    Britain has drafted a Security Council resolution authorising the joint African Union-UN peacekeeping force for Darfur approved by Khartoum and warning of possible sanctions if the Sudanese parties failed to cooperate, diplomats said on Wednesday.

    The text, which Britain co-drafted with Ghana "decides, in order to support the early and effective implementation of the Darfur Peace Agreement (DPA), to establish for an initial period of 12 months" the so-called AU-UN hybrid operation in the strife-torn Sudanese western region.

    The draft, a copy of which was obtained by AFP, said the proposed force shall "consist of up to 19 555 military personnel and an appropriate civilian component including up to 3 772 police personnel and 19 formed police units."

    It warns that "in the event the (Sudanese) parties fail to fulfil their commitments and the requirements of this resolution ..., the Council will take, 90 days after the adoption of this resolution, (unspecified) further measures."

    Britain's UN Ambassador Emyr Jones Parry told reporters that he expected a vote on the text some time early next month and expressed hope that the UN General Assembly would then quickly approve funding for the joint force, known as UNAMIS.

    One paragraph of the draft invokes Chapter Seven of the UN Charter to state that UNAMIS "is authorised to use all necessary means, in the areas of deployment of its forces ... prevent attacks and threats against civilians".

    Chapter Seven is used in cases of threats to international peace and security.


    UNAMIS would also be empowered to use force to protect its personnel, ensure security and freedom of movement for them, as well as for humanitarian workers, and prevent any attempt to disrupt implementation of the DPA.

    Khartoum signed the DPA with Darfur rebels in Nigeria more than a year ago but only one of three negotiating rebel factions endorsed the deal.

    UN and AU mediators are now trying to broaden the accord to include those rebel groups that did not sign it last year.

    Meanwhile UN assistant secretary general for peacekeeping operations Hedi Annabi said that once the draft resolution is adopted, his team would start working on a budget and finalising preparations for the deployment, which is not expected to begin until early next year.

    An estimated 15 000 personnel - 10 000 troops and 5 000 support personnel - will have to be provided by UN member states to supplement a 3 000-strong UN contingent that is to serve as the backbone of the hybrid force, he added.

    The 3 000-strong force will provide logistical support to the 7 000-strong, ill-equipped AU force, known as AMIS, currently in Darfur, Annabi said.

    Annabi said a meeting of potential troop-contributing countries was scheduled here for Friday. Most of the troops are expected to come from Africa, but the UN will turn to other regions in case of a shortage, particularly for specialised units.

    "We are now focusing on expediting the deployment of the heavy support package," Annabi said, referring to the 3 000-strong UN logistical force.

    Annabi spoke to reporters after briefing the 15-member council on the latest developments since Sudanese President Omar al-Beshir confirmed his unconditional approval of the deployment of the hybrid force in a June 17 meeting with a council delegation in Khartoum.

    According to UN estimates, at least 200 000 people have died from the combined effect of war and famine since the conflict started in Darfur in February 2003. Other sources give a much higher toll, but Khartoum disputes the figures.

    The conflict there began in 2003 when an ethnic minority rose up against the Arab-dominated government in Khartoum, which then enlisted the Janjaweed militia group to help crush the rebellion.
