The refugee crisis dominates the world as a global problem that urgently needs addressing in a coordinated manner and by proactive measures. Many stakeholders have echoed these statements constantly.
The deep dilemma of the European Union (EU) over refugees laid bare at Valletta, Malta Summit on migration, 11-12/11/2015 represents an unrivalled tumultuous toil in history since the World War (WW2).
The $2bn for Africa would not help stemming the refugee crisis.
The EU by paying billions of dollars to the tyrants in the African Club will not solve the Migration Exodus to its Shores. The African dictators Club members will pocket it without addressing the problems that underlie migration in the first place.
The payment represents one example of the international community workout fields in dealing with the leaders of African countries. The EU, unfortunately, believing that under the hill, there exists something different from its predecessor. The Valetta meeting thought that the African leaders awakened from their prolonged slumber to receive couple billion dollars as a price for putting an end to the migration season to Europe. The migrants dream of taking shelter from the tyrants' whip that mercilessly beating the backs of the disenfranchised hardline youth who continue looking forward for a brighter future away from the state of poverty and destitution under which they and the people in their respective countries languishing in regimes led by the despotic rulers.
The reasons that forced the immigrants to seek asylum to the EU countries will continue to exist in spite of the amount of money, which will ber swallowed by the mouths of the corrupt arbitrary rulers of Africa and will not reach the hungry disenfranchised Africans fleeing torture and genocide. Is it possible to entrust sheep to the wolf or cows to a lion, of course not! How do you judge your money؟ People are leaving African countries not only because of financial deprivation rather to denial of freedoms. This EU generous cash will end up in the pockets of the corrupt authoritarian regimes such as the NCP in Sudan and elsewhere. The African migrants are seeking safety in a safe haven in Europe. The majority of them are not economic migrants, as some authorities in the continent believe. The European Union (EU) does not know that much of the payments for humanitarian relief in Sudan, many not reach the beneficiaries, but used by the abhorrent government of Omar al-Bashir in the purchase of weapons or for hiring the Janjaweed militias, which Wreaking havoc in Darfur and other regions of Sudan to carry out their proxy warfare of attrition.
The brutal NCP regime led by the genocidal criminal al-Bashir will feel rest assured that the Balance of payments deficit suffered by the Treasury in Khartoum Improved because of the abundance of funds received through the Trust Fund $1.9bn of the European Union (EU) which was adopted at the meeting held in the city of Valletta in Malta.
All the clues indicate that the EU’s $2bn for Africa would not be capable to stem out the refugee flood. The flood has already swept the European continent countries, analysts have mooted. The EU countries resorted to offering money to the Immigration source countries when they were overwhelmed and overcame by the flood of the trekking migrants from the hotbeds of war in the Middle East and the African continent. The uninterrupted flow of migrants in spite of all the methods and ways in which the EU nations used to curb and prevent the migrants crossing to their respective territories including the use of razor wire enforced fences to bar crossing of migrants, the joint AU-EU meeting of Malta resorted to granting the AU nations the fund referred to above.
It seems that the EU, in particular its new members the origins of which sloping from the republics of the former Soviet Union do not have much experience of dealing directly with the African Union countries where financial corruption such as the massive wildfire on their own people something natural and commonplace. The first thing required of the European Union (EU) is to call on their members of the permanent UN Security Council not to support totalitarian regimes such as Sudan. Such regimes remain as the root cause of migration, which is unprecedented swarming the seas and straits defying death by drowning and becoming prey to criminal gangs and human traffickers. Moreover, hundreds of migrants, among them young people from Sudan, Eritrea, Ethiopia, Somalia and other African countries, fleeing violence and political oppression risking their lives under the mercy of criminal gangs of human traffickers to make the perilous journeys across seas and straits to seek asylum in the European Union (EU) countries, with a hope to survive and settle. Hence, their numbers swelled to thousands.

The EU $1.6 Billion trust fund earmarked for curbing the flow of the African migrants to the EU member states would not be capable to stem the Sudanese people migrating to Europe or Israel. The astronomical foreign loan of $43.7 Billion that the successive Sudanese regimes borrowed through their indebtedness binge, without regard to future consequences, from the Money stocks such as the IMF, World Bank and countries in the Paris Club, went unheeded without providing any tangible development lifting the woes under which the migrants' families continue languishing in.
In the current circumstances, the partial solution to the epidemic of migration from the African Continent countries or other third world countries to Europe is to stop the civil wars waged by the totalitarian regimes against citizens who are looking for freedom, democracy, peace, security and decent living. To help the foregoing to happen in the countries from where the migration exodus comes the EU countries need refraining the unlimited political, diplomatic, financial and training cooperation support they extend to those despotic regimes based on the common interests of rub my back and I reciprocate; the doctrine that secures the benefit for both of the partners.
Sudan under the Muslim Brotherhood Movement (MBM) regime of the National Congress Party (NCP) led by the genocidal criminal fugitive from the international justice, Marshal Omer Hassan Ahmed al-Bashir, did not meet its commitments to qualify for the full debt-relief that usually provided through the Heavily Indebted Poor Countries (HIPC) Initiative. Obviously, the (NCP) ruled Sudan has not made itself eligible to take advantage of (HIPC) because it failed to meet all the conditions. The NCP regime failed over the years to make the necessary reforms that will make it eligible for the (HIPC) Initiative.
Thus, Sudan remains a highly indebted nation. More than 85% of its debts are in arears. Moreover, the NCP regime’s Sudan debt to GDP averaged to 83.54% from 2003 until 2011. As of 31 December 2012, Sudan had an external debt of $40 billion. Sudan remains one of the last three countries labeled as Pre-Decision-Point Countries that include Eritrea, Somalia and Sudan. https://www.imf.org/external/np/exr/facts/hipc.htm
The reforms that qualify the State for debt relief under the Heavily Indebted Poor Countries (HIPC) initiative include good governance, rule of law, providing fundamental freedoms and stop the senseless civil wars of attrition and the respect of human rights and international humanitarian law and good-neighbourly relations along with dissemination of justice and equality among the citizens of the homeland.
At this moment, as if we were asking for the impossible. Such conditions are not at hand in Sudan under the authoritarian regime. The (NCP) regime employs mercenaries and the Janjaweed militias to kill Sudanese citizens in Darfur, the Nuba Mountains, Southern Blue Nile state, the Beja region in Eastern Sudan and the Nubia people in the Northern Nilotic Sudan. Moreover, before that the people of Southern Sudan prior to their choice of secession and forming their nascent state of South Sudan.
Sudan under the (NCP) regime remains disqualifies from the eligibility for Debt Relief under the Heavily Indebted Poor Countries (HIPC) Initiative. The (HIPC) initiative is blameless while the NCP regime continued as blameworthy to the detriment of the Sudanese people who bear the financial burden brought by the proxy wars of attrition waged by Omer al-Bashir against the civilian populations in several regions of Sudan. Thus, tyrants remain venomous just like snakes, spiders, and scorpions would not abandon their venoms; The fragrance seller cannot fix something marred forever by eon, as the popular proverb, adage goes!
