Quote: SEPT 28/2009, SSN; We, the undersigned South Sudan political parties, are today pulling out of the All Sudanese Political Parties Conference (APPC) organised by SPLM in Juba, Southern Sudan, from 26th -29th September 2009 under the theme ‘’Towards the full implementation of the Comprehensive Peace Agreement (CPA) and Democratic Transformation’’. This conference was originally planned to start on 11th September 2009, but it was delayed to allow more consultations as a result of non invitation of many Sudanese political parties. All the South Sudan political parties, except one, were not invited in the first round of invitations. However, when complaints were launched by various political parties, invitations were later extended and the conference date rescheduled. Even then, the second round of invitations was sent less than 48 hours before the conference started. But because of our commitment to protect the interest of the people Southern Sudan and the nation at large, we swallowed our pride and decided to attend the conference despite the fact that there were suspicious circumstances surrounding the organisation of the conference. Indeed our fears were confirmed as soon as the conference started. On the evening of 26th September 2009, the first day of the conference, the invited leaders of Sudanese political parties met under the Chairmanship of H.E. General Salva Kiir Mayardit, the Chairperson of the SPLM and the host of the conference, in Home and Way Hotel, to discuss pertinent issues related to the conference. In the meeting, the participants were informed that there was NO agenda prepared for the conference and that the agenda would come out of the key note addresses which the leaders of political parties in attendance will make at the opening session. The opening session started with what we found to be a balanced speech from the Chairman of the SPLM, brother Salva Kiir Mayardit in the afternoon of 27th September 2009. But from the beginning of the session, the secretary General of the SPLM surprised us by announcing agenda items namely: (1) National reconciliation and healing; (2) democratic transformation; (3) Darfur; (4) population census and elections; and (5) the Right of Self-determination and popular consultation. This of course, was contrary to what was agreed by the leaders of political parties on the evening of 26th September 2009. His remarks were immediately followed by presentations of the leaders of political parties. In the presentations there was unequal distribution of the time given to the leaders of the parties. At the start each leader was allocated twenty minutes, which was strictly followed by some although others were preferentially allowed more time. At the middle of the speeches, the Secretary General of the SPLM announced that time has to be reduced to 5 minutes after consulting only the Northern Political Parties which had not spoken. This reduction of time disadvantaged the remaining Southern political parties leaders in the presentation of their points. Furthermore, during the presentations by the leaders of political parties, we discovered that the conference was prepared very long time ago without the involvement of South Sudanese political parties. The agenda was prepared several weeks prior to the conference, and more importantly, key note speeches from the leading northern political parties amounted to renegotiation of the Comprehensive Peace Agreement (CPA). In addition, as the opening session was on progress the names of the secretariat members were announced. Unsurprisingly all were from northern political parties. In fact, we even discovered that the conference documentation was prepared earlier and included resolutions. Given this important background, we the undersigned political parties, guided by our responsibility to protect the fundamental interests of the people of south Sudan, which are enshrined in the CPA, the Interim National Constitutions of Sudan and Interim Constitution of Southern Sudan, 2005, do therefore resolve to pull out of this conference for the following reasons: 1. We had believed that the core objective of this conference was the full implementation of the CPA. However, it became clear from the speeches of almost all the ######### of the northern political parties, and it was abundantly clear that the main aim of the conference is the abrogation of the CPA and the annulment of the referendum on the right of Self-Determination for the people of Southern Sudan; the only bosom-held achievement of our people. 2. From the onset, there seems to have been no intention to invite the South Sudan political parties and to include issues of real interest to the people of Southern Sudan in the agenda. However, because of pressures and blames made against the organising committee by various stakeholders, the South Sudan political parties were finally invited very late when the others were invited than 4 weeks earlier, a fact that made our delegates not to adequately prepare for the conference and to influence the agenda. 3. Although the conference is claimed to be an All Sudanese Political Parties Conference, out of 79 registered Sudanese political parties, only 20 were invited. WHAT IS THE RATIONALE OF INVITING THE TWENTY AND LEAVING OUT THE 59 POLITICAL PARTIES? It is to be noted here that out of the 20 parties invited, five are from civil society organisations from northern Sudan (non from Southern Sudan) and defunct trade unionist organisations. More importantly, the invited political parties from the north are mainly from the left of the Sudanese political spectrum, Arab Socialist Parties and the right represented by UMMA factions and Popular Congress Party. It is to be noted that all these parties, in one way or another, have been openly against the CPA and it is our conclusion that they have come to destroy the CPA because the people of Southern Sudan are just fifteen Months (15 Months) from exercising their right to self-determination; something they vigorously oppose. 4. As we mentioned earlier, the documentation of the conference was prepared in advance without the knowledge of the South Political Parties and brought to the conference hall to be rubberstamped by the conference in order to give it legitimacy and then to be used for reasons not stated publicly, but we suspect sabotage of the exercise of the Right of our people to Self-determination. If it was for the interests of all, then all political parties should have been involved from the beginning. 5. We observed that the conference was set to renegotiate the CPA. This can be seen from the proposals of key political opposition groups, such as the ones presented by leaders of the UMMA party factions in which they proposed amendments to the CPA and given the name “CPA plus”. They even go as far to suggest that only elected members from the South in National Parliament should be the ones to vote in the Referendum for Self-determination for the people of Southern Sudan. These initial proposals may appear in the final communiqué and we condemn such cynical proposals unreservedly. 6. The conference is likely to deepen the ongoing differences between the two partners to the CPA, thereby jeopardising the full implementation of the CPA. If this happens the gains of South Sudanese, enshrined in the CPA, including the Self-determination referendum scheduled for 9th January 2011 will definitely be adversely affected. 7. The conference resolutions related to peace agreements will not be implemented since the SPLM partner to the CPA, the NCP is not involved. Thus we consider this attempt by the opposition and SPLM as futile exercise that will only create more problems than solving them. 8. Many speakers from the opposition northern parties attending the conference spoke of having come to support the unionists in SPLM and thereby work against the separatists, whom according to them are a minority. This is a deliberate attempt to divide and eventually rule both unionists and separatists in southern Sudan. 9. The Secretariat of the conference is dominated by the opposition northern Sudanese political parties attending the conference. This means that the resolutions will be manipulated to suit their political interests, which interests are detrimental to the people of Southern Sudan. 10. We attended the conference with the conviction and belief that it will provide a positive contribution to the full implementation of the hard won aspiration of South Sudan. It now seems to us that since the NCP had resolutely slowed down the implementation of the CPA, the northern political parties now plan to give it the death blow. That seems to be the only objective that have unified the un-unifiable Arab Political Parties; the sectarian Arab-Islamist Umma Party and the other DUP groups, the Islamic Front Popular Congress Party and the rest of the other Pan-Arabist Parties present in the Juba Conference. 11. To us the Nationalist Parties of South Sudan, the conference is being used as a guise to bring the CPA to a quick end for the benefit of the Northern Arab Political Parties who did not support it the first place. As such we felt duty bound to announce this fact and to declare to the people of South Sudan our intention to withdraw from this conference because to continue in it amounts to betrayal of the people of South Sudan as well as to the principle of the constitution of our parties., committing us to the right of self-determination and the independence of the people of South Sudan. 12. Finally, sixty two years on from the first Juba conference of 1947, history may be repeated here in this September, 2009, Juba Conference. The indications are that the some Southern political leadership in power today may deliberately or inadvertently sleep walk into planned conspiracies to dilute the right of the people of south Sudan to self-determination by creating new allies when the South is only 15 months away from the exercise of the inalienable right of its people to Self-Determination, which has caused untold sufferings to the entire nation of South Sudan since August 1955 through to 2005, when the CPA was signed. We call upon the people of Southern Sudan to reject the resolutions of the so called All Sudanese Political Parties Conference Resolutions and stick to the full implementation of the CPA as agreed to in Naivasha, Kenya, on the 9th of January 2005.
