    Accountabilities:

    The Information Officer will report directly to head of the OCHA sub-office in South Sudan, and will be a member of the Reports and Analysis Unit. He/she will work closely with all ######### of OCHA South Sudan units, in particular head of Field Coordination Unit, as well as the Office of the Deputy Resident and Humanitarian Coordinator. S/he will:

    - Draft bi-weekly update reports on the humanitarian situation in South Sudan, based on inputs from all OCHA sub-offices and from other humanitarian partners routine and special reports on the humanitarian situation for South Sudan including situation reports for external distribution;
    - Prepare draft notes to Management, Humanitarian Briefing Packages for the wider humanitarian community, as well as briefings for the media.
    - Work closely with the PIO of OCHA Sudan to assist in the preparation of public information material
    - Assist in developing public information and advocacy strategies
    - Support the preparation of the UN + Partners Work Plan 2006
    - Contribute to reporting on humanitarian programs and pressing issues (including on assessments and surveys)
    - Ensure the timely and prompt dissemination of information to all appropriate entities and follow up as necessary
    - Serve as a focal point for information exchange
    - Participate in field missions, including donor trips, to collect first-hand information, and prepare donor mission materials
    - Monitor and analyze current events, public opinion and press, identify issues and trends, and advise management on appropriate action/responses
    - Track, research and analyze information on assigned topics/issues; gather information from diverse sources and help to assess news value and other potential impact, as well as to evaluate the effectiveness of information campaigns
    - Frequently review and revise OCHA information products to ensure they are meeting the needs in terms of frequency, timeliness, subject matter and dissemination and adapt according to the shifting humanitarian situation.
    - Organize the clearance, production and distribution of reports
    - Participate in selecting the information transmitted to key constituencies
    - Provide guidance to, and may supervise more junior staff
    - Perform any other relevant duties as assigned by the Head of Office

    Work implies frequent interaction with the following:

    - Staff at all levels within OCHA and the humanitarian community as well as national counterparts and donors
    - Representatives of other UN humanitarian agencies and other member organizations in the Inter-Agency Standing Committee
    - UN Mission and Member State personnel with responsibility for humanitarian issues and non-governmental organization representatives
    - Delegations, government officials and partners in universities and research institutes, etc.

    Contribute to institutional humanitarian and emergency relief initiatives through good research and analysis of assigned topics and thorough, well-reasoned written contributions, effective and timely liaison and interaction with colleagues and concerned parties internally and externally.

    Core Competencies:

    Professionalism: Knowledge and understanding of humanitarian, emergency relief assistance and related human rights issues; good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; familiarity with and experience in the use of various research sources, including electronic sources on the internet and other databases, ability to apply good judgment in the context of assignments given; ability to work under pressure, on occasions in a highly stressful environment (e.g. civil strife, natural disasters and human misery)

    Commitment to Continuous Learning: Willingness to keep abreast of new developments in the field.

    Communications: Good communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style.

    Planning & Organizing: Ability to plan own work and manage conflicting priorities.

    Technology Awareness: Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.

    Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

    Qualifications:

    Education: University degree (Bachelor’s Degree) preferably in political or social science, international studies, public administration, economics or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field; or the equivalent combination of education and experience in a related area.

    Experience: Minimum of 4 years of relevant working experience are required, at least 2 of which are experience in humanitarian emergency or development efforts.

    Language: Fluency in oral and written English is essential; knowledge of a second official UN language would be an advantage

    Other Skills: Basic knowledge of institutional mandates, policies, and guidelines related to humanitarian affairs; a solid knowledge of UN System institutions; working experience in developing countries…
