Who are the secularists? This is a one-million dollar question.
Historically, I know that the only consistent secularists in the Sudan have been the Southern Sudanese for obvious reasons.
Southern politicians, beginning with Stanislaus Pysama, Both Dhieu, Benjamin Lokie, Father Saternino, started the call for a united Federal Sudan between 1956-58. During that period, Alzhari and al-Mahjoub used to call them "separatists", and dishonored their promise that the issue of federation would be given due consideration when writing the permanent constitution for the Sudan.It was because of that promise southern members of parliament voted for the independence of Sudan from within parliament. But as soon as the northerners procured the southern votes, they declined to meet their promise to southerners. The parliamentarian debates of the 1958 metamorphased into a debates about an Islamic constitution, against a strong southern resistence. Much time was therefore wasted and Abboud grabbed power in a coup.
In the second period of democracy, the same experience was repeated in the Constituent Assembly in 1968. This time it was spearheaded by al-Turabi, joined by al-Sadig al-Mahdi, who became of political age earlier in 1966. This time around the debate about an Islamic constitution was so intensive that it was joined by al-Hadi al-Mahdi, Mohammed Ahmed Mahjoub, al-Azhari etc. In this debate, the Muslim Brotherhood, led by al-Turabi and the support of al-saddig al-Mahdi, was so sucessful intimaidating and extorting the main religuous sects to tow their line.It is worthmentioning that, this was the period al-Turabi and al-Sadig al-Mahdi dissolved the Sudan Communist Party, under the pretext of atheism. The opposition of the South was so great that they were join by the the General Union of the Nuba, the Beja Congress and the Darfur Reneissance Movement, with an intention to stop the passage of Islamic constitutsion. When it became clear to them that they did not have enough votes to block the constitution, they boycotted the Consitituent Assembly. It was under these circumstances, the May 25, in 1969 coup, was possible in.
Southerners have been always admant secularists to an extent that they became the main power behind Nimeirie, particularly when Nimeirie signed the Addis Ababa Peace Agreement and introduced a secular constitution of 1973. The moment Nimeire began to undermine the Addis Ababa and the 1973 secular constitution, Southerners declared their opposition to Nimeirie. Nimeirie was able to dismentle the two most important achievements of his rule, because of the imagined support he secured from al-Sadig al-Mahdi and al-Turabi, during the 1977 so-called national reconciliation.
During the third period of democracy (1986-1989), the war in the South became the focal attantion of al-Sadig al-Mahdi's government. Despite SPLM/A, under the leadfership of our Hero Garang, reaching several peace initiatives with al-Mahdi that called for a secular, democratic and united Sudan, al-Sadig al-Mahdi dragged his feet, untill al-Turabi staged a coup on June 30, 1989. The reason why al-Saddig al-Mahdi dragged his feet and al-Turabi staged the June coup was because of the program of a secular, democratic and united Sudan Garang had insisted on, as the only way to end the war.
This is however a short and brief history of the issue of secularism in the Sudan. With an exception of Sudan Communist Party, Northern secular forces, have always been timidly hiding behind the Southern call for a secular Sudan, because they had become to believe or that the Islamic forces have convinced them that for a Muslim who calls for secularism risks the gates of hell being wide-open waiting for him.
