Job description Job title: Head of Institutional Funding Geographical Operations Job location: Africa (flexible location where Sightsavers has an office). Reports to: Director Institutional Funding Responsible for: Institutional Funding Manager (ECSA), Institutional Funding Manager (WARO), Institutional Funding Manager (South Asia), Indirectly: Institutional Funding Officers x 2 Job holder: Vacant Department: Policy and Strategic Programme Support, Institutional Funding Team
Job purpose To lead a team of geographically based institutional funding staff in support of continued income growth in line with the Institutional Funding Strategy; to include leading on the development of regional funding strategies, promoting a pro-active approach to intelligence gathering and resource mobilisation from decentralised donors. To maintain an oversight of Sightsavers’ regional funding work, namely, proposal development and reporting and support the programme learning and capacity building of country office teams and partners.
Principal accountabilities:
1. Regional Funding Strategies: To support the development and operationalisation of regional funding strategies, maximising the potential of sustainable funding from institutional donors (25% of time). 2. Oversight of donor liaison and reporting: To provide strategic oversight of Sightsavers’ regional funding work. Ensure good information management on new donor opportunities and sharing across the team to maximize opportunities (20% of time). 3. Mentoring and Line Management Support: To mentor and provide line management support to institutional funding managers - through capacity building, technical assistance and providing strategic direction (25% of time). 4. Systems Development: Ensure there are robust systems in place to track progress on contract management from the regions and that all the central information management systems are kept up to date by the team (10% of time). 5. External Representation: To raise the profile of Sightsavers’ work in the area of Institutional Funding through representation and interaction at appropriate fora, so that Sightsavers is recognised as a strategic partner by institutional donors and development actors (10% of time). 6. Cross Organisational Initiatives: To work with the Director of Institutional Funding and the rest of the team to contribute to cross-organisational initiatives and learning (10% of time).
The principle accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the job holder is expected to carry out any other related duties that are within the employee's skills and abilities whenever reasonably instructed.
Jobholder entry requirements - the essential knowledge, skills and behaviours required
Knowledge (education and related experience): • University degree or #####alent working experience, preferably in international development or related issues. • Extensive experience working in government or statutory funding for an International Development organisation. • Substantial experience in strategic planning and decision making. • Proven track record of having raised and managed significant funding from a range of programme funding donors particularly DFID, USAID or EC but preferably others in addition. • Experience of support and capacity building of non-programme funding specialists in grant applications and grant contract management. • Leadership and management experience.
Skills (special training or competence): • Established relationships with major multilateral and bilateral donors • Ability to build strong working relationships to enable effective management of partnerships and work collaboratively as part of a global team. • Proven ability to co-ordinate complex projects. • Proven ability to train, develop and build confidence. • Excellent written and verbal communication skills • Numerate with ability to use Excel • Able to travel internationally for up to 8 weeks a year • Ability to speak French is desirable • An understanding of and commitment to equality of opportunity for disabled people.
