Quote: Sudan’s Salva Kiir orders free passage for Baggara nomads to observe peace By: The New Sudan Vision (NSV), www.newsudanvision.com 12/24/2007 SPLM leader, President of South Sudan Sudan and Vice President of GNU, Kiir Mayardit Photo: Reuters Dec. 24, 07 (Khartoum NSV) - In a new development related to escalating military situation in northern Bahr el Ghazal, South Sudan President Salva Kiir ordered the governor of Northern Bahr el Ghazal State and related states bordering southern Sudan to allow nomadic Baggara Arabs to graze around Kiir River to avoid clashes. For the last few days, war broke out between SPLA and armed Baggara trying to enter northern Bahr el Ghazal by force. More than 5 SPLA soldiers are reported dead with more than 20 wounded. The report on the ground further revealed that lots of arms and ammunition were captured from the Baggara. Investigative reports to NSV reported that there were human casualties including taking of unknown number of captives. President Salva Kiir told the press today in Khartoum; "We have entered dry season, the movements of the nomads will be frequent, also citizens are moving, there will be inter-states movements. I order all the governors whose states are bordering southern Sudan to open corridors known since 1940s. These people will graze and water their cattle until the beginning of new rainfall." In a related development, SPLM Secretary General, Pagan Amum Okiech met at SPLM headquarters with Baggara delegation from Mugled under leadership of Hereka Ezedin Hereka and Dirdiri Muhamed Ahmed of NCP. The two parties discussed formulas for solving the recent development. It is expected the governors of Southern Kordofan and Northern Bahr el Ghazal will meet to settle the dispute and cool down citizens being affected by the crisis. "The police are notified to secure citizens (Baggara) and movements of their cattle," said Dirdiri Muhamed Ahmed in the meeting. On his part, Pagan Amum, SPLM's SG expressed “It is regrettable for what has happened between the population of southern Kordofan (Baggara) and of northern Bahr el Ghazal. We have agreed to move very fast to stop the incident not to be repeated. We want peaceful coexistence between the north and the south especially at border areas. We shall implement peace and secure security for the people as we agreed in our recent resolutions leading to our return to GoNU. There will be quick and fast approach to the situation in the area." Baggara delegates pleaded with the two peace partners to solve their crisis. "For what happen, the SPLM or NCP have no benefit on what is happening. Pagan Amum assured us there will be no provocations by any part,” added Hereka, head of Misseriya Baggara. It is to be noted that whatever skirmishes that happen between the south and the north, such as the recent clashes affects the peace negatively. None implementation of CPA provisions is being cited as the main cause of the frictions between communities bordering southern Sudan. Further delay of full implementation of CPA may witness various violations that may easily return people to square one. Nowadays statements of "no more going back to war" by SPLM and NCP are not a solution to people who are tired of suffering. They look at CPA as the last solution to their plight therefore they not need uncalled for attacks.
