Quote: اتهمت منظمة خيرية مسيحية بريطانية قيادة قوات الاحتلال -التي قامت بتسليم السلطة إلى العراقيين اليوم- بإهدار نحو 20 مليار دولار من عائدات النفط العراقي التي كان يجب إنفاقها في مشروعات إعادة إعمار البلاد وجهود الإغاثة الإنسانية.
وذكر موقع صحيفة الغارديان على الإنترنت أن المنظمة المسيحية للإغاثة نشرت اليوم تقريرا اتهمت فيه التحالف "بخرق كبير لقرار الأمم المتحدة الذي منحها سلطة إدارة أموال عائدات النفط".
إذ نقلت المنظمة عن دبلوماسي في الأمم المتحدة قوله "لدينا فقط الأرقام الإجمالية وحركة المال من وإلى الصندوق، إلا أننا لا نملك أي بيانات بشأن أغراض إنفاقها وما إن كانت متسقة مع قرار مجلس الأمن أم لا".
وبموجب قرار الأمم المتحدة رقم 1483 -الذي صدر في مايو/أيار 2003 بعد احتلال العراق- فإنه كان يتعين على سلطات الاحتلال إيداع عائدات النفط في صندوق التنمية العراقي, إلا أن المبالغ المودعة في الصندوق بلغت نحو 7.3 مليارات دولار.
ومن جهته طالب الحزب الليبرالي الديمقراطي البريطاني بفتح تحقيقات بشأن كيفية إنفاق قوات الاحتلال الذي تقوده الولايات المتحدة لهذه الأموال.
وقال مسؤول العلاقات الخارجية بالحزب السير منزيس كامبل "هذه الاختلافات الجلية تتطلب تحقيقا شاملا".
وكانت المنظمة كشفت في أكتوبر/تشرين الأول الماضي غياب أربعة مليارات دولار من عائدات النفط من حسابات الصندوق، وقالت إنه رغم تشديد الإجراءات "نظل لا نعلم بدقة كيفية إنفاق الأموال العراقية والشركات التي حصلت على عقود، وأين أنفقت وما إن كانت أنفقت لصالح العراقيين أم لا".
وتشير تقديرات الاحتلال إلى أن صندوق التنمية العراقي تلقى 10 مليارات دولار, إلا أنه أقر بأن العائدات بلغت 12.5 مليارا من العائدات منذ يونيو/حزيران 2003، وأشار المصدر إلى أنه بعد خصم 5% من هذا المبلغ قيمة التعويضات التي ستصرف للكويت سيتبقى 2.1 مليار دولار لاتزال مفقودة.
وكانت تقارير صحفية أميركية أكدت نهاية الشهر الماضي أن سلطة الاحتلال رصدت مبلغا إضافيا قدره 500 مليون دولار من عائدات نفط العراق لمواجهة ارتفاع تكاليف الأمن في البلاد مع قرب تسليم السلطة.

It is unlikely that this huge sum of money went into the drain. The likelihoods are that this money has been used by the CPA in covering the costs of the war. So in other words th war against Iraq is waged with Iraqi money. Specially bearing in mind the continuous questioning from the US taxpayers about the rising costs of the war and the need of the US government to find alternative sources of finance that are not US related

I found two things interesting:
first: the organisation which dismasked the facts is a christian one, and it shows a difference between "our" islamic organisations and "some" christian ones, of course not all of them. they are ready to face their governments and rulers if it is about the truth and principles, the islamic organisations are ready to illude the facts and manipulate them, if it is in favour of their goals or interests, I have never heard of an islamic NGO that did such a thing.
yes, part of the money went to cover the costs of the war, but is that all??? did the war cost that much, ??? How much are the real oil revenues???
and the contracts of rebuiding Iraq, which are going to be financed by iraqi money, to whom did it went??? aren't they the same companies led by american warlords, Cheney and co., for me the game and the plan is bigger and wider than that

Indeed the islamic organizations you mentioned are hopless case and damaged beyond repair, hopefully the future might hold few to emerge as honest ones. May be wishful thinking but one never knows.
Iraq is viewed by the ruling gang of the US as a great piece of cake, nothing more nothing less (this applies to the oil lobbiest etc etc) for ripping its resources, for providing cheap oil, and enriching the American oil companies. Oil revenues from Iraq are going to zoom up stocks and warlord companies badly needed (as you put it).
The Christian fundamentalist , aka, Bush and the Zionist Christians has their own agenda of bringing old Babylon under their feet for the second coming of Christ that they enthusiastically wait for. A little more than a year ago I watched a TV program where Jerry Falwell indicated what's happening as a prophecy nicely unfolding. For the Jews/Israelis getting rid of a lousy Nubuchnezzar, aka, Saddam Hussien, was the greatest booty they ever had from a war after Jerusalem.
True, all these combined made the war a game with sooo many hidden agendas. But interestingly, here in the board and also else where, the liberals and liberal wannabees, fail to see all these even some went far as hailing and thumbs up for the occupation under the pretext of establishing freedoms and liberties. The US does not give a damn if Iraqis live under tyranny or freedom, there agenda has always been and will always be money money and money. In Sudan in 1985 after the April intifada, the US withdraw its embassy staff, aid workers and relief efforts as a punishment for us getting rid of Numieri, at a time Sudan was barely recovering from a nasty famine and relief was badly needed. What a lovely way to help a young democracy just being born. When will people wake up and know that not much good will come from the US!
