بمناسبة إنعقاد مؤتمر المانحين بخصوص دارفور و الذي يعقد بالدوحة يومي 7 و 8 أبريل الجاري:
في خطاب الي أمير قطر الشيخ حمد بن آل ثاني, 84 منظمة أمريكية و عالمية و شخصيات عالمية مهتمة بحقوق الإنسان و محاربة جرائم الإبادة الجماعية تقول له و بالصوت العالي:

لقد جمعت من قبل مؤتمرات مانحين من أجل دارفور مليارات الدولارات, لكن ليست هنالك أي آثار علي الأرض اليوم لتشير الي كيفية صرف تلك المليارات من الدولارات. لكن تلك الأموال بعد وقوعها في أيدي حكومة المركز, قد إستخدمت ضد أهل دارفور و لتمويل القصف الجوي و إعتداءات المليشيات الموالية للحكومة.

RIGHTS GROUPS ASK QATAR AND AFRICAN BANK TO CANCEL DARFUR DONORS’ CONFERENCE
Donations will “help to fund more atrocities against civilians,” say groups
March 22, 2013 – As Qatar prepares for a donors conference in Doha on April 7 – 8 to promote investments in the Darfur region of Sudan, human rights organizations, genocide scholars and Sudan advocates around the world sent open letters to the Emir of Qatar, Hamad bin Khalifa Al-Thani, and the President of the African Development Bank Group, Donald Kaberuka, asking that the conference be cancelled. The letters state, “Efforts to promote investments in Sudan are premature and put the international community at risk of funding a government that continues to perpetrate massive human rights violations against its own people. Such investments should not occur prior to a cessation of attacks on civilians, the granting of unhindered humanitarian access across Sudan, and a clear demonstration of progress on all remaining issues, including an inclusive constitutional review process followed by free and fair elections.” (FULL TEXT AND SIGNATORIES BELOW)
The letters have 84 signatories including international rights organizations, Sudanese diaspora organizations, genocide scholars and other notable human rights advocates. Among those signing are Dr. Mukesh Kapila, former UN Resident and Humanitarian Coordinator for the Sudan and now a Special Representative for Aegis Trust; Hawa Abdallah Mohammed Salih, U.S. Department of State 2012 International Women of Courage Award Winner; Baroness Caroline Cox, Independent Peer in the House of Lords of the UK Parliament and CEO of Humanitarian Aid Relief Trust; and Mia Farrow, Actor.
The letters were coordinated by Act for Sudan, a bipartisan, interfaith alliance of American and Sudanese grassroots advocacy groups, with extensive input from Diaspora Darfuri communities who remain closely in touch with their families in Darfur, as well as with civil society groups and NGOs who have been following the Darfur crisis for more than a decade.

Instead, the letters recommend that “Qatar’s influence should be used to reach Darfuris in the Diaspora, the main rebel factions, and the Internally Displaced Persons inside Darfur and refugees in Chad to reach a consensus of how to meet the demands of Darfuri people in providing security, protection, accountability, and a just and lasting peace.”

We, the undersigned international NGOs and genocide scholars, are writing to protest Qatar’s hosting of the upcoming donors’ conference to be held in Doha on April 7 – 8, 2013. We object to any form of financial support by Qatar for Sudan since such support places your country, as well as all international donors, squarely in the role of helping to fund the genocidal Sudanese regime.
As you know, genocide continues in Sudan. The National Congress Party (NCP) regime in Sudan, led by a president indicted by the International Criminal Court for genocide, crimes against humanity and war crimes, is causing the death, starvation, displacement, and destruction of livelihood of Sudanese civilians in Darfur, Nuba Mountains/South Kordofan and Blue Nile states.
Among the issues of greatest concern is the fact that unlawful attacks against civilians continue in Darfur, South Kordofan, Blue Nile, and the East even as the Government of Sudan continues to restrict movement and access for international humanitarian aid organizations operating throughout Sudan. Further key issues with South Sudan remain unresolved, including final definition and demarcation of the north-south border and the final status of the Abyei area. People across Sudan who protest the current regime are denied basic rights and face attack, arrest and torture.
Efforts to promote investments in Sudan are premature and put the international community at risk of funding a government that continues to perpetrate massive human rights violations against its own people. Such investments should not occur prior to a cessation of attacks on civilians, the granting of unhindered humanitarian access across Sudan, and a clear demonstration of progress on all remaining issues, including an inclusive constitutional review process followed by free and fair elections.
This letter has been formulated with extensive input from Diaspora Darfuri communities who remain closely in touch with their families in Darfur, as well as with civil society groups and NGOs who have been following the Darfur crisis for more than a decade. Input from these sources indicates that:

In closing, without real on-the-ground progress in Sudan, Southern Kordofan, Blue Nile, and Darfur, Sudan’s history of genocidal violence makes it extremely likely that this conference, and any related financial support, will help to fund more atrocities against civilians. Please cancel the conference and withhold any financial assistance that will help support genocide.

We, the undersigned international NGOs and genocide scholars, are writing to protest the African Development Bank Group’s plans to promote investments in Sudan at the upcoming donors’ conference to be held in Doha, Qatar on April 7 – 8, 2013.
According to Eltigani Seisi Ateem, Chairman of the Darfur Regional Authority, the African Development Bank Group plans to champion the upcoming high-profile Donor Pledging Conference for Darfur. Instead, we ask that you revoke your support for this conference and your fundraising efforts that place your bank, and all international donors, squarely in the role of generating financial support for the genocidal Sudanese regime.
As you know, genocide continues in Sudan. The National Congress Party (NCP) regime in Sudan, led by a president indicted by the International Criminal Court for genocide, crimes against humanity and war crimes, is causing the death, starvation, displacement, and destruction of livelihood of Sudanese civilians in Darfur, Nuba Mountains/South Kordofan and the Blue Nile state.

ما نراه الآن من تحركات علي عثمان و قرارات البشير الفجائية لإطلاق سراح (أهل المركز) ... هو محاولة منهم لإعادة الإصطفاف ... للمعركة الفاصلة ... التي يرونها هم و بحس غريزة البقاء ... في الأفق .....
هذه المحاولات التي يلهث من جهدها أفراد العصابة ... هي بالضبط circling the wagons
لا بديل للحرّيّة ....
و لن تلهينا هذه الألاعيب الخادعة في الساعة الأخيرة من عمر الإنقاذ.

قطر تظن أن تسترها علي تمويل حكومة القتلة بالخرطوم ... سيمر مرور الكرام ...
لكن ... ها هو مسؤوليها في سفارتها بالقاهرة يفقدون اعصابهم .....
القطريون هم مشاركون في جرائم الإنقاذ بدارفور و جبال النوبة و النيل الأزرق ... أياديهم ملطخة بدماء الابرياء في هذه المناطق لأنهم يوفرون التمويل لحكومة تمارس الإبادة الجماعية ... فتشتري الأسلحة الفتاكة لقتل البسطاء في مناطق الحرب بالسودان ...

في خطوةٍ تشي باستخفافٍ مقيت بمطالب الشعب السوداني المشروعة، وسلوكٍ يشفّ عن انحيازٍ سافر من قبل الحكومة القطرية لنظام الخرطوم المجرم، رفض مسئولو سِفارة قطر بجمهورية مصر العربية استلام المذكرة الاحتجاجية التي تقدمت بها تنسيقية شباب الثورة السودانية بمصر خلال الوقفة التي نظمتها ظهر اليوم الخميس أمام مبنى سفارة قطر بالقاهرة، تنديداً باستضافة الدولة الخليجية لمؤتمر المانحين، والذي من المنتظر أن تجرى أعماله في الدوحة على مدار الأيام الثلاثة القادمة
ولقد أبدى المشاركون في الوقفة استياءهم البالغ من طريقة تعامل ممثلي السفارة القطرية، والذين لجأوا إلى كافة أساليب المماطلة والتسويف والتحايل في استهتار واضح بمطالب المتظاهرين، والذين ما كان منهم في نهاية المطاف إلا أن افترشوا الرصيف المقابل للسفارة احتجاجاً على رفض مسئوليها تسلم المذكرة والتوقيع على ذلك، لا سيما بعد أن ذكر رئيس التنسيقية والمفوض من قبل المحتجين بتسليم المذكرة، حامد حماد، أن مسئولي السفارة قد كللوا موقفهم المتعنت بعبارة تنضح بالصلف واللامبالاة، حين قالوا له "احنا مش فاضيين لكم".
ولقد دعت التنسيقية لوقفة احتجاجية ثانية أمام مبنى السفارة القطرية، وذلك يوم الأحد الموافق 7/4/2013، تنديداً بالموقف القطري المساند والداعم لنظام الخرطوم الفاشي.

تعلمون ما يعانيه السودان منذ استيلاء نظام الانقاذ على السلطة في يونيو1989، وتقويضه للنظام الديمقراطي الذي يمثل إرادة الشعب السوداني ، وكيف بدأ الانفراد بالسلطة بتصفية الخدمة المدنية والعسكرية لصالح الجبهة الاسلامية ، وإعدام 28 ثمانية وعشرين ضابطاً في شهر رمضان في أقل من عام من استلام البشير للسلطة عبر انقلاب عسكري.
لا يخفى عليكم ادارة الحرب في الجنوب وتحويلها الي صراع ديني واعلان الجهاد علي الشعب السوداني من ابناء الجنوب مما ادى الي تعقيد العلاقة بين الشمال والجنوب وادى الي انفصال الجنوب رغم ادراك الجميع لمخاطر الانفصال علي السودان كدولة موحدة وشعب تربطه اواصر الدم والرحم ، الا ان غلبة البقاء في السلطة رجحت صوت العقل والضمير. منذ مجئ هذا النظام البغيض والسودان لم يتعاف وتحول السودان الى ساحة صراع قبلي جهوي ديني وذلك بادارة محكمة من قبل النظام بهدف اضعاف النسيج الاجتماعي ، ولا تخفى عليكم معاناة اهلنا في دار فور وبشهادة المجتمع الدولي بان النظام مطلوب للعدالة الدولية في قضية الابادة الجماعية ، و ادار حرب للتطهير العرقي وارتكب جرائم ضد الانسانية حيث تم احراق اكثر من ستة الف قرية وقتل اكثر من 300 ثلاثمائة الف مواطن وتهجير اكثر من 2مليون بين نازح ولاجئ .
اشعل النظام حروب في كل اقاليم السودان والعالم يشهد علي الحرب الدائرة الان في جبال النوبة والنيل الازرق ومنع الاغاثة عن المواطنين وقصفهم ليل نهار بالطائرات ودك القرى بجنازير الدبابات وقتل الاطفال واغتصاب النساء ، جرائم النظام ضد شعبه اصبحت منهج في عقلية النظام ، فأدار النظام حرب اخري علي اهلنا في الشرق بالفقر والمرض والجوع والفساد وتم الاستيلاء علي اموال المانحين للتنمية في الشرق من قبل متنفذين في النظام حيث يعاني اهل الاقليم من البطالة ومرض السل نتيجة لسياسات النظام الممنهجة لابادة الشعب السوداني ، ولا تخفى عليكم جرائم النظام ضد اهلنا في الشمال حيث تم انشاء عدد من السدود وبطريقة غير مدروسة علي حساب اهالي المنطقة وغمر اراضيهم ومزارعهم بالمياه وتركهم في العراء وقتلهم بالرصاص حين طالبوا بتعويضهم وانقاذ ارواحهم وارواح ابنائهم من مصير مجهول حيث لا مدارس ومستشفيات وفقدانهم لكل ممتلكاتهم وهذه مأساة شهدها العالم باثره ولم يحرك ساكنا. وكما تعلمون ان في السودان مشروع الجزيرة هو الأكبر في افريقيا والمنطقة العربية فتمت تصفيته بالكامل والآن اصبح المزارع يتضور جوعا.
نحن نقدر دور قطر الداعم للقضايا السودانية في كل المجالات ولا نشك في نوايا الشقيقة قطر تجاه الشعب السوداني ، ولكن نظام عمر البشير يقف حجر عثرة امام اي دعم للشعب السوداني لان النظام لا يعرف سوى لغة الحرب والعنف مما ادى للمطالبة الدولية بالقبض علي رؤوس النظام لاتهامهم بارتكاب جرائم ضد الانسانية ، وتعلمون انه صدرت قرارات دولية كثيرة تدعم قضية الشعب السوداني ضد هذا النظام الذي يعتقل السياسين والنشطاء حتي النساء والطلاب ويدير الان حرب ارهاب علي المدنيين بالتعذيب في بيوت الاشباح وقتل الطلاب في الجامعات والقرارات هي:
1564 ومن ابرز فقراته تكوين لجنة تحقيق دولية في تقارير انتهاكات القانون الدولي الانساني وقانون حقوق الانسان ثم القرار 1574 الذي يدعو الى وقف اطلاق النار، ثم القرار 1885 لتمديد بعثة الامم المتحدة، ثم القرار 1588 لتأكيد استعداده لدعم عملية السلام، ثم القرار 1590 لنشر القوات الاممية لمراقبة ودعم اتفاقية السلام، ثم القرار 1591 بفرض عقوبات على من يعرقلون السلام في دارفور، ومطالبة الحكومة بالكف عن التحليق الجوي في دارفور، ثم القرار 1593 بإحالة جرائم دارفور منذ يوليو 2002 الى محكمة لاهاي، ثم القرار 1627 لحث الدول على ارسال قوات تحت مظلة الامم المتحدة الى السودان، ثم القرار 1651 بتمديد ولاية خبراء الامم المتحدة لمراقبة الاوضاع في دارفور.
وصدر في العام 2006 القرار 1663 ليرحب بموافقة الاتحاد الافريقي من حيث المبدأ على انتقال المهمة، وتبعه القرار 1665 بتمديد مهمة الخبراء، ثم القرار 1672 بفرض عقوبات على رموز النظام وقادة مليشياته ، ليجيء بعده القرار الاخطر 1706 بنشر قوات دولية في دارفور. وكان مجلس الامن بموجب قراره رقم 4026 طالب الحكومة السودانية بالتفاوض مع الحركة الشعبية شمال وإنهاء الخلاف القائم على تطبيق البرتوكول الخاص بمناطق النيل الازرق وجنوب كردفان وفتح المجال للمنظمات الانسانية لإيصال العون الانساني للمدنيين في مناطق الحركة الشعبية .
عليه تطلب تنسيقية شباب الثورة السودانية بمصر من سيادتكم الآتي:
1- رفع غطائكم السياسي عن نظام عمر البشير والوقوف مع الشعب السوداني حتي ينال حريته واعادة دولته المغتصبة .
2- عدم تقديم اي دعم مالي للشعب السوداني يمر عبر مؤسسات هذا النظام.
3- عدم استضافة مؤتمر المانحين لان دعم هذا النظام لا يصب في مصلحة الاستقرار واي اموال تمر عبر مؤسسات نظام عمر البشير تسخر للحرب وتستخدم في الابادة الجماعية وتكرس لمزيد من معاناة الشعب السوداني .
4- حث النظام علي احترام القرارات الدولية وتسليم مجرمي الحرب للعدالة الدولية.
كلنا ثقة في دولة قطر وشعبها الشقيق في مناصرة الشعوب المستضعفة حتي تنال حقوقها والعيش بكرامة انسانية.

حكومة الخرطوم وتشحد وتلقط الدولارات بإسم دارفور وتشتري بيها طيارات واسلحة لتقتل أهل دارفور علي قول المثل السوداني (من دقنو وأفتل لو)
يجب وقف هذا المؤتمر الذي يضر أهل دارفور أكثر من ينفعهم .

نعم يا الفاضل الباقر موسي ..... إنه مؤتمر تمويل الإبادة.
لذلك ... خرج اليوم الجمعة ... ضحايا الإبادة الجماعية في معسكرات النازحين ضد هذا المؤتمر الذي ترعاه قطر لمعونة مجرمي الإبادة الجماعية بالخرطوم ... لتمويلهم بمزيد من ادوات القتل الجماعي بدارفور .. و جبال النوبة ... و النيل الأزرق...
هل هناك رسالة أقوي من تحدي النازحين لسلطات القتل الجماعي و تسييرهم مظاهرات بالمعسكرات بدارفور لإيصال رسالتهم واااضحة لقطر بأن تكف عن معاونة القتلة بالخرطوم ؟
لقد خرجت هذه المعسكرات اليوم إحتجاجا علي هذا المؤتمر المشبوه بالدوحة:
- معسكر أبو شوك قرب الفاشر (و قد سلموا خطاب الإحتجاج لليوناميد) .. و تم إعتقال ثلاثة من الشباب.
- معسكر كلمة قرب نيالا.
- معسكر الحميدية .. أكبر معسكر للنازحين قرب زالنجي.
- معسكر كساب (قرب كتم).
هؤلاء هم الضحايا يقولونها لكم يا قادة قطر ... أن تكفّوا عن إراقة دماء أهل دارفور ... بمعاونتكم لأسوأ نظام يمر بالسودان.
نظام رئيسه ملاحق من قبل المحكمة الجنائية الدولية ....

تظاهرات في دارفور قبل مؤتمر المانحين للاقليم في الدوحة

جرت تظاهرات في مختلف انحاء دارفور، الاقليم الواقع غرب السودان، للاحتجاج على المؤتمر الدولي للمانحين الذي يعقد الاحد في الدوحة كما قالت ناشطة في منظمات المجتمع المدني السبت.
وقالت الناشطة التي طلبت عدم كشف اسمها ان بعض النازحين الذين يبلغون 1,4 مليون شخص تظاهروا في مخيماتهم قرب الفاشر عاصمة شمال دارفور وفي مخيم كلمه القريب من عاصمة جنوب دارفور نيالا الجمعة.
واضافت "تظاهروا احتجاجا على انعدام الامن على الارض" دون ان تعطي المزيد من التفاصيل.
ويعترض المتظاهرون على مؤتمر المانحين الذي يتوقع ان يشارك فيه حوالى 400 ممثل لمنظمات اغاثة اضافة لممثلين عن مختلف دول العالم لتقديم الدعم لاستراتيجية تنمية دارفور والتي تكلف مليارات الدولارات.
وقالت الناشطة "الى اين سياخذون هذه الاموال التي يريدون جمعها، ليس هناك امن على الارض".
واضافت ان تظاهرات جرت ايضا في كبكابية بشمال دارفور وزالنجي في وسط دارفور ونيرتتي باقليم جبل مره.
ويندرج المؤتمر الذي يعقد الاحد في الدوحة في اطار اتفاق السلام الذي ابرمته الخرطوم مع عدة مجموعات متمردة في تموز/يوليو 2011 في الدوحة.
لكن ابرز المجموعات المتمردة رفضت هذا الاتفاق الذي لم يحقق تطبيقه سوى تقدم محدود كما قال الامين العام للامم المتحدة بان كي مون في كانون الثاني/يناير.
واستراتيجية تنمية دارفور تهدف الى تحديد اسس تنمية مستدامة عبر تحسين البنى التحتية (مد شبكات مياه وطرقات ..) وتتطلب تنمية الزراعة والحصول على التمويل واجراءات اخرى لمساعدة السكان على اعادة تنظيم الادارة المحلية.
ويعقد مؤتمر الدوحة بعد عشر سنوات على اندلاع حركة التمرد في 2003 والتي اطلقت كرد فعل، بحسب المتمردين، على هيمنة العرب في البلاد على السلطة والثروات |

الأخ محمد سليمان بدل رفض المؤتمر كلية أليس من الأجدي أن تطالب هذه المنظمات من قطر والدول المشاركة بتوفير ضمانات ألا تقع الأموال في أيدي الحكومة وأن تذهب مباشرة للتنمية في دارفور ولمصلحة إنسان دارفور تحت إشراف دولي
قابلت قبل يومين تاج الدين نيام في أوسلو وجاء علي رأس وفد لدعوة النرويج والسويد للمشاركة في المؤتمر والراجل قال بصريح العبارة وفي وجود مسئولين في حكومات دارفور من عضوية المؤتمر الوطني بأنهم لا يثقون في المؤتمر الوطني لأنهم حرامية ولذلك طلبوا من قطر والدول المانحة بوضع آليات تمنع وقوع الأموال في أيدي الحكومة وفصل في الموضوع أن تودع الأموال في حساب خارج السودان ويتم الصرف منه علي المشاريع التنموية مباشرة
وأكد علي تجاوب الحكومة الأمريكية معهم وإستجابتها لدعوة المشاركة في المؤتمر
