese consist of Moslems (about 65% of the total population) and Christians and those who believe in their ancestral African religions, both of which constitute the remaining 35% of the population.

    Hence, the Sudanese reality consists of these two diversities, the historical and contemporary diversity. Yet this reality has been ignored, swept aside, by all the governments that have come and gone in Khartoum since independence in 1956. These governments have failed to evolve a Sudanese identity, a Sudanese commonality, a Sudanese commonwealth, that includes all Sudanese, and to which all Sudanese pledge undivided loyalty irrespective of their religion, race, or tribe. Instead, all the governments of post-colonial Sudan have emphasized only two parameters of our reality -- Arabism and Islam -- on which they attempted and continue to attempt to base the unity and development of the country, only to be confronted with rebellions and wars.

    This is the fundamental Problem of the Sudan. It is our submission in the SPLM that all the Governments that have come and gone in Khartoum, since independence in 1956, have singularly failed to evolve a Sudan that belongs equally to all its citizens. Since 1956 to the present, the 'Old Sudan' has been characterized by racism and religious bigotry as the main parameters governing national politics, economic opportunities and social interaction, and it is this system of injustices that have led to two bitter wars.

    The Sudan is a multi-religious community, yet all governments in Khartoum have always sought to build a monolithic Islamic state. The Sudan is multi-ethnic, with more than 500 ethnic groups speaking more than 50 distinct languages, yet all governments that have come and gone in Khartoum have sought to build a monolithic Arab culture. Religious and racial discrimination and the associated lack of political power for Southerners, Nuba, Fur, Beja, Funj, Masalit, Zaghawa, Misseriya, Rezzegat and other marginalized nationalities manifest themselves in everyday life in economic and social inequalities and in unjust distribution of the country's development, wealth and power, and therefore in dissatisfaction, instability and wars.

    Under the paradigm and regime of the 'Old Sudan', it was therefore inevitable that the Sudan would get bogged down in political instability, wars, economic collapse and misery. Indeed, no happy and prosperous society can be built on racism, religious fundamentalism, sectarianism, tribalism, slavery, apartheid, or dictatorship (of the proletariat, of the General, or of the Mullah). Any society built on such restrictive, parochial or partisan ideologies inevitably develops into some form of fascism and dictatorship resulting in instability, wars and eventual disintegration. The dustbin of history is filled with such examples, of which the former Soviet Union and apartheid South Africa are recent examples. It is tragic that we in the Sudan had to learn this lesson the hard way, through two civil wars and a sea of blood and tears.

    The central problem of the Sudan, therefore, is that the post 1956 Sudanese state is essentially an artificial state, based on a political system and an institutional framework of ethnic and religious chauvinism, and after 1989 on Islamic Fundamentalism. It is a state that excludes the vast majority of its citizens. The African Sudanese have been excluded from the center of power and wealth since 1956, and after the 1989 NIF coup the system further excluded non-fundamentalist Moslems, while women have always been excluded at all times. We call this political dispensation the 'Old Sudan', which is an apartheid form of governance based on religious and racial hegemony.

    The present National Islamic Front [NIF] government is the culmination of the policies of the Khartoum-based governments that have come and gone since independence. In 1989 the Old Sudan split into two, the 'NIF-Sudan' and the original 'Old Sudan'. The NIF Sudan is essentially a fascist mutation from the Old Sudan. It is the ugliest face of the Old Sudan. Both the Old Sudan and NIF-Sudan are based on an institutionalised system of injustices based on racial and religious chauvinism, a fact that has made some commentators to observe that the Sudanese situation is characterized by a system of 'Double Apartheid', racial and religious. Obviously, the myopic vision of both the Old Sudan and of the NIF-Sudan, can not lead the Sudan into prosperity and happiness, but only into wars and misery as they have already done. The Sudanese people must therefore look for a correct alternative to both the NIF-Sudan and the Old Sudan to lead them into and in the next millennium.
