ثلاثة وعشرون عاما مرت على صدور ميثاق العمل الوطني في 14 فبراير 2001، إيذانا ببدء النهضة الوطنية بقيادة حضرة صاحب الجلالة الملك حمد بن عيسى آل خليفة عاهل البلاد المعظم حفظه الله ورعاه ليكون رمزاً لمسيرة التنمية الشاملة. وبدعم من صاحب السمو الملكي الأمير سلمان بن حمد آل خليفة ولي العهد رئيس مجلس الوزراء حفظه الله، تمكنت المملكة من إرساء الأسس الديمقراطية الحديثة في أطر دولة القانون والمؤسسات.
ويجدد الشعب البحريني كل عام العهد والولاء لهذه الوثيقة التاريخية التي رسخت دعائم التنمية والنهضة في البلاد، اذ إنها ليست مجرد وثيقة وقعت في الماضي، بل هي خارطة طريق تقوم على مبادئ الحكم الرشيد والتنمية المستدامة.
فقد جاء ميثاق العمل الوطني البحريني كتجسيد لرؤية سامية من جلالة الملك المعظم حمد بن عيسى آل خليفة ملك مملكة البحرين، لتوجيه البلاد نحو مستقبلٍ واعد يقوم على أسس العدالة والتنمية المستدامة وبدعم من الشعب البحريني وإرادته الوطنية الجامعة، حيث تم رسم هذا الميثاق كخطوة حاسمة نحو تحقيق التقدم والازدهار.
فميثاق العمل الوطني يتميز بجرأته وشموليته، حيث يغطي مجموعة واسعة من المجالات السياسية والاقتصادية والاجتماعية ويتضمن الميثاق رؤى وأهدافًا واضحة، تتنوع بين تعزيز الديمقراطية وحقوق الإنسان وتطوير البنية التحتية وتعزيز التعليم والصحة وتعزيز الاقتصاد المحلي وتوفير فرص العمل والتنمية المستدامة.
فمنذ صدوره، شكّل ميثاق العمل الوطني نقلة نوعية في تاريخ المملكة، حيث ساهم في تعزيز الاستقرار والازدهار وتحقيق تحولات اقتصادية واجتماعية هامة وأسهم في بناء مؤسسات قوية وفعالة وفي تعزيز الشفافية والمساءلة في الحكم.
إن ميثاق العمل الوطني هو الأساس لنهج ديمقراطي قوي، وهذا يتضح جليا في الدستور وتعديلاته التي صدرت في عام 2002. وقد ساعدت هذه التغييرات في بناء العديد من المؤسسات الوظيفية، بما في ذلك المحكمة الدستورية العليا وديوان الرقابة المالية والإدارية مما يدل على التزام الدولة بتعزيز الفصل بين السلطات وسيادة القانون.
