    Darfur Tribal Unification Initiative

    Introduction

    The complexity of Darfur political economical and social problems, which has been piling up for years could only be solved gradually and by stages.
    Saving from hunger & fear organization-Western Sudan office believes that reunification of the tribes involved in the conflict; to backup peace and development; can best be done though intertribal dialogue. The most pressing need today still the return of the refugees, less pressing but equally important is to make sure that the tragedy, which has been taken place, will not happen again. The inter-tribal dialogue, will focus on three issues (details Attachment A):
    1. Law & order.
    2. Resettlement and development.
    3. Political settlement.
    The resolution reached and agreed upon through the intertribal peace project by all participants will be a model formula to be used for solving not only the problems of Darfur, with which we will start, but may be the whole region bearing in mind that the tribes in the rest of the region will be closely following and watching the out come of this project and we hope they will be ready to follow.
    Darfur Tribal Unification Initiative (details Attachment B) is facing various obstacles mainly:
    1. The government lacks the required vision and initiative.
    2. The political parties opposing the government are making use of the pressure exerted by the international community to topple it irrespective of the humanitarian consequences that might ensue.
    3. The Darfurian in places of authority do not welcome any peace agreement, and are exerting pressure on the government, for fear of losing their positions.
    4. The international community is not giving enough attention to the importance of. Inter-tribal dialogue and peace management.
    We have succeeded in exposing the true nature of the conflict to the tribes of both African and Arab origins; it is a conflict with the State over the rights for a dignified existence and freedom of choice. The goal has been set and so the way to peace has been paved.
    Those who are aware of the depth of the conflict realize that the patient and courageous support of the government of USA for a peaceful settlement engineered and implemented by Darfurians is essential.

    Attachment A: ASPECTS OF INTERTRIBAL DIALOGUE

    If we agree about the tribal constitution nature of Sudan, we might agree, that the approach out of it’s dilemma must be build upon its cultural background which will insure the political, economical and social balance of the region.

    In Darfour mainly region insure it’s balance through historical local formula very effectively for more than 600 years, during which period the tribes recognized their collective rights for grazing ground access to water resources, etc.

    It also insured intertribal respect of their unique culture (traditions & customs).

    Modern Sudanese State has not considered this historical local stability formula; we, in saving from hunger and fear organization - west Sudan office, believe this is the main cause of the disaster in Darfour today.

    To deal with the dilemma we should bear in mind:
    ط Stability, security planning.
    ط Fair distribution of power whether political or economical i.e. balanced development of Darfour.

    Tribal leaders & chiefs, with our support, will prove that they are quite capable of, if they sat together in a tribal conference, giving the appropriate solutions to the regional problems such as:

    Law & order
    Through their full knowledge of the geography of the region and their influence on their people, they could establish an effective early warning information network to help the International community forces to secure refuge camps and safe passage and fair distribution of humanitarian aid.



    Resettlement and Development
    Insuring Protection and collective rights for grazing ground access to water resources, etc. Development of natural resources whenever technical ability becomes available would help relief the tension between tribes and insuring safe and long-term settlement of refuges.

    Politics
    Who would govern Darfour? In other words how could power and recourses be directed equally and fairly between people of Darfour and who would determine the formula upon which priorities, money, is to spend?

    Dealing with government: if what is meant by the distribution of power and wealth is the well-being of Darfour peoples then they should be given the right to choose the appropriate political and economical formula, stemming from their cultural background.

    Dealing with the military opposition: they are supported by their tribes, who suffered enough, and they rely on them at present and in any would be election in the future, the resolutions of the tribal conference supported by the International community and the government will be binding all Sudanese politicians.

    You may agree that what we need for the unification, stability and peaceful co-existence between various tribes in the region, is quick, wise and courageous steps, which we assure you is also the wish of the silent majority not only in Darfour but also in Sudan.





    Attachment B: DARFUR TRIBAL UNIFICATION INITIATIVE

    Inter-tribal Peace project

    Introduction:
    The initiative aims, with participation of all parties concerned, at finding a real workable scientific solution out of the conflict.

    The Tribal Darfur Conference and It’s legal, security and economic committees under the supervision of the Darfur Peace & development committee with the backing of the State and the blessing of the international community will coordinate and direct all efforts towards resolving the current conflict and preventing future accumulation of causes that bred it.

    Abiding by Abuja Agreement, the initiative represents a way out for the government while the armed opposition will find that almost all of its demands are fulfilled. The international community and the tribal leaders will feel relieved in having opened the door to a peaceful and bright future.

    Activation of Darfur tribal unification initiative:
    1. The formation of the Darfur Peace & Development committee (DPDC) by presidential decree with proper power.
    2. To show transparency and goodwill of the Government and its willingness to resolve the conflict in accordance with its commitment to humanitarian principles and international conventions, the invitation and presence the international community is essential. Hence the Darfur Peace & Development Committee (DPDC) should consist of:
    ط Government representative.
    ط International community representative.
    ط Sudanese NGOs representative (SHFO as coordinator, mediator and facilitator).
    3. The submission by the DPDC, of its Darfur tribal unification proposal for deliberation to be effective after being approved by the presidency



    Detailed Proposed Steps for tribal Darfur Conference Success


    Section I: Aggressions


    A. Legal Aspect

    To eliminate hatred and put an end to all actions of aggression and revenge, lawbreakers must be brought to justice and held responsible for their actions especially those who have committed genocide and mass killings.

    Legal committee (LC):
    To enforce law and order, in coordination with the Tribal Darfur conference and under its observation the DPDC should form a LC consisting of:
    1. Legal representatives for the tribes involved.
    2. Representative for DPDC
    ط Legal Governmental representative.
    ط Legal observer for the international community.

    Responsibilities of (LC):
    1. Consulting with and assisting when required the inter-tribal magistrates (Racuba).
    2. Out of-court settlements.
    3. Follow - up through established legal channels - local, regional and international - of certain issues such as genocide and mass killings.






    B. Security Aspect

    To eliminate crime, control & collect illegal weapons and ease and facilitate the safe return of refugees and passage of humanitarian aid through tribal areas and to generally insure the reign of peace.

    Security committee (SC):
    In coordination with the Tribal Darfur conference, the DPDC and under it’s observation, should form an SC consisting of:
    1. Representative for the tribes involved
    2. Representative for DPDC.
    ط Governmental Security Representative.
    ط Security Observer for the international community.

    Responsibilities of SC:
    1. Follow - up and the implementation of the resolutions agreed upon by the participating tribes regarding
    a. The immediate cease of aggression and fighting in the tribal areas.
    b. Further investigating security and peace violations.
    2. Formation - within 2 to 3 months – of a peace force made up of:
    a. Inter-tribal peace forces.
    b. Career officers from the Armed Forces.
    c. Forces from the international community.
    Only members of the three above mentioned forces should have the right to own and carry arms, any justifiable exceptions that may arise have to be endorsed by the SC.

    3. The peace force is to eliminate crime, collect illegal weapons and ease and facilitate the safe return of refugees and passage of humanitarian aid through tribal areas.
    4. Dismissal of all illegal armed bodies i.e. Jinjaweed, Pashmarga, Tarabura, Popular defense forces, tribal militias, etc.

    Section 2: Resettlement and Development


    Economic committee (EC):
    The formation by the DPDC in coordination with the Tribal Darfur conference of EC consisting:
    1. Economic representatives for tribes involved.
    2. Representative for DPDC.

    Responsibilities of EC:
    1. Assisting resettlement and rehabilitation of refugees.
    2. Planning for fair distribution relief and State wealth.
    3. The Establishment of an economical plan mainly concerned with the requirements of the region: To plan and work for the protection, development of natural resources for example water and grazing land which minimize possibilities of inter-tribal conflicts.
    4. Assisting Darfurian to use their human and natural recourses to raise the standard of living and combat unemployment.





    Detailed proposed steps for tribal Darfur conference success


    Section 3: Political issue

    The DPDC realizes, due to the tensed political atmosphere the need for:
    1. Formation of a National Political Consultation Committee from all-political parties in Darfur round the Darfur tribal unification initiative. The committee should agree upon the minimum requirements for free and safe politics.
    2. Reestablishing a confident, credible and balanced government in Darfur, members of which are to be agreed upon by the government and Tribal Darfur conference in coordination with DPDC, bearing in mind the fair distribution of political power between tribes. Those chosen members should have the required qualification & experience.

    Darfur Tribal Unification Initiative main tasks for the state governments are:
    1. Activation of the general presidential amnesty, all political prisoners should be freed, pardoned and allowed to participate in the political life. The pardon should include members of the opposition.
    2. Preparation for a free and democratic election.
    3. The Establishment of a economical plan mainly concerned with the requirements of the region.
    4. The planning and lay out of infra - structure for a unified Darfur.
    5. Possible establishing of a Greater Darfur Bank.
    6. Restructuring of local government bodies for future administrative economic and political unification of Darfur.
    7. To draw upon the expertise and experience of the legal, security and economic committees of Darfur Peace & development committee.
