    Accountabilities:

    Within limits of delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

    Oversees and manages the day-to-day running of OCHA Area Coordination in South Sudan;


    Provides strategic overview, guidance on operations in the field, advice on inter-agency common policy issues;


    Provides briefings to donors, NGOs, UN Country Team and local authorities on the humanitarian situation in Darfur and the needs assessed there;


    Provides overall supervision and management for the staff in South Sudan and in Area Coordination Office in Rumbek;


    Ensures lessons learnt are incorporated into coordination operations and monitors and evaluates coordination results to develop lessons learnt products;


    Provides humanitarian advice to the humanitarian community;


    Maintains and strengthens the Contingency Plan for South Sudan as well as inter-agency preparedness plans.


    Advise the Deputy Humanitarian Coordinator and the Head of Office, OCHA South Sudan on overall policy direction on specific issues; and, more generally, review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas;


    Oversees the work-plans and activities of the Area Coordination Officers;


    Monitor, analyze and report on humanitarian developments, disaster relief/management programmes or emergency situations in South Sudan; develop and maintain a "watch list" of hot spots/risk areas with potential for humanitarian crisis. Provides early warning analysis with relevant scenarios;


    Undertakes frequent missions to the field to support OCHA Area Coordination staff there;


    Identifies ways to strengthen humanitarian coordination capacity of national NGOs and local authorities and mobilizes support to address this;


    Mobilizes resources for South Sudan activities, drafts CAP and funding documents and updates;


    Organizes and prepares studies on humanitarian, emergency relief and related issues; organize follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensure the implementation of recommendations emanating from relevant studies;


    Organize and participate in work groups, meetings, conferences, consultations with other agencies and partners’ humanitarian and emergency relief-related and transition matters; and


    Perform other duties as required.

    Work implies frequent interaction with the following:

    Staff at all levels within OCHA and the humanitarian community as well as national counterparts and donors.
    Representatives of other UN humanitarian agencies and other member organizations in the Inter-Agency Standing Committee
    UN Mission and Member State personnel with responsibility for humanitarian issues and non-governmental organization representatives
    Delegations, government officials, involved actors in the crisis, and partners in universities and research institutes, etc.

    Results Expected:

    Play a lead role in identifying significant issues and problems to be addressed. Develop well-reasoned, innovative suggestions and approaches to deal with complex policy/technical issues. Effective leadership and management of major projects and work teams and timely delivery of outputs, in accordance with overall objectives and policies. Serve as an effective spokesperson internally and externally and form strong partnerships with relevant parties to help meet organization’s objectives with respect to overall policy initiatives and coordination of humanitarian and emergency assistance.

    Core Competencies:

    Professionalism – Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related human rights issues; conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response; demonstrated problem-solving skills and ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems; very good knowledge of region or country of assignment, including the political, economic and social dimensions; strong negotiating skills and ability to influence others to reach agreement; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system; demonstrated ability to complete in-depth studies and to formulate conclusions/recommendations; ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region.

    Managing - Leadership and supervisory skills and ability to coach, mentor and develop staff.

    Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field.

    Communications – Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations to staff at senior levels, both orally and in writing, in a clear, concise style.

    Planning & Organizing – Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.

    Technology Awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.
    Teamwork – Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

    Qualifications:

    Education: Advanced degree (Master’s degree) preferably in political or social science, international studies, public administration, economics, or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field; or the equivalent combination of education and experience in a related area.

    Experience: Minimum of 7 years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area, including at least 4 years of field experience in complex emergencies, including humanitarian emergency efforts. At least 3 years of experience at the international level is required. Relevant experience in Sudan or the region an asset.

    Language: Fluency in oral and written English is essential; knowledge of Arabic an advantage.
