Job Description
The International Rescue Committee seeks Darfur Program Manager.
Location: Khartoum with travel to North, South and West
RESPONSIBILITIES: The Darfur Program Manager will assist the Darfur Deputy Director in the overall management and effective implementation of programs in Darfur. The Program Manager will focus on monitoring and evaluation as well as the overall implementation of programs against proposals/donor agreements, to ensure programs are meeting indicators/targets.
The position is based in Khartoum and the Program Manager will spend at least 30% of his/her time visiting programs and providing support to field staff in Darfur.
Essential functions include: Focal point on the Darfur team for monitoring and evaluation, including development of tools and conducting training with field staff on the systematic collection of information/data; Monitoring overall implementation of programs against proposed activities and objectives; and ensuring programs are meeting agreed-upon indicators; Contributing to project development, proposal writing and donor reporting. Liaise between field staff and the Grants Unit on preparation of proposals and donor reports; Working with technical and field based program staff to ensure that participatory approaches to program development and implementation are incorporated; Attending/participating in sectoral coordination meetings in Khartoum as required and communicating with relevant field staff prior to/after meetings; Orienting new staff to the Darfur program history, objectives and strategies; Working with IRC NY, the Administration team in Khartoum and the Darfur field offices on the overall orientation strategy for new Darfur staff. Follow up with Logistics on Darfur procurement needs: status, problems, movements, delivery dates, etc.; Assisting field staff with the development and dissemination of information on IRC’s programs, future plans and strategies; Contributing to the overall support of field staff in Darfur. In the absence of the Asst to the Darfur Director, following up with Administration on field staff needs; Liaise between field staff and Administration on travel authorizations, R&R travel, airline tickets, visas, etc
REQUIREMENTS: University degree in a related field; Minimum of two years experience in international humanitarian work, emergency program work preferred; Experience in monitoring and evaluation, participatory methodologies and program cycle management preferred; excellent writing skills and experience with donor proposal/report writing; fluent written and spoken English, Arabic a plus; Ability to live and work in a harsh isolated environment; Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.
