العزيز د. بشرى الفاضل والاعزاء والعزيزات اعضاء سودانيزاونلاين وقراءها الكرام،
أدناه البيان الختامي لمؤتمر التحول الديمقراطي في السودان الذي انعقد يومي السبت والاحد 17-18 نوفمبر الجاري بمدينة لاهاي، هولندا. البيان الختامي للمؤتمر، يجيء في الوقت الراهن باللغة الانجليزية (ربما ترجمناه في وقت لاحق).
لطفا، ارجو من المهتمين قراءة البيان بروية!. أتمنى ان يتبنى البعض منكم بعض النقاط الواردة فيه.
تم الاعلان عن المؤتمر في منتصف سبتمبر الماضي في عدة منابر وصحف. وتم فتح بوست في 26 سبتمبر الماضي حفل بمشاركات عديدة معضدة ومساندة وناقدة ومرشدة (ستكون جميعها زادا لنا في مشوارنا الطويل من اجل المساهمة الفاعلة في السلام والتنمية والتحول الديمقراطي في السودان) وتواصل النقاش في هذ البوست كل الوقت وربما حتى هذه اللحظة كما تجدون فيه ايضا البيان الختامي للمؤتمر وكما هو مثبت ادناه، هذا هو البوست المعني هنا:

ركز البيان على ثلاث محاور اعتبرها الناس اساسية في سبيل التحول الديمقراطي:
1- انتخابات حرة ونزيهة (تقوم بشروط محددة) 2- دور ومشاركة وحصة المرأة في العمل العام 3- دور ومساهمة ومشاركة الدياسبورا في العملية الانخابية على وجه الخصوص والتحول الديمقراطي على وجه العموم.
سنعمل في وقت اخر الى القاء مزيد من الضوء على البيان وعلى الخطوات التي من المفترض ان تليه (سبل تنفيذ بنوده على ارض الواقع) والنشاطات المصاحبة والداعمة له((في هذا المكان او غيره).
على امل اثارة حوار جاد وبناء ومثابر (وبشكل واسع) حول عملية التحول الديمقراطي في السودان.
نحن في نصون ابتدرنا نشاطتنا حول قضية التحول الديمقراطي في السودان بندوة في لاهاي في منتصف سبتمبر الماضي تحدث فيها الدكتور حسن موسى وشارك فيها العديد من اصحاب الهم والاختصاص. تجدون بعض خلاصات هذه الندوة في الخيط التالي:

ثم في يومي السبت والاحد الماضيين (17-18 نوفمبر) اقمنا مؤتمر الدياسبورا للتحول الديمقراطي في السودان.
ناقش المؤتمر في خمس جلسات مفتوحة علي مدي اليومين قضية التحول الديمقراطي في السودان من كل الجوانب الممكنة مع تركيز خاص علي الانتخابات المتوقع اقامتها في بداية العام 2009 كما نصت اتفاقية السلام الشامل وكما هو مطلوب وما يجب في نظر مجموع الحضور.
أجمع الحضور على ضرورة التحول الديمقراطي بمعناه الشامل، لكن تباينت وجهات النظر بشكل واضح حول حقيقة وجدوي ومعني انتخابات 2009، لا في امكانية نزاهتها وعدالتها فحسب بل ايضا في امكانية قيامها في ظل الاوضاع الامنية والسياسية غير المؤاتية في العديد من اقاليم البلاد.
غير ان بعيدا عن الاختلاف في وجهات النظر حول انتخابات 2009 والقوانين والقواعد التى وضعت لها، فقد امن الجميع علي اهمية الانتخابات (العامة والمحلية) كاحد اهم اليات التحول الديمقراطي السلمي في البلاد، وفي هذا الاطار تمت مناقشة و بحث القضايا العديدة المتعلقة بالعملية الانتخابية .
وقامت مقارنات عديدة بين الانتخابات السابقة في السودان والمتوقعة عام 2009 (او في اي وقت تقرر لها) وتمت مقاربات لتجارب دول اخري مثل اثيوبيا، رواندا، بورندي، جنوب افريقيا، تنزانيا، زائير واسبانيا وتوصل المؤتمرون الي توصيات محددة في هذا الشأن تم تضمينها في البيان الختامي.
تم تركيز خاص على دور ومساهمة المرأة السودانية في العملية الانتخابية وفي مجرى التحول الديمقراطي على وجه العموم.
وفي الختام قامت جلسة خاصة ومفتوحة لمناقشة دور ومساهمة ومشاركة سودانيي المهاجر والمنافي في العملية الانتخابية وفي مجرى التحول الديمقراطي على وجه العموم.
فجاء البيان الختامي (مثبت أدناه) محاولا استلهام روح الحدث .

ومعا الى اثارة حوار جاد وصبور ومثابر وفاعل حول قضية التحول الديمقراطي الحق في بلادنا من اجل وطن السلام الشامل والعادل والتنمية المتوازنة والحرية والوحدة الوطنية القائمة على المساواة في الحقوق والواجبات بين ابناء وبنات الارض الواحدة.

Final Communiqué
The two-day dialogue forum was convened by New Sudan Organizations Network (NSON), and attended by representatives of Sudanese Diaspora organizations, civil society, Women participants, political forces, European and African Diaspora representatives in The Hague (Netherland), to discuss the challenges of democratic transformation in the Sudan and the best means of maintaining fair and transparent elections in the Sudan.
The Conference welcomed messages of support from some leaders of the Sudanese political forces who were unable to attend in person. After fruitful and extensive deliberation concerning the issues of democratic transformation, national and regional elections, peace building and development, the Conference adopted the following resolutions:
On Fair and Just Elections
The Conference confirmed the implementation of the principle of peaceful transition of power through a true democratic process.
Democratic transformation is inextricably linked with sustainable peace and equal distribution of wealth and power. The current conflict in Sudan is caused not only by power struggle at the national level, but are also triggered by unequal distribution of national resources(land, water and oil), extreme social and economic imbalances, marginalization, and grinding poverty at different societal levels. These multiple levels of the conflict need to be adequately addressed.
As a prerequisite to conduct the coming elections of 2009, there are enormous tasks ahead that need to be addressed. A first task is the formation of a neutral General Election Commission/ Authority (GEC) the legitimacy of which acts as the elections watchdog.
A second task is providing guarantees for security and just and sustainable peace arrangements in Darfur, Eastern Sudan, Kordofan and the South so that all citizens can participate in the elections and further implementation of the CPA will not be threatened.
A third task is to realize sufficient constitutional safeguards to ensure the independence and
impartiality of the coming elections in order to be acceptable for all political groupings in the Sudan.
Clear border demarcations between the disputed South and North of Sudan are a must with a view to
execute credible population census, electoral register and setting up constituencies. Moreover,
necessary trust-building measures must be taken to ensure that the 2009 elections are fair and capable of forming a platform for genuine democracy. These measures must guarantee conducive atmosphere for elections in which all citizens participate without discrimination and intimidation. Political parties have to be enabled to be able to participate effectively in all the stages of the elections.
In order to rule out electoral irregularities, government misconduct and interference in the election process and coercive canvassing by the government, the Conference is strongly in favour of monitoring by international community. Monitors are needed at the pre-elections period, during the elections itself and also to keep an eye on the neutrality of the General Electoral Commission.
The participants call for a true federal system with full and clear regional rights and adequate resources
as a means to put an end to oppression and violation of the rights of citizenship pursued by certain elite in Sudan.
The election should be seen as a try-out for a fair Referendum in 2011 in Southern Sudan.
International community should provide adequate funds for the census with adding conditionality of broader and independent representative to the operational management of the bending Census.
On the Effective Participation of Women
Having in mind UN Security Council Resolution 1325 on Women, Peace and security, the Conference stresses that effective participation of women in the elections is as crucial as their participation in the economic, social and political affairs of Sudan. Both involvements are crucial for building peace and sustainable development.
The Conference strongly favours voters’ education for women. It should empower them by advocate their full participation as candidates.
The Conference believes on the necessity of introducing quota mechanisms in order to address the under-representation of women in political life. At least 30 percent of representation in public life should be done by women
On the Proactive Contribution of the Diaspora
The conference emphasizes the role and the contribution of Sudanese Diaspora groupings in promoting peace, democracy and development in Sudan.
The effective participation of Sudanese Diaspora groups in the bending 2009 elections is crucial for the democratic transformation in the Sudan.
Sudanese Diaspora should use their own voting rights and register at embassies to maintain these rights. Active Sudanese Diaspora organizations should encourage them to get proper identity cards for this purpose.
They should encourage Sudanese in their places of origin to participate in the elections and to help them in voters’ education.
A variety of communication tools for voters’ education should play a role, both traditional and modern means, varying from mouth to mouth information, theatre, songs to online forums.
Sudanese Diaspora in the Netherlands should find means to support establishing a multi-lingual short wave FM radio in order to contribute positively to voters’ education and empowerment.
