Genocide in Darfur

Over 200,000 dead and 2.5 million displaced. Women are raped, cotton is stuffed in their mouth, and then they are set on fire. Rape and murder occurs in broad daylight in Darfur. And all this has been going on not for days, weeks, or months but years.
In 2003, rebel groups from Sudan's Darfur region took up arms against the government in Khartoum. The reprisal has been swift, merciless, and lethal.
President Omar Bashir's government has among other things given a free reign to the Janjaweed Arab militia that has decimated the African Darfurians in what the United States has called genocide.
Genocide. It's a loaded word. One that is used very carefully and is inextricably linked to the massacre in Rwanda in the mid-nineties when 800,000 people died in 100 days. The international community's guilt regarding its failure to end the Rwandan genocide looms large in the shadows of its conscience. And yet history may be repeating itself once again in the most macabre way possible.
It's not that the international community hasn't tried. Granted it got off to a late start. But then again, Africa has never figured too prominently on the international radar. Still the roadblocks are plenty.
The rebel groups and government continue to wage hostilities despite a half-baked peace agreement concluded in May 2006. The mistrust runs deep and the rebel groups have also proven far from benign in their actions.
Some 7,000 African Union troops are on the ground to uphold the peace but there is no peace to uphold. Instead the Sudanese government has reportedly been using a landing strip allotted to the African Union troops in order to conduct air raids over Darfur.
And then there is the fact that national commercial interests have impeded international efforts to apply meaningful diplomatic pressure. Leading this mercantile pack is China which satiates its gargantuan energy appetite by taking in more than half of Sudan's oil exports. In return, China has blocked or not backed punitive measures in the UN.
Most recently, China, along with Russia and Qatar, abstained on UN Security Council Resolution 1706 which called on the Sudanese government to accept an expanded UN peacekeeping force in place of the courageous yet largely ineffective African Union force. President Bashir has refused any such force thus far, partly out of his regime's fear that some members may fall prey to the International Criminal Court.
But it's not just China that has economic stakes in Sudan. India and Russia are also active. And yes, even Malaysia has millions of dollars tied to Sudan's oil and gas sector. Sudan's revenues from and relations with these countries insulate it from any external pressure and sanctions that others may apply on Khartoum to cancel its murderous Darfur policy.
One would expect the international community to have put an end to this madness a long time ago. But such is the way of global politics. Diverging interests and priorities; Darfur falls through the cracks into an inferno of death and despair.
Some have spoken of the need for military intervention irrespective of Sudanese consent. They appeal to the doctrine of Òresponsibility to protect" that was agreed to just last year at the UN General Summit, calling on member states to forcefully intervene when other states fail to protect their citizens from crimes against humanity.
Others respond that sending troops in without Sudanese consent would be logistically impossible, exceedingly dangerous, and a gross affront to national sovereignty with global repercussions, no matter how unpalatable a regime in place.
The debate reveals complex questions about the limits of sovereignty, what rights and responsibilities accompany sovereignty, and the challenges that lie ahead in terms of achieving consensus in bodies such as the UN as countries like China gain greater clout.
Either ways, a military intervention will not be a silver bullet. A long-term fix to Sudan's deeply fissured and ravaged society can only come from an internal settlement. Here the international community has a role to play in setting the stage for talks, as it did in negotiating a peace between Northern and Southern Sudan, even as it tries to halt the violence in the short-term and get a more robust UN force on the ground.
Doing so will require countries to remember that there are issues that trump strategic and commercial gain. When human lives are at stake, indirectly bankrolling murderous regimes is inexcusable.
Like people across the globe, Malaysians also need to express their anger at their country's involvement in Sudan. They ought to urge national companies not to pander to petroleum and profit alone but to act like global corporate citizens in a manner that reflects well on their country.
Here are some ideas on what you can do. Join local or international advocacy groups such as Amnesty International (Malaysia) or put the issue on their agenda if need be. Write to government and corporate representatives or convey your concerns in the privacy of drawing room discussions. At the very least write or talk about Darfur to increase awareness.

Save Darfur has organised rallies drawing thousands of people across the country; organised mass letter writing campaigns; put out ads in all the major newspapers; and lobbied hard in Congress for action.
Of course every society must follow its own model for advocacy, given its environment, however the basic principle of talking about the issue and increasing awareness is at the core of these efforts.
In a tragedy of such proportions, individual human efforts seem entirely dwarfed and futile. Yet as the saying goes, small strokes fell big oaks. It was the concerted global divestment campaign by individuals across the world and by extension companies and governments that helped bring down the apartheid regime in South Africa.
The key to Khartoum's financial and political security lies in the East.
It's time that Asian citizens and governments strip Khartoum of its insurance policy and help end the genocide in Darfur.
