Dear All
I believe that the issue of unity or separation has been around for the last fifty years or more. As you all know, the South has been for unity since the Juba Conference of 1947, the Round Table Conference 1965, the All parties Conference 1967, the Addis Ababa Agreement 1972, and finally the Naivasha Peace Agreement 2005. All these initiatives have been for the sake of achieving some kind of unity for the Sudan. However, the Khartoum governments that have come and gone, never believed in unity of equals, but in Arab-Islamic hegemony over the South. That hegemony simply translates into southerners accepting a perpetual second class citizenship.
It is mesmirising to find some of good intentioned northerners believing in unity of the country, but they do not spelt out clrearly what they mean by unity. Only very few northerners such as Yasir Arman, Dr. Mansour Khalid etc. have a coherent concept of unity. But these intellectuals have little power in their hands to change or influence events on the ground. Their strength was our fallen hero, Dr. John Garang, who had the vision and the charisma that could have carried along all southerners that have doubts about the viability of New Sudan project. With his loss, no southerner really believes that unity is viable anymore. That is why you see the SPLM adopting this laid-back policy and let things sort themselves out. Sudan is a very cursed country, which never had a visionary leader since independence in 1956. The moment it got one, he had to die.
The developments that have taken place since Garang's death do not point to any plausible united Sudan. The NIF is entrenched in power, and will not let it go because of the possible fragmentation of Sudan if they insist or continue to remain in power. Furthermore, the northern opposition is too weak to effect any change in the near future. And even if such a change is possible, there is no guarantee that the next government will accept the idea of New Sudan and faithfuly implement it. Southerners therefore find themeselves in a difficult position: They have the Right of Self-determination (RSD), to be exercised within the next six years, which to them is a golden opportunity that should not be lost in a unity that will make them a second class citizens forever.
This is a catch 22 situation, where either they vote for separation and be seen to have precipitated the disentegration of Sudan, or vote for unity in which they could be lossers forever. Because I do not see a northerner accepting a southerner as his equal, even if he accepts, it will always remain a verbal acceptance. Northerners are too nostalgic with their Arab-Islamic roots and cannot give up high positions to what they think an infidel. Hence, I believe that if the referrendum is called today, southerners will vote for separation, not because they like separation, but because the experiences of the last fifty years and the fear of the unknown.
I do not think that three consulates the USA is opening in the South do play any role in determinig whether southerners would vote for unity or separation. I see the same mentality of conspiracy theory taking hold of the Arab-Islamic elite once more. The old mentality southerners do not know what is best for them is also creeping in. If southerners vote for separation, as they are surely going to do, it will not be because the Americans told them so, but it will be because it is the only sensible choice left open to them, abscent any other better alternative.
