NCP Sudan monitors phone calls of SPLM leaders

KHARTOUM (28 Dec.) – The National Congress Party of President Omar Al Bashir of Sudan has asked its representatives in the states to provide telephone numbers of SPLM leaders to put them ‘under surveillance’. The SPLM is a partner of the NCP in the Government of National Unity. In an official letter (see attachment) the NCP accuses SPLM officials for having contact with ‘enemies’. The letter was sent by Mandour Al Mahdi at 14 November 2009 when he was Secretary for Political Affairs of the NCP. The NCP officially denied the action, but a copy of the original letter was published by the daily newspaper Agrass al Hurriya and provided to Radio Dabanga (see attachment). Mandour Al Mahdi is described by the state press agency SUNA as a ‘leading figure at the National Congress Party’. Mandour Al Mahdi was recently moved to an official position within the Khartoum State. There he banned two weeks ago a demonstration in Khartoum led by the SPLM. Several ministers of the Government of National Unity and political leaders were detained including the Secretary General of the SPLM, Pagan Amum and a parliamentarian of the SPLM Yassir Arman. Mandour Al Mahdi justified their arrest by stating that he received information about the intent of the demonstrators ‘to perpetrate anarchy and to use Molotov bombs’. The arrests triggered the severest political tension within the Government since signing of the peace agreement in 2005 between the National Congress Party of President Omar al Bashir (NCP) in the North with the southern Sudan People’s Liberation Movement (SPLM).
In September he accused elements of Sudan People’s Liberation Movement (SPLM) of devoting themselves to serve ‘foreign agenda’s and receiving millions of dollars’ from foreign allies. In an official working paper of the NCP he wrote that SPLM elements were ‘spreading enmity, distrust and hatred and splitting the unity’. The letter comes at the stage that NCP and SPLM have a profound disagreement about recent legislation concerning security laws. In the new Security Bill the organs have far reaching powers to arrest, stop demonstrations and detain people without an official arrest warrant or granting suspects opportunities for legal counsel. After the NCP denied, it said the letter was not written by an ‘official’ and challenged the newspaper to produce a copy. The published letter seems authentic and is signed with a handwritten signature of Mandour al Mahdi.
