Yes, the government still insists on individual negotiations. However, the road map changed the nature of the negotiations to become regional with an international support
So the AU and the international support will motivates and guarantee that the government would not be the only right holder in the implementation of the peace agreements

I do agree with all your points. You have summarized the story in a nice and concise way. We have this fragmented pattern of genotatiaion for two main reasons. First, the foreign parties who mediate and facilitate the negotiation have their own agenda and motivations for engaging in our issues. Some concerned with the south, back then, others with Darfur etc. No one concerns about a comprehensive solution for our problems. The second reason is the regime itself. They don't want to have a real solution for the national problems. They just want to do the minimum that secure their power.
Overall, I guess Saif in this post wasn't pointing to the government. But to some of our colleagues here in the board who have changed the position suddenly and became NCP supporter or sympathizers, if you well.s.
