We are the Legal Committee of Sudan call uprising in Netherland, the representatives of the Sudanese community in the Netherlands who support the uprising of the Sudanese people. First of all, we would like to express our appreciation for the efforts that you are leading to achieve justice in Sudan. Referring to our previous letter dated 2 /4/ 2019 and to your letter number dated / / 2019 We would like to appeal to your Excellency to accept this urgent suggestion. 1 - Certainly, you are following the glorious uprising of our people who succeeded in overthrowing the regime of war criminal and genocide Omar al-Bashir. 2 - A transitional military council, headed by General Abdel Fattah El-Borhan, took power in Sudan. 3 - We know that your Office addressed them to hand over al- Bashir to the ICC. 4 - The military council stated that they do not want to hand over al-Bashir, but it has no object to trial hem internally. 5 - In fact, we do not trust on the seriousness of the leaders of the military council in Sudan, they may allow Al- Bashir to escape from international justice. So our proposal to avoid that is: (A) A formation of an international commission of inquiry mixed with representatives of Sudanese Law experts, to conduct an investigation al-Bashir and any others involved in war crimes in Darfur, to present them before a hybrid international tribunal in Sudan similar to the international tribunal for Iraq and Rwanda. (B) Before the formation of the Commission, your Excellency need to address the Military Council in Sudan to allow a hybrid international commission of inquiry. (C) You Excellency's, we are ready to provide you by names of Sudanese legal experts, who will cooperate and assist the Office of Prosecutor in forming the hybrid Commission of Inquiry.
