HSBC agreed to pay $1.25 billion in forfeiture and $655 million in civil penalties to U.S. federal agencies for the bank’s past transfers of billions of dollars on behalf of Iran despite an international sanctions covering the Islamic country. The British bank also laundered money of Mexican drug cartels and moved funds from the Cayman Islands, Saudi Arabia and Syria in violation of the U.S. Bank Secrecy Act and the Trading With the Enemy Act. U.S. authorities claimed the Saudi banks to which HSBC provided banking services have links to terrorist financing. Standard Chartered will pay $327 million to settle charges it violated U.S. sanctions on Iran, Myanmar, Libya and Sudan. The amount brings to $667 million the fine it was charged by the U.S. Treasury and the Department of Justice for the violations. HSBC Stuart Gulliver issued an apology for the bank’s breakdown of controls and said the bank is taking responsibility for the mistakes. The U.S. Senate accused HSBC in July of money laundering triggering the fine. Meanwhile, HSBC announced the appointment of Bob Werner, former head of the U.S. Treasury’s Office of Foreign Assets Control (OFAC), as head of the bank’s newly-created financial crime compliance department.
