KHARTOUM (Reuters) - Sudanese security forces fired tear gas to disperse about 200 opposition protesters on Monday who tried to rally near Sudan's parliament to demand democratic reforms before presidential and parliamentary polls.
Riot police with batons and shields lined the streets near parliament before the planned rally, a Reuters witness said.
Political tensions are mounting in Sudan in the buildup to the April elections. Khartoum drew international criticism after arresting three leaders from the main party in south Sudan at a rally last week.
South Sudan's former rebel Sudan People's Liberation Movement and opposition groups are demanding that President Omar Hassan al-Bashir's National Congress Party usher in reform of Sudan's security forces and other arms of the government.
The sides came closer together on Sunday when Bashir's party reached a deal with the SPLM on the terms of a referendum on southern independence.
Opposition groups said on Monday they were pushing for more changes before the elections and referendum. More than 200 opposition and SPLM supporters had gathered outside a compound close to Sudan's parliament for Monday's protest.
"Monday's agreements were only partial. Laws relating to the democratisation process -- relating to the security service, the trade unions and criminal procedure still have to be changed," said Mubarak al-Fadil, leader of the opposition Umma Reform and Renewal Party.
He said supporters were hoping to hold a peaceful march to parliament to hand over a letter requesting the changes. But a large number of security forces in the streets were preventing protesters from approaching.
"For us, this crackdown proves our point that the situation in the country does not permit free and fair elections," Fadel told Reuters.
Ibrahim Ghandour, a senior NCP official, said the rally was a matter for the security services and that organisers had not applied for permission for a march.
"We hope that the opposition parties instead of talking in their historical jargon go forward and encourage their supporters, if they have any, to take part in the election," he said.

KHARTOUM — Sudanese police Monday fired tear gas, used water cannons and rounded up dozens of opposition supporters in a bid to halt a pro-democracy rally outside parliament, an AFP reporter said.
Spokesman for the opposition Ummah party Mohammed Zaki told AFP that senior party officials, including Mariam al-Mahdi, daughter of party leader Sadiq al-Mahdi, were among dozens detained in Khartoum's twin city of Omdurman.
Police used tear gas outside opposition party offices in Omdurman, and were using water cannon on cars before detaining passengers, an AFP correspondent said.
There was a heavy security presence in the capital as police closed off large parts of the city, including all roads leading up to the parliament building where the demonstration was planned.
Earlier, several protesters from the southern Sudan People's Liberation Movement (SPLM) carrying their party flag were beaten by police as they tried to reach parliament, the correspondent said.
Some 21 opposition groups, including the SPLM and Ummah had called a rally to demand greater democracy, even after a deal was reached on Sunday between Sudan's two main political parties on reforms.
Leaders of the former warring north and south announced they had reached an agreement over laws related to a 2011 referendum on independence for the south, as well as a law on the powers of the security services.
No details of the agreement have yet been made public.
Tensions between the two parties had reached crisis point last week when southern protesters torched an office of President Omar al-Beshir's National Congress Party after Khartoum police arrested three leaders of the opposition and dozens of demonstrators.
Pagan Amum, Yassir Arman and Abbas Gumma from the former rebel SPLM were freed after a few hours but their arrests had prompted angry protesters to set fire to the NCP office in the southern city of Wau.
Amum is the SPLM?s secretary general, Arman its deputy secretary general in northern Sudan, and Gumma a state minister at the country's interior ministry.
After his release, Arman said he was beaten by police and sustained minor injuries while in custody.
US envoy Scott Gration who arrived in Sudan on Sunday, meanwhile, is to hold talks with senior Sudanese leaders, including First Vice President and southern leader Salva Kiir as well as Vice President Ali Osman Mohammed Taha, the official SUNA news agency reported.
His visit is aimed at defusing tensions between the north and south partners.
The SPLM and Beshir's NCP had failed to agree on democratic reforms until Sunday.
The 2010 general election will be the first in Sudan since 1986, three years before Beshir toppled a democratically elected government in a bloodless military coup, and the fifth since independence in 1956.

Sudanese police have fired tear gas at stone-throwing protesters, who were demanding democratic reform.
Unconfirmed reports say dozens of protesters were arrested during the clashes, in the city of Omdurman.
The violence came a day after rival parties agreed rules for a national election and a referendum on southern independence due in the next two years.
The north and south fought a two-decade civil war which ended in 2005, when both sides agreed to share power.
The deal saw President Omar al-Bashir's National Congress Party (NCP) going into government with former rebels from the south.
But leaders of the ex-rebel Sudan People's Liberation Movement (SPLM) have repeatedly expressed fears that Mr Bashir's supporters were trying to sabotage the votes to retain power over the whole country.
Southern leaders have been seeking changes to electoral laws which they believe would have allowed the NCP to rig the votes - and at the weekend they appeared to have sealed a deal.
However, many of the details of the agreement have not been released and both sides need it approved by their parties.
Senior figures held
The protest Omdurman, just across the River Nile from Khartoum, had been planned by the SPLM and northern opposition parties well before Sunday's deal was announced.
The BBC's James Copnall in Omdurman says hundreds of demonstrators gathered at the headquarters of one of the parties organising the rally, intending to march to parliament.
They chanted slogans about freedom and justice, but riot police stopped them about 100m up the road firing tear gas, our correspondent says.
The opposition Ummah party told the AFP news agency that one of its senior members had been arrested - though there was no confirmation of their claim.
Last week similar protests in Khartoum and Omdurman were suppressed by the authorities, who said the demonstrators had not gained the proper permits.
Several senior SPLM officials were briefly detained by police during that rally, raising concerns about its participation in the power-sharing government.
Analysts say the build-up to next April's national election appears to have galvanised opposition to Mr Bashir's rule.
The protests have been organised by southern politicians, but the northern opposition has been increasingly involved.
