Organizational Setting and Reporting Relationships: The HAO, Protection, will report to the Area Coordinator in his/her field location in South Sudan.
Accountabilities:
Within limits of delegated authority and the Area of Responsibility, the Protection Coordinator will be responsible for the following duties:
Assist in the development and implementation of a protection coordination strategy for the area of responsibility (AOR); Provides advice on protection issues; Works closely with UNHCR and other protection-related agencies to implement common standards in the field; Provides a regular report on protection events and activities; Identifies protection problems/gaps and ensures action is taken (by OCHA or other agencies) to address them; Specifically provide advice on protection coordination activities for IDPs; Serve as the primary focal point on specific topics or protection-related issues; keep abreast of latest developments, liaise with other humanitarian organizations, donors, etc., ensure appropriate monitoring and reporting mechanisms, provide information and advice on a range of related issues; Develops and maintains a strong network of human rights and humanitarian actors involved with protection; Coordinates an effective and speedy exchange of protection-related information and responds rapidly to newly developing protection crises; Ensures the communication of existing guidelines in HR and IHL to humanitarian actors; Coordinates relevant local training for humanitarian actors; Assist in the production of appeals for international assistance; ensure the proper use and spending of donor contributions channeled through OCHA; Establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system; and Perform other duties as required.
Work implies frequent interaction with the following:
Staff at all levels within OCHA and the humanitarian community as well as national counterparts and donors. Representatives of other UN humanitarian agencies and other member organizations in the Inter-Agency Standing Committee UN Mission and Member State personnel with responsibility for humanitarian issues and non-governmental organization representatives Delegations, government officials and partners in universities and research institutes, etc.
Results Expected: Sound analytical inputs and advice that contribute to improving institutional capacity and ability to articulate policy on a growing number of humanitarian and relief assistance issues. Take action to identify humanitarian affairs and related issues/problems and develop creative approaches to problem resolution. Timely delivery of assigned outputs. Develop partnerships and interact effectively with colleagues internally and externally.
Core Competencies:
Professionalism – Sound knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related human rights issues, to include approaches and techniques to address difficult problems; strong analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response; ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems; strong research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area; ability to work under extreme pressure, on occasion in a highly stressful environment ; ability to provide guidance to new/junior staff.
Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field.
Communications – Excellent communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style.
Planning & Organizing – Ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines.
Technology Awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc. Teamwork – Very good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Qualifications:
Education: Advanced university degree (Masters Degree) preferably in legal studies, political or social science, international studies, public administration, economics, or the equivalent combination of education and experience in a related area.
Experience: Minimum of 5 years of progressively responsible professional experience in protection, resettlement, immigration or humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area, including at least 3 years of filed experience in humanitarian emergency efforts.
Language: Fluency in oral and written English is essential; knowledge of Arabic is an advantage.
Other Desirable Skills: Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance. Knowledge of the institutions of the UN system.
