The NIF policy makers have largely abused the concept, collection, and distribution of Zakah. Emigrants, low-income employees, farmers, and workers have taken the brunt of the State Zakah tax by force. A large amount of the billions collected, however, has been generously spent by state managers to support the NIF military effort that have criminally destroyed the life and property of millions of the poor citizens all over the country, especially in the South, Darfur and Eastern Sudan - citizens for whom development and humanitarian support from Zakah or other sources should have been consistently spent to improve their life. On the contrary, a substantial amount of the Zakah tax was shamelessly spent on the NIF commissioners, associations, political loyalists and other beneficiaries. These morally corrupted non-Islamic abuses of the Zakah, as well as other State monies, have been bitterly criticized since Nimeiri's time. The 1st conference on the application of Shari'a Law in Sudan (September 1984) recommended a strong revision of the Zakah monies. A conference on Zakah held by the democratically-elected government in 1986 adopted that recommendation. Under Sadiq al-Mahdi's government, Diwan al-Zakah directed the Zakah monies to serve larger segments of the poor and the needy. Still, al-Mahdi's government did not correct the concept of alms giving to mean, as it should religiously mean, optional alms giving rather than a police-minded enforceable hunt of bankrupt emigrants to finance the NIF fattening corrupted personnel!. The worst wrong-doer of Islam in Sudan is the State of Sudan, specifically the NIF so-called "Islamic" party, government, and presidency.
