الاخوة والاخوات الاعزاء
اود ان انوه بان هذا المقترح ياتى الحاقا لفكرة امكانية تحويل برامج سودانيى الدياسبورا الى برامج وطنية عامة والتى تبناها المنبر مشكورا وتمخض عنهامشروع دليل الخريجين.
امل مرة اخرى ان يتبنى المنبر فكرة هذا المشروع على ان نثريه بالنقاش ونسعى جاهدين كيما تتبناه حكومة الفترة الانتقالية القادمة حتى نتمكن من خلاله العمل على اعادة بناء واعمار السودان كل فى مجال تخصصه علما بانه توجد اليات اخرى يمكن اقتراحها من قبلكم بالاضافة الى الصندوق المقترح لتنفيذ فكرة المشروع.

Project Proposal
Fund For Sudanese Returnees (FSR)
1- The Concept
Following the eventual signature of the Peace Accord between the conflicting parties in the Sudan, the country needs huge resources for its rehabilitation and reconstruction (RR), chief amongst them is the human resources (HR).
RR is needed in all aspects of life as well as different parts of the country but with due consideration to its least developed and marginalized parts. Two sectors constitute the key for the RR process which in itself forms the basis for any genuine democratic, peaceful and united Sudan. These two sectors are education and health.
HR is the key to the RR of these sectors. Fortunately enough Sudan is not in short of highly qualified professionals who are capable of carrying out successfully the RR of these sectors. The only problem is that most of the most capable Sudanese HR ( University Professors, Doctors, Nurses and Teachers) are in the Diaspora. The concept of the project lies upon this question: How to persuade these professionals to come back to their homeland?
2-Objective & Justification
The objective of the project is to devise a scientific and workable strategy and formulate an Action Plan capable of persuading all the Sudanese professionals abroad to return home and contribute to the RR process of their country.
The justification of the project is that RR of the health and educational sectors requires special type of professionals who are already familiar with the people of the country and their cultures. Hence, Sudanese professionals are the most suitable for carrying out this task.
3-The Plan
The plan proposes the establishment of special Fund to sponsor, support and secure the returning home of the Sudanese Diaspora in order to serve their people and their country. This is easily said than done. Most of the Sudanese Diaspora have got so many commitments, family and otherwise, which might prevent them from doing so.
The main assumption of the Plan is that most of those commitments and obligations could be overcome through financial provisions. Therefore, securing the required funds is the necessary condition for the success of the project.
We think the most appropriate mechanism through which you can achieve this objective is to provide every professional who is willing to go and serve in Sudan the equivalent of (75%) of his present salary and consider the rest as national tax for RR.
4-Sources of Finance
An international appeal should be launched through the United Nation and its specialized agencies, especially UNDP & UNHCR. The project could be sponsored by many official international development agencies, e.g., SIDA, NORAD, and USAID…etc. to mention just few. Funds could be sought from the relevant Aid agencies like Ford Foundation.
5-Who is the Target?
The project’s main target groups are university professors, medical staff and teachers at different levels of general education.
6- Management
The project shall be managed by a Board of Trustees composed of a group of highly honest people of great integrity; both Sudanese and expatriates-who represent their sponsors.
7- Duration
The project will last through the transition period, i.e., six years. It commences on the first day of the implementation of the Peace Accord and ends when that period comes to a close.
8- Budget
The total cost of the project depends on the total number of the Returnees.
9- Expected Deliverables
• Getting back Sudan HR to serve their people and their country
- Successful RR of both education and health sectors.
- Achieving those objectives with minimum cost.
- Contributes towards cementing the national unity road.
- Replication of the concept to other critical sectors.
