When should the international community intervene?
I think the international community should intervene in the conflict of western Sudan. In fact it should have done so long time ago in the civil war in southern Sudan that erupted again since 1983.
I think that the criteria for international intervention should be as follows:
1. When a government has laws, legislations and practices that contradict the internationally agreed-upon human rights. Sudan fits this criterion. The so called Islamic laws since 1983 in a country like Sudan, where there are many non-Muslim citizens, have deepened the armed civil rebellion in the south ever since.
2. When a government uses or supports militias, other than the police and the officially recognized armed forces, to subdue an armed rebellion. Sudan has practiced this twice, once in the civil war of the south and now in the armed rebellion in the west since February 2003.
3. When a government fails to rule the country justly and peacefully.
4. When a government comes to power through a military coup.
Should they always wait for a mandate before doing so
I think a mandate to intervene is recommended, but the UN should have the ability to intervene urgently to prevent catastrophes and genocides.
Are there too many UN missions in Africa?
On the contrary, there are fewer UN missions in Africa than needed.
Should African bodies like the African Union and Ecowas be called on first, or are UN troops more trusted?
UN troops are more trusted, because the majority of African States are ruled by either dictatorial regimes or simply not qualified to intervene neutrally.
