    Violence Against Women in Sudan Reveals Common Weapon of War

    War is often discussed as though it affects mainly men; yet, in violent conflicts taking place around the globe, women bear the brunt of the brutality and suffering. Some of this suffering is often called "collateral" or incidental damage. However, much of the violence against women during wartime is deliberate and systematic. Women's role in society as nurturers and life-givers, a role emphasized by a male-dominated culture, makes us appealing targets in campaigns designed to terrorize, violate and humiliate.

    A worldwide campaign called "16 Days of Activism Against Gender Violence" began on Nov. 25 (the International Day for the Elimination of Violence Against Women) and ends on Dec. 10 (International Human Rights Day), which makes this topic particularly timely. The campaign is an opportunity to discuss the ramifications of conflict for women's human rights.

    Crisis in Darfur
    Of all the violent conflicts in the world today, none seem to be so devastating to women as the violence in Darfur. Located in the western portion of Sudan, a country of northeast Africa, Darfur has witnessed unthinkable bloodshed and destruction since February 2003. The violence against African villagers is perpetrated by a militia known as the Janjawid, who are supported by the Sudanese government. In September 2004 the United States finally labeled the situation in Darfur "genocide" in an official statement made by Secretary of State Colin Powell.

    Tens of thousands of women have been displaced, raped and killed since the violence began, and an end to these horrors is not in sight. Reports continue to trickle in that women living in refugee camps, unlikely to return to their homes soon, are raped if they go outside the camps to gather wood or charcoal.

    "Government forces and allied armed groups in Darfur are waging war on women's bodies," stated Dr. William F. Schulz, Executive Director of Amnesty International USA, one group mobilizing public opinion against violence in Darfur.

    Reports by Amnesty International have revealed that some women have been raped in front of their relatives, and other women have been forced into sexual slavery. Clearly there is much more to this violence than pure destruction. Rape is being used as a weapon of terror and ethnic cleansing.

    In Sudan, rapes are hardly ever reported, as African villagers heavily distrust local law enforcement, and little is done when rapes are actually reported. The Sudanese government has denied the existence of widespread sexual violence, and refuses to take action.

    Kofi Annan, U.N. Secretary General, and the United Nations Security Council, have recognized the severity of the crisis in Darfur, and have issued numerous statements and ultimatums, calling upon the Sudanese government to disarm the Janjawid and protect civilians. However, despite promises of ceasefire by both the Sudanese government and the rebel groups, violence and abuse continues.

    Experts argue that if the U.N. does not back up their warnings with sanctions or large peace keeping forces, the situation is likely to remain the same, and the casualties, including those still living, will continue to rise. Considering that China, a permanent member of the U.N. Security Council with veto power, has significant oil interests in Sudan, decisive action may never occur. Also, the United States, consumed by the war in Iraq, has done little to help resolve the crisis and help the women of Sudan.

    Piece to a Larger Puzzle
    Mobilizing people and governments around the situation in Darfur is a necessary step toward ending violence against women in that region. It is important to consider, however, that this conflict is but one example in a pattern of violence that is perpetrated against women worldwide.

    In Columbia, there rages a 40-year-old conflict that has resulted in the rape and sexual abuse of women by all of the armed groups involved. The security forces, guerilla groups and armed-backed paramilitaries have all abused women's bodies to intensify fear and silence opposition, and women in Columbia have no hope of justice.

    The eastern region of Democratic Republic of the Congo (DRC) is home to a five year conflict in which mass rape of tens of thousands of women has been used to terrorize and subdue communities. Armed forces in DRC commit these and other equally atrocious war crimes without risk of persecution.

    Violations of women's human rights are intertwined with a male-dominated culture that supports male aggression and violence, while promoting women as symbols of virtue and ethnic identity, setting them up as enemy targets. Because of this, any long-term strategy to stop violence against women must consider the patriarchal culture in which this violence is committed.

    Conflicts affect women not just because of enemy violence, but also because of increased violence in the community itself. Under duress and feelings of helplessness, men may lash out violently against those around them, increasing domestic violence and marital rape. Also, women often endure the hardships of maintaining family and community life when men leave to engage in the hostilities.

    "Sadly, violence against women is a universal issue and one which escalates during war," said NOW President Kim Gandy. "The U.S. government must demonstrate its commitment to the freedom and safety of women by demanding that the U.N. do more to put an end to the atrocities in Darfur. And we must speak out of behalf of all the women and girls affected by violence around the globe."
