Yes it is a known fact that animals can figure out the onset of an earthquake before any other living beings. This reminds me of a famous saying of a great mathematician

The frustration is really in figuring out how they do that and the encouragment is if we know how they do that we could then mimic their perception through a computer
There are no ways at present times to predict when and how strong an earthquake can happen. A tsunami wave usually happens after the earthquake so it is easily seen and detected, But the earthquake that triggers it can never be know and we can only say Allah knows best. The massive earthquake detection network on the pacific ocean mainly run by Japan and the US only detects seisimic activity after it happens and will trigger an alert very quickly desimated to interested parties. The ever best people can do is to cause massive evacuations of people and reduce the human loss. But there is no way to save buildings or the major infrastructure. Remember the earthquake in Los Angeles in 94 or 95. So whether it is america or Indonesia, rich or poor the damage is going to happen the difference is in how many lifes you can save
