Quote: Declaration of Political Agreement The main Sudanese opposition forces of the Democratic unionist party, the Sudan peoples liberation Movement and Sudan peoples liberation army ,the Umma party and the Sudanese Allied forces met on Tuesday 27th December 1994. H.E. Mohmmed Osman El Merqini the leader of the Democratic Unionist Party (DUP), and tow from the leadership of his party, Dr Garang De Mabior the Chairman and c-in-c of the Sudan peoples Liberation Movement and Sudan Peoples Liberation Army SPLM/SPLA and tow from the leadership of his movement, Dr. Omar Nur Eldayem the Secretary General, of the Umma Party and two from the party leadership and brigadier PSC Abdel Aziz Khalid Osman the leader of the Sudanese Allied Forces SAF and two from the leadership of organization met and discussed the political development of the Sudanese problem and consequences on the increasing suffering of the Sudanese people under the regime of the national Islamic Front. The meeting also discussed the continuing civil war and the consequences of polices of regime on the security and stability of the region. On the issue of war and peace in the Sudan the meeting affirmed the following: True peace in the Sudan can not be viewed written the framework of the problem of the south but that our problem should be looked at as of national origin. Our national problems can not be solved except through clear, serious and continuous dialogue among all Sudanese national groups. The nature and history of the Sudanese conflict proved that permanent peace and stability for the country can not be achieved through a military solution. A peaceful and just political solution should be the aim of all concerned. The meeting discussed the Sudanese problem under the following agenda: A common political vision for a future programme for the achievement of peace and democracy; IGAD declaration of principles; A strategy of the work of the opposition and means for implementation; The coming expanded meeting of the Sudanese opposition. At the end of its deliberation the meeting arrived at the following main principles: ONE: Maintaining unity of the Sudan must be given priority by all the parties according to the following principles: Sudan is multi-racial, multi-ethnic and multi-cultural society. Full recognition and accommodation must be affirmed. Complete political and social equality of all peoples of the Sudan must be guaranteed by law. Commitment to a decentralized system which shall be agreed upon in the coming expanded meeting for the Sudanese opposition groups and which is a right for all the regions of the Sudan according to the following options: Federation. Confederation Fair sharing of wealth among the Sudanese peoples must be realized and priority must be given to regions that are more affected and underdeveloped; Human rights as internationally and regionally recognized shall be embodied in the constitution of the Sudan and any law violating them shall be considered null and void and shall be unconstitutional; The independence of the judiciary shall be enshrined in the constitution of the Sudan; On the relationship between religion and state and its bearing on the national unity, and to secure a just peace and unity in the Sudan all the parties are committed to the non-use of religion in politics. TWO: In case of violation or digression from the agreed principles the respective people shall have the right to determine their own futures through a referendum which will exclude all options, and all parties shall abide by the outcome of the referendum. THIRD: The right of self-determination of the people of south Sudan to determine their future status through a referendum must be affirmed, and shall be exercised after an interim period which shall be agreed upon during the expanded meeting of the Sudanese opposition groups. FOUR: All the parties agreed to work together during the interim period for confidence building and the building of the new Sudan so that the option of self-determination consolidates the unity of the new Sudan. FIVE: The Sudan shall be ruled during the interim period as a decentralized country, and the degree of decentralization and the constitutional arrangements and the duration of the interim period shall be agreed upon in the coming expanded meeting of the Sudanese opposition groups. SIX: The meeting appreciates, supports and commends the efforts of the IGAD countries in their attempt to bring peace, stability and democracy in the Sudan. The meeting fully supports the IGAD declaration of principles (DOP) of May 20th 1994 in Nairobi. SEVEN: All the regional and international attempts and mediations have failed to convince the government of the National Islamic Front to abandon the military solution, and all those who have exerted these efforts are convinced that the government of the National Islamic Front uses deceit in its call for negotiations to buy time and to continue in its oppressive dictatorship on the Sudanese people and in its destabilization of the region. EIGHT: Given all the above considerations the meeting appeals to the IGAD countries and the international community to raise the problem of the Sudanese people to the security council to take the following measures. Declare the illegality of the government of the National Islamic Front in the Sudan and which has become the springboard for international terrorism and a source of destabilization for the region. Stoppage of the war and an immediate cease fire. A call for a convening of a political and constitutional conference under an international supervision for the Sudanese political forces with the purpose of beginning peace and democracy and implementation of the interim arrangements and holding of general elections within a definite period. Creation of safe heavens and humanitarian corridors to ensure the arrival of aid to the displaced people in the various parts of Sudan. Imposition of arm embargo on the present government of the Sudan. Imposition of oil embargo on the present government of the Sudan. Establishment of air exclusion zone. Suspension of Sudan membership in the international parliamentary union and in the regional organizations and international unions of the civil society organizations. Appointment of a special representative of the UN Secretary General to follow-up and document the war crimes and Human rights violations of the government of the Sudan. NINE: The meeting appeals to the regional and international community to support the Sudanese people in their just cause and to extend a direct support and assistance in all fields to enable the Sudanese people remove and topple this oppressive and extremist regime and restore peace, freedom and democracy.
