بيان من ملتقى أيوا لدعم التحول الديموقراطي حول مسيرة قوى الإجماع الوطني السلمية
إلى جماهير الشعب السوداني المناضلة
إن صلف حزب المؤتمر الوطني واستخفافه بإرادة الشعب وحقوقه المشروعة قد بلغ حدا لا يجب السكوت عليه، ففي الوقت الذي أعلنت فيه فصائل الحركة الوطنية المتمثلة في أحزاب الإجماع الوطني عن مسيرة سلمية حددت أغراضها مسبقا في تسليم مذكرة لقيادة الهيئة التشريعية تتضمن إلغاء القوانين المقيدة للحريات والوفاء بإستحقاقات التحول الديموقراطي ، يصر حزب المؤتمر الوطني على المضي في طريق كبت الحريات وتكميم الأفواه ومخالفة الدستور الإنتقالي برفضه لقيام هذه المسيرة السلمية .
لقد إستنفدت قوى (الإجماع الوطني) كل الوسائل الممكنة للتصديق لهذه المسيرة السلمية من قبل السلطات دون جدوى، وذلك إثباتا لحسن النوايا فحسب ، لأن الدستور الإنتقالي كان قد كفل حق التظاهر والتعبير عن الرأي ، ولم تكن هذه القوى في حاجة أصلا لموافقة سلطة المؤتمر الوطني حتى تمارس حقا أصيلا من حقوقها التي نص عليها الدستور الإنتقالي. إن القرار الذي إتخذته سلطة المؤتمر الوطني بمنع هذه المسيرة السلمية وما سبقها من ممارسات لكبت ومصادرة الرأي المعارض إنما يعطي لكافة القوى المعارضة في البلاد الحق في مقاومة هذه الأساليب القمعية بكل الأدوات والوسائل المتاحة.
جماهير شعبنا الأبية
إن قوى (الإجماع الوطني) لن ترضخ لإرهاب سلطة حزب المؤتمر الوطني ، وستمضي قدما لإنجاح مسيرتها السلمية وإيصال صوت الجماهير لقيادة الهيئة التشريعية وستجد منا نحن قوى (ملتقى أيوا لدعم التحول الديموقراطي) كل التأييد والدعم والمباركة.
إننا إذ نهيب بجماهير شعبنا الوفية الخروج في هذه المسيرة السلمية نحذّر سلطة المؤتمر الوطني من اللجؤ إلى أساليبها القمعية المعهودة ونحمّلها مسؤولية حماية أرواح المواطنين وممتلكاتهم ونلفت نظر السلطة إلى أن عدم التصديق للمسيرة لا يعفيها من القيام بمسؤولياتها في حماية هذا النشاط السلمي كما نص عليه الدستور الإنتقالي.
إن المجتمع الدولي وكل القوى المحبة للديموقراطية والسلام في العالم ترقب ما يجري في بلادنا الآن بإهتمام بالغ وستقوم المنظمات الحقوقية برصد كل التجاوزات التي نرجو ألا تحدث حتى نجنب بلادنا مزيدا من التعقيدات في ملفات قضايا السلم والديموقراطية.

Sudanese Opposition’s peaceful Rally under police Threat
On Monday 12,7,2009 ,
The Juba Declaration on Dialogue and National Consensus comprising the Sudanese Peoples Liberation Movement, the junior partner in the Government of National Unity in the Sudan, twenty seven opposition political parties and five civil society organizations is holding a peaceful rally to demand the adoption of laws related to democratic transformation in the Sudan. The march lead by leaders of political parties will head to the National Assembly (Parliament) building in Um Durman at 9:00 AM on Monday 7 December 2009 to submit a statement demanding the full implementation of the Comprehensive Peace Agreement, resolving the Darfur conflict peacefully and affirming the legitimate rights of the people of Darfur, and amendment of all laws related to freedoms and democratic transformation and bringing them in consonance with the Interim National Constitution; namely the National Security Law, Criminal Procedure Law, Trade Unions Law, Immunities Law, Personal Status Law, Press and Publications Law and Public Order Laws.
We enlist your support for this cause and the right of the Sudanese people for freedom of expression including holding peaceful rallies.
A high ranking official from the ruling National Congress Party (NCP) rejected the rally and announced that the authorities will not grant permission for it to be held.
Considering the well documented repressive nature of the NCP lead military regime and its crackdown on its opponents, we are concerned about the safety of the participants in this rally.

Southern Sudan politicians arrested in Khartoum
Pagan Amum was among those arrested by police
The authorities in Sudan have arrested several leaders of southern Sudan's main political party, after they refused to cancel a banned rally.
The secretary general of the Sudan People's Liberation Movement (SPLM), Pagan Amum and minister Abbas Gumma were reportedly detained in Khartoum.
The SPLM joined a power-sharing government in 2005 to end 21 years of conflict between north and south Sudan.
Tension in the country is rising ahead of elections due in April 2010.
They are the first presidential, parliamentary and local elections in 24 years.
The government has declared Monday - the final day for voters to register - a public holiday in an effort to encourage voter registration.
On Sunday, about 20 opposition parties called for a gathering in front of the parliament building in the capital, demanding electoral reform.
On Monday security forces blocked roads leading to the parliament and arrested several protestors.
A 22-year war between the mainly Muslim north and the Christian and animist south ended in 2005, after 1.5 million people died.
Semi-autonomous southern Sudan has been controlled by the SPLM since a peace deal in 2005 ended the civil war.
A referendum on whether the south should secede in due in 2011.

Amnesty International Reports Sudanese Protesters Tortured After 200 Arrests in Protest Outside Parliament in Khartoum
Human Rights Organization Demands Names and Whereabouts of Those Arrested
(New York) -- Amnesty International today strongly condemned a violent crackdown by Sudanese security forces on protestors gathered outside parliament in Khartoum and said it received reports that those arrested had been tortured while detained. More than 200 people, including opposition leaders and human rights activists, were arrested at the demonstration, which was held to protest delays in passing laws that are seen as vital to a forthcoming referendum and elections.
Amnesty International demanded that Sudanese authorities announce the names and whereabouts of those arrested and either charge them with recognized criminal offenses or release them immediately. "This is yet another example of the culture of violence that the Sudanese government has adopted," said Tawanda Hondora, deputy director of the Africa program at Amnesty International. "The government must respect the right of protesters to peacefully assemble and express their views. This is a crucial time for Sudan and all parties should abstain from using violence, especially in the light of the coming elections and referendum."
The demonstrators gathered in front of the parliament building in the early morning despite a last minute ban being imposed by the authorities.
The protest was aimed against the delays in passing laws that are seen as vital to a forthcoming referendum and elections. Next year's vote will be the first presidential, parliamentary and local elections in 24 years.
A referendum is also scheduled on whether the south should secede in 2011. The 2005 Comprehensive Peace Agreement ended 22 years of war during which 1,5 million people have been killed.
