    SASF TOURNAMENT, VERGINIA SEPTEMBER 3-4, 2016 SCHEDULE AND RULES

    1- GROUPING:

    Pool 1 Teams that reached the semifinals in2015 Tournament: Tennessee, Indiana, New York, Texas
    Pool 2 Teams that are eliminated in the quarterfinals in2015 Tournament: New Jersey, California, Virginia, North Carolina
    Pool 3 Other teams: Iowa, Albany, Washington DC, Reston

    Each pools will enter a separate draw for the groups A, B, C, D.

    2- TOURNAMENT ORGANIZATION AND FIELDS:

    Fields 1, 3, 4 at the main venue, field 5 is at the Arlington preparation venue.
    games will be played in each group on an all play all basis. Games will be of 40 minutes a half with a 5-minutes break. Each win will be awarded 3 points a draw will be awarded 1 point. Each group will be ranked from 1 to 3 according to points, then goal difference, then total goal, then a coin toss. All group games will be on Saturday the 2nd of September 2016.
    The four teams a top of the groups will qualify automatically to the quarter finals. The second and the third teams will play to qualify for the quarter finals on games of 35 minutes a half with a 5-minute break, draws will be decided by a 5 kick penalty shootout then sudden death penalties. Group leaders will then play the winners of the qualifying games in a 40 minutes a half with a 5-minutes break to qualify for the semifinals, draws will be decided by a 5 kick penalty shootout then sudden death penalties.
    A coin draw between the 4 semifinalist will be held to decide the 2 semifinal games of a 40 minutes half with a 5-minutes break to qualify for the finals, draws will be decided by a 5 kick penalty shootout then sudden death penalties. The final will be a full 45 minutes a half game with a 10-minutes break. In case of a draw an extra time of 15 minutes a half with 5-minutes break will be given, a draw will then be decided by a 5 kick penalty shootout then sudden death penalties.  

    3- SCHEDULE:

    Saturday 9/3/2016 First day morning session:

    Game 1 Field 1 09/03/16 9:00 am, Group A Game 1
    Game 2 Field 3 09/03/16 9:00 am, Group B Game 1
    Game 3 Field 4 09/03/16 9:00 am, Group C Game 1
    Game 4 Field 3 09/03/16 10:30 am, Group D Game 1

    First day Afternoon session:

    Game 5 Field 1 09/03/16 /16 4:30 am, Group A Game 2
    Game 6 Field 3 09/03/16 /16 4:30 am, Group B Game 2
    Game 7 Field 4 09/03/16 /16 4:30 am, Group C Game 2
    Game 8 Field 5 09/03/16 /16 5:00 am, Group D Game 2

    First day Evening session:

    Game 9 Field 1 09/03/16 /16 7:00 am, Group A Game 3
    Game 10 Field 3 09/03/16 /16 7:00 am, Group B Game 3
    Game 11 Field 4 09/03/16 /16 7:00 am, Group C Game 3
    Game 12 Field 5 09/03/16 /16 7:30 am, Group D Game 3

    By the end of the day teams on each groups will be ranked 1, 2, 3.

    Sunday 9/4/2016

    Second day quarterfinal qualifying games:

    Game 13 Field 1 09/04/16 9:00 am, 2nd A vs 3rd B
    Game 14 Field 3 09/04/16 9:00 am, 2nd B vs 3rd C
    Game 15 Field 4 09/04/16 9:00 am, 2nd C vs 3rd D
    Game 16 Field 5 09/04/16 9:00 am, 2nd D vs 3rd A

    Quarterfinals:

    Game 17 Field 1 09/04/16 11:30 am, 1st D vs winner of Game 13
    Game 18 Field 3 09/04/16 11:30 am, 1st A vs winner of Game 14
    Game 19 Field 4 09/04/16 11:30 am, 1st B vs winner of Game 15
    Game 20 Field 5 09/04/16 11:30 am, 1st C vs winner of Game 16

    A draw will be then held between the winners of Games 17-20

    Semifinals

    Game 21 Field 3 09/03/16 /16 4:00 am, semifinal 1
    Game 22 Field 4 09/03/16 /16 4:00 am, semifinal 2

    Finals

    Game 23 Field 3 09/03/16 /16 6:00 am, Final Game

    4- TOURNAMENT RULES:

    This tournament will be managed by a Technical Committee appointed by the Executive Committee of SASF upon advice from the Technical Secretary of the Executive Committee. The Technical Committee sets the schedule and duration of games and number of referees for each game, monitors the game and has the authority to change the schedule and duration of games whenever deemed necessary and after notifying all parties involved.

    4.1 PROTESTS and APPEALS
    Being a friendly tournament, ruling on the field are considered final. However, complaints in writing may be submitted to the Technical Committee within 10 minutes of the end of any game. The decision of the Technical Committee is considered final with no appeal allowed.
    4.2 ROOSTERS
    4.1.1 Each team must submit its rooster to the technical committee of the tournament before kick-off of first game to the team.
    4.1.2 Maximum number of players in a rooster is 25. Five none Sudanese players are allowed in each rooster and should be marked clearly as international player in the rooster. During games only 3 international players are allowed to be in the field at any moment. Violation of any part of this rule will lead to automatic disqualification of the culprit team and loss of the points of a games.
    4.2 SUBSTITUTIONS
    Substitutes can be used continuously and unconditionally through each game.
    4.3 EQUIPMENT
    4.3.1 All players must wear shin guards.
    4.3.2 Appropriate footwear should be worn.
    4.3.3 No jewellery to be worn or taped up.
    4.4 FORFITURE
    4.4.1 If a team fails to make it to the field within 15 minutes of the kick off time stated without good reason, the match will be considered forfeited and the opposing team will be awarded the result.
    4.4.2 If a team fields a nonqualified player or less than 8 players in the field at kick off, the match will be considered forfeited and the opposing team will be awarded the result.
    4.4.3 If a team forfeits a game then the opposing team will be awarded a 2/0 result and the full points of the game.
    4.5 CAUTIONS and DISMISSALS
    4.5.1 Players that are cautioned twice will be automatically suspended form their teams next, this rule only applies for the group stage.
    4.5.2 Any player dismissed (shown a red card) during a game shall take no further part in his team’s next game.

    5- CODE OF CONDUCT

    All players, managers, team officials, parents and spectators must comply with the following code of conduct. We want the members related to our festival to play football (soccer) in a positive atmosphere free from foul and abusive language, undue pressure, embarrassment and prejudice, that may reflect our Sudanese culture and inherent ethics and instill them into our younger generation. Please help us to achieve this aim by abiding by this simple code:
    • Never dispute a referee’s decision - they can make mistakes, just like you and me.
    • Foul or abusive language from players, spectators or officials will not be tolerated.
    • The health and safety of players is paramount. Do not encourage players to continue playing if they are obviously injured or unwell.
    • Physical harm or intent to harm and violence will NOT BE TOLARATED.
    • In the event of any assault / fight from a player to a player, official or tournament staff…. Under the referee’s advice, the Technical Committee will have the final ruling on the players and the teams involved.
    • The Technical Committee could decide to:
    o Terminate immediately any game being played.
    o Disqualify a team for the entire tournament •

    We highly recommend to coaches to talk to your players about these rules. These games are friendly games intended to compete and have a safe time. Coaches should use common sense in the management of their players if they observed any sings of possible violence. Please always remember the goals and purposes of SASF and our assembly, may God bless you all and good luck to all of you.
