Dear fellow Sudanese, dear friends of Sudan
Although the 2009 elections are still far ahead, the New Sudan Organizations Network (NSON) happily invites you to prepare yourself for this democratic effort during a two days international conference on the Democratic Transformation in Sudan: General Elections in 2009. The conference will be held on Saturday 17th and Sunday 18th of November 2007 in the Hague. Please, see the enclosed program.
The conference brings together nationally and internationally renowned experts, politicians, civil society activists and international concerned figures.
The objectives are
:
Bring together key stakeholders from within and outside the region to exchange views about the coming Sudanese elections and means of promoting and sustaining a democratic system.
To establish a program for democracy assistance dialogue.
To facilitate a dialogue between the Government and other stakeholders on issues of democratization, power sharing and equitable development.
To involve the Sudanese Diaspora in democratic transformation and the monitoring of a fair and free elections.
To encourage and to stimulate more positive involvement of the Dutch government and international community in democratization of the country.
During the conference some of the following key topics will be discussed
:
Voter participation, voter ID requirements, new types of voting equipments.
Voter representation, including districting and political gerrymandering, the voting of the Sudanese Diaspora and the new Sudanese Voting Rights Act;
Campaign finance
Comparative voting in other democracies, including approaches to elections, districting, and campaign finance;
The role and participation of the Sudanese Diaspora; &
The role of the international community with regard to monitoring.
All participants are invited to actively involve themselves in the discussions.
Admission to the conference, food, coffee and tea are free of charge.
You are kindly requested to register and send an e-mail to: [email protected].
Kindly note that the list of participant speakers is proposed, some changes may still take place in this regard.
Invited Sudanese Diaspora participants are expected to cover their own travel expenses and accommodation. NSON will provide food and drinks during the two days of the conference. NSON has no grantee that the Dutch concerned authorities will provide visas for all invited participants who are expected to come from abroad.

Panel 1 – Democratic transformation in the Sudan after CPA and DPA: Sudanese actors
In both the Comprehensive Peace Agreement CPA and the Darfur Peace Agreement DPA it has been stipulated that democratic elections are to be held and that wealth (oil, land and water) and power are to be divided. To put this into practice is not easy. Representatives of political parties will explain what they think are Sudan’s major problems and what solutions they have. Three independent panel members will ask them critical questions.

Panel 2- Sudanese Election Law, and voter representation and participation: the Practise
What does the Sudanese Election Law stipulate? Who has the right to vote? What about Diaspora's right to vote? Does one have to register? What are other practical consequences for voters, inside all parts of Sudan and in Diaspora countries? How can a citizen be sure his voting right will be observed?

Panel 3 – Experiences from other countries in (the Horn of) Africa
Other countries in the region and elsewhere in Africa have been going through similar processes, looking for democratisation. What experiences do they have with the practice elections, the participation of their Diaspora, voter education, post-electoral processes, etc.?

From Ethiopia, Somaliland, Kenya, Ruwanda, DRC and other places.

Panel 4 - Direct role of international community:
International actors
The experiences in other post-conflict countries demonstrate that the support of foreign countries in process of democratisation and the presence of international monitors in the election period can help to promote free and fair elections. Will this also be the case in Sudan? How easy will it be to be a monitor? Can they easily be misled?

Prof. Jan Pronk, former minister of International Cooperation and former UN especial envoy to Sudan.
Speakers from Rwanda and South Africa (NIZA), &
Representatives of the Dutch ministry of Foreign Affairs and the European Union.
With possible reactions from representative of Government of Sudan and politicians and others from Sudan.

Panel 5 – Role and participation of Diaspora
During the last years a number of Sudanese Diaspora has taken up an active role in the promotion of peace, human rights and development in Sudan. What precisely is their role in the running up to the 2009 elections? What can be done in the different Diaspora countries? Where can they cooperate and reinforce their activities. To what extent can the experiences with democracy in the Diaspora countries be useful for Sudan?
This panel will be an open discussion therefore, input of every single concerned Sudanese Diaspora is welcome. (137 Sudanese Diaspora from different countries in Europe and North America have confirmed so far their participation in this panel).
