نعم دكتور سلمان هو الانسب الان لتوافر كل المواصفات المؤهلة لتولي هذا المنصب الانتقالي بحكم عدم انتمائه الحزبي وبذلك لن يكون محل خلاف بين القوى السياسية ساعة تشكيل حكومة انتقالية بعد اسقاط العصبة الانقلابية... وهو المطلوب ان نقدم ترشيحات من وقت مبكر لمساعدة القوى السياسيةحتى لاتقع في فخاخ المزايدات والمؤامرات التي تضطرها الا تحسن الاختيارات ساعة الحسم كما رزئنا من قبل بسبب ذلك الاستعجال بالافندي الطيبان المرحوم الاستاذ سر الختم الخليفة والكوز الدكتور الجزولي دفع الله واخيرا (الافندي الضعيف) حمدوك..فدكتور سلمان صاحب موقف وطني منحاز للثورة وهو ما يؤهله لذلك وايضا بحكم المؤهلات وخبراته الدولية كشخصية لها احترامها في الاوساط الدولية سيكون لها القبول لدى المجتمع الدولي وهو المطلوب والاهم انه كشخصية قانونية سيكون صارما في تحقيق العدالة الانتقالية وادارة الدولة بحكمة القانوني الوطني الحقاني وبهذا سيكون اختياره ملبيا لتطلعات الشارع الوطني.

القصد من هذا الخيط هو لفت انظار القوى السياسيةالمحسوبة على الثورة نحو هذا الامر الذي يمثل اهم واجباتها بعد توحيد صفوفها والتوافق على برنامج وطني للتغيير المنشود..لانه خوفا من (الكلفتة) والتسرع بعد انتصارنا المحتوم على العصبة الانقلابية الا نحسن الاختيار للذين سنكلفهم بتنفيذ البرنامج الانتقالي وبالتالي سنفشل في ادارة برنامج التغيير وهو الامر الذي سيحدث احباطا شعبيا سيستغله الاعداء وبالتالي ربما قد يفضي للردة او انقسام داخل صفوف الثورة كما هو حاصل اليوم ولذلك قصدت بهذا الخيط القاء حجر في هذه البركة الساكنة استعدادا لهذا الاستحقاق المطلوب بعيد الانتصار المحتوم وهو ما سيحفز اخرين لتقديم ترشيحات اخرى لاشخاص قد يكونون افضل من شخص دكتور سلمان وهو المطلوب ولكن يظل دكتور سلمان هو البداية في قائمة هذه الترشيحات لهذا المنصب المحوري في قيادة حكومة الانتقال التي ستعبر عن جميع مكونات الثورة.

لكن يظل السؤال المهم: لماذا دوما تعجز القوى السياسية عقب كل ثورة عن اختيار شخص من بينها لملء هذا المنصب القيادي المهم لطالما سينطلق بتكليف منها ممثلا هذا التحالف لتنفيذ برنامجه وليس برنامج حزبه وبالتالي سيجنبنا ذلك الوقوع في مطب الاختيار المتعجل لشخص ليس بحجم الثورة وتطلعات الثوار وبالتالي سيكون كارثة على الثورة؟

وايضا هنالك سؤال آخر : هل هنالك اشخاص من جيل شباب الثورة بالوطن او خارجه ذوى كفاءات يمكن ان ترشحهم لملء هذا المنصب الوطني المحوري الحساس وهو المطلوب (ياريت) ان نتقدم ايضا بترشيحات من داخل الشباب الثوار لشغل هذا المنصب لثورة هم قادتها على الارض وبالتالي لم لانقدم قيادة من داخلهم لشغل هذا المنصب؟

دكتور سلمان اشبه بدكتور حمدوك من حيث المؤهلات العلمية والمهنية ولكنه افضل من حمدوك حسب استطلاعي وذلك بسبب شخصيته كقانوني مرتبط بمهنة يفترض في صاحبها الصرامة في الوقوف مع الحق فهي شخصية مطلوبة واكدها في موقفه الصلب الان ضد هذا الانقلاب وهو موقف بكل المقاييس افضل واشرف من موقف الدكتور حمدوك الذي استقال من المنصب التكليفي بعد ان ( طلعنا درون) كقوى مدنية مع ذات العسكر مهينيه ومذليه ومعتقليه ومعتقلي وزرائه وهو حضيض الجبن والانهزام وبالتالي اي محاولات لاعادته مرة اخرى للمشهد السياسي وبذات المنصب ستكون اكبر اساءة لثورة كرمته بالمنصب ولم يكرمها لانه لم يحترم دماء شهدائها الذين بواوه المنصب الذي غادره وجبن ساعتها ان يقول كلمة حق صادعة في وجه القتلة العسكر انصافا للثورة و الثوار.

أخي الفاضل الشعب السوداني لأكثر من ستين عاماَ يبحث عن ذلك القائد الماهر الذي يتصف بالمهارات المطلوبة ،، والذي يقود البلاد لبر الأمان ،، ومحنة البحث الطويل عن ذلك القائد الرشيد المفقود قد أوجت للشعب السوداني بأن وجود ذلك القائد نادر كندرة الغول والعنقاء !! وكندرة ألبان العصافير !! ,, والشكر كل الشكر على مثل ذلك الإيحاء ،،
ورغم أننا لا نعرف الكثير والكثير عن ذلك المدعو ( الدكتور سليمان محمد أحمد ) إلا أننا نتفاءل كثيراَ ونتمسك بأي باسم يوحي بأنه هو المنجي والمهدي المنتظر ،، وتلك الإشارة منكم يسعد كثيراَ قلوب الشعب السوداني َ ،، ونحن متأكدين بأن ترشحيكم له على يقين سليم ،، ونرجو ذلك ،، وأن يتواجد في الساحات السودانية من يحملون صفات القيادة الرشيد أفضل من أن لا يتواجد كلياَ !!!!

لحسن حظنا ان شعبنا على الارض الآن هو قائد هذه الثورة ولايحتاج لمخلصين طالما حدد اهدافه بل نحتاج فقط عبر تكليف وطني من ذات الشعب لربابنة وطنيين مؤقتين فقط للعبور بسفينة الثورة الى بر الامان ومن ثم سيواصل شعبنا شرعيته الدستورية لاختيار نواب برلمانه والفائز من احزابه لادارة امر الوطن ديموقراطيا وهو المطلوب.

قوانا السياسية للاسف هي المتسبب الرئيس في هذا الانقلاب بسبب انها منذ البدء قد رسبت في اداء واجبها الوطني في تحمل المسؤولية الثورية منذ ان رضخت وناصفت العسكر السلطة وهرولت هي نفسها لمحاصصات السلطة وايضا ب( الكلفتة) اختارت الخاذوق حمدوك..ولم تسلمه اي برنامج لادارة فترة الانتقال وللاسف هاهي مرت ثلاثة اشهر على الانقلاب وذات القوى لازالت عاجزة عن استعادة وحدتها لمواجهة هذا الوضع الوطني الذي ماعاد وضعا يعني مجرد انقلاب عسكري على الشرعية بل احتلالا خارجيا للوطن عبر وكلاء عملاء محليين وبالتالي فهي وضعية مصيرية تتطلب الارتفاع بخطابنا الوطني الى اقصى سقوفاته فوق كل الاجندات الحزبية الصغيرة في ظل واقع تتقدمه الجماهير وهي التي تقود الشارع بدلا من هذه القوى الكسيحة العاجزة عن اداء واجبها الوطني لمواجهة هذا الواقع الاحتلالي الذي يهدد وجود كل الوطن بالفناء وطنا محتلا احتلالا رخيصا بسبب غياب الوطنية وعلو الاجندات الحزبية
الصغيرة على المصلحة الوطنية.

Dr. Salman M. A. Salman is the Editor-in-Chief of Brill Research Perspectives in
International Water Law; a Fellow, International Water Resources Association (IWRA);
Chair, University of Khartoum Council; and an academic researcher and consultant on
water law and policy. Until December 2009 he was Lead Counsel with the Legal Vice
Presidency of the World Bank, and the Bank’s adviser on water law, as well as on the
environmental and social safeguard policies. Before joining the World Bank, Dr. Salman
worked as a Legal Officer with the International Fund for Agricultural Development of
the United Nations (IFAD), in Rome, Italy (1981–1983). Prior to that, he was a lecturer at
the Faculty of Law of the University of Khartoum in Sudan (1978–1981), and a teaching
assistant, (1972–1977).
Dr. Salman obtained his LL.B. from the University of Khartoum, Sudan (1972); and
holds an LL.M. (1974), and a J.S.D. (1977), both from Yale Law School, New Haven,
Connecticut, USA.
Crystal Drop Award
Dr. Salman was the co-recipient of the IWRA Crystal Drop Award 2017, at the Cancun,
Mexico, 16th IWRA Congress (shared with Dr. Cecilia Tortajada); the highest IWRA
award, presented every three years.
Water Law
Dr. Salman started working on water law for the World Bank in 1993, and was the first
lawyer to be appointed by the World Bank as the Water Law Adviser. He handled in that
capacity a vast array of issues on national and international water law and policy,
including giving advice on and assisting with water legislation, water institutions, water
environmental issues, international water treaties and conventions, international water
disputes, dam safety legislation, as well as water resources projects, particularly the
interpretation and application of the World Bank Policy for Projects on International
Waterways.
Dr. Salman organized a number of conferences at the World Bank on major water issues,
including International Watercourses, Groundwater, Water Users’ Associations, and
Institutional Reform on Irrigation and Drainage, and had convened, spoken at, and
chaired many sessions during the annual World Bank Water Weeks (1993 to 2009).
He handled a number of complex water assignments for the Bank including the Baglihar
difference over the Indus River (India/Pakistan), the dispute over the Pulp Mills Projects
on the Uruguay River (Argentina/Uruguay), the Bujagali Hydropower Project on the Nile
in Uganda, and the Red Sea Dead Sea Water Conveyance Study. He was the Manager of
the Water Legislation and National Strategies Window of the World Bank Netherlands
Water Partnership Program (BNWPP) (2000 – 2009).

Dr. Salman assisted in the preparation of water legislation in a number of countries
including Bhutan, Kazakhstan, Malawi, Namibia, Saudi Arabia, South Africa and
Yemen. He also assisted with the preparation of the legal instruments for water users’
associations in a number of countries in Central Asia, South Asia, Africa and the Middle
East, gave presentations on this topic to a number of governmental officials, famers’
organizations, and academic institutions, and led the work in this area for some time in
the Gezira Scheme in the Sudan (2002 – 2010).
He also assisted with the preparation, negotiations and finalization of a number of water
treaties, including the SADC Protocol, the Senegal Water Charter, and the Guarani
Aquifer Memorandum of Understanding. He was also a member of the international
water lawyers’ team that helped explain and propagate the UN Watercourses Convention
until its entry into force in August 2014.
Operational Work
Before his designation to handle water law in 1993, Dr. Salman worked as an operational
lawyer handling development projects for a number of countries, including China,
Malaysia, Mongolia, Korea (East Asia), India and Bangladesh (South Asia), and
Botswana, Somalia and Tanzania (Africa), focusing mainly on water supply, irrigation,
agriculture and rural development projects (1983–1993). He participated in that capacity
in a number of preparation, appraisal and supervision missions, and drafted and
negotiated the legal documents for such projects. He handled similar operational work
with IFAD (1981 – 1983) for a number of African, Asian, and Middle Eastern countries
including Botswana, China, Egypt, Ethiopia, India, Jordan, Kenya, Tanzania, Uganda,
Yemen and Zambia.
Safeguard Policies
In addition to water law, Dr. Salman worked (1997 – 2009) as an adviser on the World
Bank environmental and social safeguard policies (environmental assessment, natural
habitats, physical cultural resources, forests, pesticides, safety of dams, involuntary
resettlement, indigenous peoples, disputed areas and international waterways, as well as
the disclosure policy), with special emphasis on the international law principles
associated therewith. Dr. Salman assisted the Bank Task Teams with the interpretation
and application of those policies, and provided extensive training to the staff thereon. He
was a member of the World Bank Team that prepared the Bank’s Policy on Involuntary
Resettlement (2001), as well as the Sourcebook on the Policy (2005); and was the coauthor of the Bank’s Policy on Indigenous Peoples (2005), and one of the authors of the
Guidebook on the Policy (2010). He presented and discussed this Policy at a number of
global forums, including the UN Commission for Human Rights, UN Permanent Forum
on Indigenous Issues, and at roundtable discussions with NGOs and Indigenous Peoples
organizations. He provided extensive training on the safeguard policies to the Bank
headquarters and field staff, as well as governments’ officials from varying countries and
NGOs and academic institutions.
In connection with his work on the safeguard policies, Dr. Salman was the legal member
of the Bank teams that addressed the work of (i) the World Commission on Dams Report
(Dams and Development, A New Framework for Decision-making, 2000), (ii) the
Extractive Industries Review (2003), and (iii) the Narmada Dam and Water Projects that

preceded the safeguard policies (1992–2004). He also worked on a number of Inspection
Panel cases including Mumbai Urban Transport Project, and Ecodevelopment Project
(India), Highlands Water Project (Lesotho/South Africa), Third Power, Fourth Power and
Bujagali Hydro-power Projects (Uganda), and Arun Hydropower (Nepal).
He served as a member of the Legal Vice Presidency Human Rights Team (2002- 2007),
that outlined the World Bank approach to human rights in its projects and policy work,
and co-authored the book on the Human Right to Water (see Publications Below).
Teaching Experience
Dr. Salman taught as a lecturer (the title changed to assistant professor in 1985) at the
Faculty of Law of the University of Khartoum (1978-1981), and chaired a number of
academic committees, including the Curriculum Revision Committee, the Research
Committee, as well as the Library Committee. He also worked as a teaching assistant at
the same Faculty of Law (1972-1977).
He was a visiting professor with the International Islamic University Malaysia (IIUM) in
Kuala Lumpur, May – June 2013, where he gave lectures, reviewed the syllabus of the
Law school and made recommendations thereon, advised graduate students, and wrote a
proposal for a course on national and international water law.
He was an external examiner for PhD and Masters degree thesis with a number of
universities including Pacific McGeorge Law School; University of Dundee Centre for
Water Law, Policy and Science; and Loyola University of Chicago Law School.
He has given lectures on various legal and policy issues on national and international
water resources at a number of universities, including Yale University, University of
Maryland, University of Dundee, Georgetown University, George Washington
University, American University, Johns Hopkins University, New York University,
Texas University, Massachusetts Institute of Technology (MIT), University of Geneva,
University of Khartoum, Arizona State University, and McGeorge School of law of the
University of the Pacific. He has also given keynote addresses and presentations at a
number of conferences, workshops and seminars, including the World Water Forums, the
World Bank annual water weeks, as well as the American Society of International Law
(ASIL) and the American Association for the Advancement of Science (AAAS).
Dr. Salman has been selected as an honorary lecturer at the University of
Dundee/UNESCO Centre for Water Law, Policy and Science (1998 to present); and as a
Fellow with IWRA (2012).
He provided extensive training to Bank headquarters and field staff, as well as
government officials from varying countries, both in Washington and at the respective
countries, on national and international water law and policy issues, as well as the
safeguard policies, their application to the Bank operations and their interface with
international law.
The Hague Academy of International Law
Dr. Salman was selected by The Hague Academy of International Law as the Co-Director
for the Centre for Research and Studies for the 2001 session on “Water Resources and
International Law,” where he taught and supervised 12 participants, most of them at the
doctoral level (August – September 2001). The academic work undertaken at that session
has been published by The Hague Academy in 2005 (see Publications Below).

The Permanent Court of Arbitration
Dr. Salman assisted the Permanent Court of Arbitration in The Hague in organizing a
global seminar on “Resolution of International Water Disputes” in 2002, which was
attended by more than 100 participants from all over the world, where he gave a major
presentation. The proceedings of the seminar to which he contributed a chapter were
published in 2003 (see Publications Below).
Other Regional and International Organizations
Dr. Salman taught international water law at the Arab Water Academy training session on
Water Diplomacy (September 2010) at Abu Dhabi, the University of Geneva session of
the United Nations International Law Seminar (July 2011), and the Arab Water Council
conference in November 2011.
He reviewed, commented on, and wrote the Preface for the publication of the
International Law Development Organization (IDLO) and the Centre for International
Sustainable Development Law (CISDL) “Sustainable Water Management - Compendium
of Legal Best Practices, 2011.”

Dr. Salman also received an award from the World Bank Legal Vice Presidency for his
work on Water Law in 2003.
Publications, Editorial Work and Articles Review
Dr. Salman has published extensively in the area of international and national water law
and policy. Some of his books have been translated to, and published in Arabic, Chinese,
French, and Russian (see Publications Below).
Dr. Salman was the editor of the “Law, Justice, and Development Series” of the World
Bank (2003 - 2009). He has served as a member the Editorial Board of the journals:
(i) “Water International” (2003 - 2007), and
(ii) Water Policy (since 2007).
He was a member of the “World Bank Editorial Committee” 2004-2009. This is the
Committee that set the policy for, and oversaw, the entire World Bank publication work.
He also served as a member of the Editorial Board for The World Bank Legal Review –
Law, Equity, and Development, Volume 2 (2006).

التحايا أخ هاشم هباني
من وجهة نظرى إنه تانى ما يكون فى إختيار لناس من خارج السودان.
السودان عامر بكل المؤهلين وولاءهم لوطنهم أكثر من بعض أو كثير من الناس العملوا فى منظمات عالمية|، ولاءهم للمنظمات وفهمها أكثر من الولاء لأوطانهم.
الناس المن برا مثال دكتور سلمان محمد أحمد سلمان مع إحترامى ليه ولعلمه ممكن يكونوا خبراء لا غير.
لكن كل الوزارات وغيرها المفروض يمسكوها الناس المواجهة آلة القتل يوميا.
ما ممكن تانى نكرر نفس الخطأ ونتوقع نتيجة أفضل.

الدكتور سلمان محمد سلمان هو رئيس تحرير مجلة Brill Research Perspectives في
قانون المياه الدولي؛ زميل الرابطة الدولية للموارد المائية (IWRA) ؛
رئيس مجلس جامعة الخرطوم. وباحث أكاديمي ومستشار في
قانون وسياسة المياه. حتى ديسمبر 2009 كان مستشارًا رئيسيًا للنائب القانوني
رئاسة البنك الدولي ، ومستشار البنك لقانون المياه ، وكذلك في
سياسات الحماية البيئية والاجتماعية. قبل انضمامه إلى البنك الدولي د. سلمان
عمل كمسؤول قانوني مع الصندوق الدولي للتنمية الزراعية في
الأمم المتحدة (إيفاد) ، في روما ، إيطاليا (1981-1983). قبل ذلك ، كان محاضرًا في
كلية الحقوق جامعة الخرطوم في السودان (1978-1981) ، وتدريس
مساعد (1972-1977).
حصل الدكتور سلمان على ليسانس الحقوق. من جامعة الخرطوم ، السودان (1972) ؛ و
حاصل على ماجستير في القانون. (1974) و J.S.D. (1977) ، كلاهما من كلية الحقوق بجامعة ييل ، نيو هافن ،
كونيتيكت ، الولايات المتحدة الأمريكية.
جائزة Crystal Drop
حصل الدكتور سلمان على جائزة IWRA Crystal Drop 2017 في كانكون ،
المكسيك ، مؤتمر IWRA السادس عشر (بالاشتراك مع الدكتورة سيسيليا تورتاجادا) ؛ أعلى IWRA
الجائزة ، تقدم كل ثلاث سنوات.
قانون المياه
بدأ الدكتور سلمان العمل في قانون المياه للبنك الدولي عام 1993 ، وكان الأول
محامٍ يعينه البنك الدولي مستشارًا لقانون المياه. تعامل في ذلك
القدرة على مجموعة واسعة من القضايا المتعلقة بقوانين وسياسات المياه الوطنية والدولية ،
بما في ذلك تقديم المشورة والمساعدة بشأن تشريعات المياه ومؤسسات المياه والمياه
القضايا البيئية ، المعاهدات والاتفاقيات الدولية للمياه ، المياه الدولية
المنازعات ، وتشريعات سلامة السدود ، وكذلك مشاريع الموارد المائية ، ولا سيما
تفسير وتطبيق سياسة البنك الدولي للمشاريع الدولية
الممرات المائية.
نظم الدكتور سلمان عددا من المؤتمرات في البنك الدولي حول قضايا المياه الرئيسية ،
بما في ذلك المجاري المائية الدولية والمياه الجوفية ورابطات مستخدمي المياه و
الإصلاح المؤسسي في الري والصرف ، وقد اجتمع وتحدث في و
ترأس العديد من الجلسات خلال أسابيع المياه السنوية للبنك الدولي (1993 إلى 2009).
لقد تولى عددا من مهام المياه المعقدة للبنك بما في ذلك البغليهار
الخلاف حول نهر السند (الهند / باكستان) ، الخلاف حول مشاريع Pulp Mills
على نهر أوروغواي (الأرجنتين / أوروغواي) ، مشروع بوجاجالي للطاقة الكهرومائية على نهر النيل
في أوغندا ، ودراسة نقل مياه البحر الأحمر البحر الميت. كان مدير
نافذة تشريعات المياه والاستراتيجيات الوطنية للبنك الدولي بهولندا
برنامج شراكة المياه (BNWPP) (2000-2009).

لا يا صديقي بروفيسور هنود أبيا كدوف: لا تقع في هذا الفخ !!

تداولت الصحف الورقية والالكترونية ومواقع التواصل الاجتماعي خبراً مفاده أن الفريق البرهان وقادة انقلاب 25 أكتوبر قد عرضوا عليك يا صديقي هنود رئاسة الوزارة، وأنك قد قبلت العرض.
قد يكون الخبر عارٍ من الصحة فالأجواء العامة تجعل انتشار مثل هذه الأنباء أسرع من انتشار النار في الهشيم، خصوصا مع بيانات رفض العرض، وعروض مماثلة، من عددٍ من الشخصيات السودانية الأخرى. في هذه الحالة اعتذر عن مقالي هذا، وأرجو قبول عذري.
فمع انقطاع الانترنيت والمكالمات التلفونية في السودان، ووجودي خارج السودان، لم يكن بالإمكان الاتصال بك يا صديقي لمعرفة الحقيقة، والتحدث والنقاش بهدوءٍ معك.
وإن كان الخبر صحيحاً فآمل ان تجد الوقت لقراءة مقالي هذا والتمعّن فيه قبل أن تقبل العرض المقدم لك لتصبح رئيس الوزراء. هذا بالطبع إذا نجح النظام الانقلابي في البقاء في السلطة حتى ذلك الوقت، وهو احتمالٌ ضعيف.
لقد دفعتني لكتابة هذا المقال علاقة الزمالة والصداقة التي جمعتنا منذ نهاية ستينيات القرن الماضي عندما التقينا طلاباً جدد في كلية الآداب بجامعة الخرطوم، قبل أن ننتقل معاً إلى كلية القانون، ونتخرج منها (أنت عام 1971، وأنا عام 1972)، وقبل أن نعمل معاً أساتذةً بالكلية، ثم نلتقي لفترةٍ قصيرة عندما حضرت أنا أستاذاً زائراً بكلية القانون بالجامعة العالمية الإسلامية في ماليزيا. وكنت أنت بذلك الوقت قد أصبحت عميداً لتلك الكلية.
نعم علاقة الزمالة والصداقة التي امتدت حتى الآن إلى أكثر من خمسين عاماً هي ما دفعتني لكتابة هذه الرسالة المفتوحة لك.

لا أظنك تختلف مع الراي القائل أن ما حدث في السودان في 25 أكتوبر هو انقلابٌ على الشرعية الدستورية، وعلى حلم وطموحات معظم الشعب السوداني التي كررتها مليونيات ثورة ديسمبر – مدنية، وحرية، سلام وعدالة.
الآن يحاول انقلاب 25 اكتوبر إجهاض ذلك الحلم وتلك الثورة التي وصفها العالم، كل العالم، بأنها ثورة الحضارة والسلم، وثورة القرن، وأنها الفصل الثاني للثورة الفرنسية. فقد أشادت بالثورة برلمانات وحكومات كل دول العالم المتحضر، وتصدّرت صور الشباب والشابات السودانيين العزل وهم يقاومون رصاص وقنابل العسكر بصدورٍ مفتوحة الصفحات الأولى من صحف ومجلات العالم. ووصف الكثيرون اعتصام الثوار بأنه أول دولةٍ ديمقراطيةٍ اشتراكيةٍ في العالم العربي والإسلامي والأفريقي.
وجاء رد فعل العسكر على المظاهرات الرافضة لانقلاب 25 أكتوبر بنفس الرصاص والعنف والقتل والاعتقالات والتعذيب والإذلال للشباب والشابات الذي قابلته ثورة ديسمبر. وأدان العالم، وبصوتٍ عالٍ وموحد، ذلك العنف غير المبرر لمظاهراتٍ في غاية السلمية، كما أدان من قبله، بنفس الصوت، العنف الذي واجه ثورة وثوار ديسمبر.

لقد درسنا أنا وأنت وزملاؤنا وبحثنا بعمقٍ عنما كنا طلاباً في كلية القانون بجامعة الخرطوم في مسائل الشرعية الدستورية، والشرعية القانونية، وحقوق الإنسان ومفوضية حقوق الإنسان، والإعلان العالمي لحقوق الإنسان لعام 1948، ثم مجلس حقوق الإنسان. وقمنا بعد ذلك مع عددٍ من زملائنا في كلية القانون بجامعة الخرطوم بتدريس تلك المبادئ، خصوصاً الإعلان العالمي لحقوق الإنسان، وشرحنا لطلابنا وطالباتنا بتفصيلٍ دقيق كيف يمثل ذلك الإعلان أحلام وطموحات وتطلعات شعوب العام – كل العالم.
كان أساتذتنا الأجلاء في كلية القانون في جامعة الخرطوم، وفي الجامعات التي درسنا بها خارج السودان،يذكّروننا بانتظام بالإعلان العالمي لحقوق الإنسان، وبدورنا كقانونيي المستقبل في الدفاع بشراسة وبلا ترددٍ عن حقوق الإنسان. وقمنا نحن بنقل تلك الفلسفة وبتدريس نفس الإعلان مراراً وتكراراً لطلابنا وطالباتنا حتى حفظنا عن ظهر قلب كل مواد الإعلان العالمي، خصوصأ تلك الفقرة من الديباجة التي تقرأ:
“وكان من الضروري أت يتولى القانون حماية حقوق الإنسان لكيلا يضطر المرء آخر الأمر إلى التمرد على الاستبداد والظلم.”
بل لقد استمدت ثورة ديسمبر المجيدة قوتها وشرعيتها ومصداقيتها من الفقرة الأولى من ديباجة الإعلان العالمي لحقوق الإنسان التي تقرأ:
“…. الاعتراف بالكرامة المتأصّلة في جميع أعضاء الأسرة البشرية وحقوقهم المتساوية الثابتة هي أساس الحرية والعدل والسلام في العالم.”
ألم يكن وما يزال شعار ثورة ديسمبر المجيدة هو “حرية سلام وعدالة” التي وردت عام 1948 (أي قبل سبعين عامٍ) في الإعلان العالمي لحقوق الإنسان؟
لقد حفظنا هذه الكلمات المكتوبة بأحرفٍ من نور عن ظهر قلب عندما كنا طلاباً، وتجادلنا كثيرا في مضمونها، ودرّسناها عندما أصبحنا أساتذة. فكيف يمكن لنا التخلّي عنها وإدارة ظهرنا لها ونحن في فصل العمر الأخير يا صديقي هنود؟

إذا قبلت يا صديقي رئاسة الوزارة فسوف تحاول الجلوس في المقعد الشرعي لرجلٍ أصبح أيقونة السودان وبطله القومي. لقد أصبح صديقنا الدكتور عبد الله حمدوك المحطة التي يلتقي فيها معظم افراد الشعب السوداني – أطفالنا يكررون إسمه في طريقهم إلى المدارس، وخلال ساعات الدراسة، وعند عودتهم إلى منازلهم، وشبابنا يهتفون باسمه في مظاهراتهم المليونية ويحملون صوره. ويتكرر نفس المشهد في مظاهرات وتجمعات السودانيين في كل دول المهجر وحول العالم.

كيف ستتعامل يا صديقي هنود مع بيانات مجلس الأمن، وقرارات الاتحاد الأفريقي ودول الترويكا والاتحاد الأوربي ومجلس حقوق الإنسان، وقرار الكونغرس الأمريكي المرتقب، والتي تؤكد جميعها اعترافها بالدكتور حمدوك كرئيس الوزراء الشرعي، وتطالب بعودته إلى كرسي رئاسة الوزارة مع حكومته التي حاول ويحاول قادة الانقلاب حلّها؟
لقد أعلنتها أمريكا داويةً، وكذلك البنك الدولي ومؤسسات التنمية الدولية الأخرى، وعددٌ من الدول الأوروبية، أن البرنامج الاقتصادي الموعود للسودان، بما في ذلك إعفاء الديون وجدولتها، فد توقّف، ولن يعود إلا بعد عودة الحكومة الشرعية.
كيف ستتعامل مع سفراء وسفارات السودان التي رفضت الانقلاب العسكري وتصر على أنها تمثل الحكومة الشرعية، وتتعامل معها معظم تلك الدول بتلك الكيفية – تمثيلها لحكومة الدكتور عبد الله حمدوك؟

بل كيف ستتعامل وأنت القانوني الضليع منذ نصف قرنٍ من الزمان بالرأي القانوني الذي أصدرته الأمم المتحدة وعمّمته على كل منظماتها ووكالاتها ولجانها المتخصّصة هذا الأسبوع. لقد قضى ذلك الرأي القانوني بأن حكومة الدكتور حمدوك تظل هي الحكومة الشرعية في السودان، وأن ممثلي وموظفي هذه المنظمات يجب عليهم عدم لقاء أو الاجتماع بأي مسئولٍ في حكومة أخرى في السودان.
بل لقد ذهب هذا الرأي القانوني خطوةً غير مسبوقة ووجّه كل مسئولٍ في الأمم المتحدة يتطلب عمله ضرورة مخاطبة مسئولٍ في أية حكومة تخلف حكومة الدكتور حمدوك ان تتم تلك المخاطبة بدون إشارة إلى الموقع الرسمي للمسئول الجديد في تلك الحكومة.
إذا قبلت رئاسة الوزارة فسوف تعيش في مكتب أغلق العالم أمامه كل الأبواب. لن يزورك أحد من الرؤساء والوزراء ومسئولي المنظمات الدولية، ولن تتمكن من السفر لتخاطب الأمم المتحدة أو إحدى وكالاتها، أو أحد مؤتمراتها، ولن تستطيع زيارة كثيرٍ من دول العالم لأنهم لن يسمحوا لك بالحضور.
لن تدعوك أو تقابلك الجامعات التي اعتدت على التدريس فيها، ولن تقبلك منظمات المجتمع المدني والأحزاب السودانية. ستتواصل المظاهرات التي ستطالب برحيل الانقلاب وقادته ورئيس وزرائه غير الشرعي، وسوف تهتف بسقوطك، وسوف يسجل التاريخ كل ذلك يا صديقي.
ستعيش في عزلةٍ دائمة داخلية وخارجية، وتصبح وكأنك مطلوب من محكمة الجنايات الدولية.

كيف ستتعامل يا صديقي هنود مع مليونية 13 نوفمبر القادمة؟ هل إذا أصبحت رئيس وزراء وقتها ستأمر بضرب الشباب العزل المتطاهرين؟
إذا كانت الإجابة لا، فماذا ستفعل عندما يأمر الآخرون بضرب وقتل واعتقال وتعذيب وإذلال المتظاهرين؟ هل ستتذكر ايام الدراسة والتدريس لمبادئ الشرعية القانونية والإعلان العالمي لحقوف الإنسان والعهدين الدوليين لحقوق الإنسان، وسنوات دراستك في انجلترا وعملك في ماليزيا وزياراتك المتعددة لأمريكا والهند والدول الديمقراطية الأخرى وما شهدته أنت في هذه الدول من ديمقراطية وحريات عامة، واحترام لحقوق الإنسان، أم سيصير كل ذلك في ذمة التاريخ؟

العمل الوزاري في ظل الوضع الذي أفرزه انقلاب 25 أكتوبر وحكومته (إن واصل الانقلاب بقاءه وتم تشكيل الحكومة) أمرٌ في غاية التعقيد، ويخضع لقدرٍ كبير من المساومات والمحاصصات، والتي ستتغير بالضرورة من شهرٍ لآخر. وسوف تتوالى المؤامرات بين الانقلابيين انفسهم، وبالضرورة ستشملك أنت.
لا تقع في هذا الفخ يا صديقي هنود. فهم يبحثون في هذا الوقت بالتحديد عن شخصٍ يشبه الدكتور حمدوك – يحمل الدكتوراه وعمل خارج السودان، ليوازنوا به الدكتور حمدوك – بهذه البساطة والسذاجة!
الفارق الشاسع بين هذا الشخص، بغض النطر عمن سيكون، وبين الدكتور حمدوك هو الشرعية الدستورية التي اعترف بها كل العالم للدكتور حمدوك، والاحترام الكبير له ولمقدراته الفذة ولمصداقيته، والإعزاز والتقدير والمحبة التي يتمتع بها الدكتور حمدوك في السودان كشخصيةٍ وطنيةٍ شجاعةٍ وفريدة – والتي لم يسبقه عليها أي سياسيٍ سودانيٍ منذ استقلال السودان.

بيان حول الانقلاب على الحكومة الانتقالية والاعتداء على الجامعة
تدين جامعة الخرطوم إدارة وعمداء وأساتذة وطلاب الانقلاب العسكري على الحكومة الانتقالية والإجراءات التعسفية من اعتقال لرئيس الوزراء الدكتور عبدالله حمدوك، وأعضاء حكومته المفوضة لإدارة شؤون البلاد بدماء الشهداء وأرواحهم الذكية الطاهرة، وترفض الانقضاض على الشرعية الدستورية المتوافق عليها وتقويضها.
كما تدين جامعة الخرطوم بأغلظ العبارات أعمال السرقة والنهب التي نفذها نظاميون ويرتدون الزي العسكري بحق طلاب داخليات مجمع الوسط، الذين تعرضوا لأبشع الإهانات والإساءة والشتم والضرب، والتشريد عقب انتهاك حرمة داخليات الطلاب واقتحامها بواسطة ارتال من المسلحين، وتدين بشدة ما تعرضت له طالبات داخلية البركس من ترويع. وتعترض بشدة على انتهاك حرمة الحرم الجامعي ومؤسسات الجامعة بدخول أفراد نظاميين وتجوالهم بداخلها.
وتدين الجامعة استخدام القوة المفرطة ضد المتظاهرين السلميين وقتلهم، وتطالب الجامعة بالعودة الفورية إلى الشرعية الدستورية والاطلاق الفوري لرئيس الوزراء ووزراء حكومته وقادة العمل السياسي في السودان.
وتجدد الجامعة موقفها الذي أعلنته في بيان صادر بتاريخ 21 سبتمبر 2021م، والذي يؤكد الرفض القاطع للمساس بمكتسبات الثورة السودانية، والتحذير من التلاعب بمؤسسات الشعب السوداني؛ وفاءً للشهداء الذين قدموا أرواحهم مهراً للتغيير.

انتصارنا على الخونة القتلة حتمية قادمة ولكي لانقع في محك الاختيارات وناتي ب( الكلفتة) بمن هم ليسوا اهلا للمرحلة الانتقالية القادمة علينا ان نبدأ من الان ترشيح العناصر المناسبة بكل المؤهلات لتحمل ذلك التكليف الوطني بعد اسقاط العصبة حتى نكون على جاهزية ساعة الحسم...حتى لانفاجأ بتسلق بعض الانتهازيين للمشهد في غفلة منا عبر روافع خفية مثل ( الشلليات) التي لاتعتد بالمؤهلات بل تدفعا مجرد عواطف اجتماعية وهذه كارثة الوطن التي جعلتنا بعد الانتفاضة العظيمة في مارس ابريل ان نختار بكل سبهللية الكوز الجزولي دفع الله رئيسا للوزراء واخير بذات السبهللية رزئنا ب( الخواف) حمدوك الذي تهرب من المسؤولية من غير ان ينحاز لشعبه الذي بوأه هذا المنصب الوطني الحساس.

فبعد اسقاط العصبة الانقلابية وهي بلا شك حتمية قادمة لكن تظل قضية اختيار رئيس وزراء انتقالي مسألة محورية للاضطلاع بتنفيذ البرنامج الانتقالي والذي ستضعه القوى الوطنية المنتصرة وهو ايضا استحقاق لا بد من تجهيزه من الان حتى لانقع في المطب القاتل بعدم وجود ذلك البرنامج والذي كان سببا رئيسا في نجاح هذا الانقلاب...ولذلك فيما يخص هذا الخيط اكرر ان من لديه اي ترشيح لشخص اخر لشغل هذا المنصب عليه التقدم بذلك لكي تتم المفاضلة لاختيار الانسب وبشكل علني شفاف من الان لاجل احقاق الحق والحقيقة وليس على شاكلة( كامل ادريس او محمد ابوصالح) بل على هذا المعيار الذي جسدته السيرة الفخيمة العلمية والمهنية والوطنية المشرفة للدكتور سلمان محمد احمد.
