Quote: AFRICAN UNION HIGH-LEVEL IMPLEMENTATION PANEL FOR SUDAN AND SOUTH SUDAN REPORT ON THE OUTCOMES OF THE SUMMIT MEETING BETWEEN THE PRESIDENTS OF SUDAN AND SOUTH SUDAN, H.E. OMAR HASSAN AL-BASHIR AND H.E. SALVA KIIR MAYARDIT PREAMBLE The Summit Meeting was held in Addis Ababa, Ethiopia on January 4-5, 2013 with the participation of H.E. Haile Mariam Desalegn, Prime Minister of Ethiopia and Chairperson of IGAD, and H.E. Thabo Mbeki, Chairperson of the AUHIP. Below are the Outcomes of the Summit Meeting which encompass all the matters which served on the Agenda of the Meeting. OUTCOMES 1. ABYEI 1.1 Agreement on the implementation of the Temporary Administrative and Security Arrangements : 1.2 OUTCOME: The AUHIP will act immediately to advise the AJOC that the Presidents have agreed that it should meet urgently to: 1.2 (a) constitute the Abyei Area Administration; 1.2 (b) constitute the Abyei Area Council; and, 1.2 (c) constitute the Abyei Area Police Service. 1.3 Agreement on the matter of the Final Status of Abyei: 1.4 OUTCOME: The Presidents will reconvene to determine the Final Status of Abyei after the ACTION under 1.2. above and the ACTION under 2.1. below, have been implemented. In this regard, among others, they will consider matters relevant to the formation of the Abyei Area Referendum Commission.   2. Agreement on the Implementation of Existing Agreements. 2.1 OUTCOME: The AUHIP will act immediately to draw up a Matrix, with Timeframes, for the speedy, unconditional and coordinated implementation of all these Agreements, which implementation will proceed immediately. The Matrix should be ready by 13 January, 2013. 2.2 OUTCOME: The Presidents have directed that as part of the process of completing the Matrix for the implementation of all agreed Security Arrangements, the forthcoming Extraordinary Meeting of the JPSM scheduled to convene in Addis Ababa from 13 January, 2013, should ensure that the Safe Demilitarised Border Zone is created without further delay consistent with these agreed Security Arrangements. 2.3 OUTCOME: The President of the Republic of South Sudan reiterated that the Directives he had issued before the independence of South Sudan for the disengagement of the SPLM from the SPLM-N and the SPLA from the SPLA-N had been carried out. He will write to the AUHIP to respond to the letter it sent to him in this regard. 2.3.1 The Presidents confirmed that any complaints or concerns relating to this matter should be dealt with by the JPSM according to the processes contained in the agreed Security Arrangements. 3. Agreement on Border Issues 3.1 OUTCOME: The Presidents directed that the necessary and agreed measures should be taken without further delay to demarcate the agreed sections of the Border, and that similarity, the agreements relating to the processing of the matter of the Disputed Areas should be implemented. 3.1.1 As soon as the two Governments have concluded their discussions on the Disputed Areas, after receiving the Opinion of the Border Team of Experts, the Presidents will meet to determine the manner in which the issue of Claimed Areas sould be processed.
