    Will Sudan hold together after 2011?

    FORMER generals of the Sudan People’s Liberation Army are forever alert. They are watching with more than keen interest how the Comprehensive Peace Agreement (CPA) signed by the late John Garang and President El Bashir is being implemented. Although a good number have exchanged their military fatigues with civilian power suits in readiness for political and leadership challenges, they cannot forget the bitterness of the two Anyanya wars that have occupied them most of their lives.

    In several meetings organised by the top echelons of the SPLM, the top brass of the SPLM leadership still profess commitment to the full implementation of the CPA and a smooth transition from war to democracy. However, they are weary of the repeated violation and encroachment of their basic freedoms and rights by authorities manning the Central Government in Khartoum. This not withstanding, the SPLM leadership is determined to uphold the fundamental rights enshrined in the CPA and the Interim National Constitution, particularly the rights of association, expression and assembly.

    Having reviewed the results of the meeting of the Political Committee on Partnership, the SPLM Interim Political Bureau meeting in Juba recently resolved to engage the National Congress Party of the north in the CPA partnership with the view to achieve concrete results in implementing all the remaining provisions of the CPA including the Abyei Protocol, Protocol on Southern Kordofan and Blue Nile, North-South Border Committee, National Petroleum Commission and National Security and Civil Service Commission.

    It is their resolve to expedite the repeal of all laws that are in contradiction with the spirit and soul of the Comprehensive Peace Accord as well as the Interim National Constitution.

    They plan to eradicate the illegal existence of Other Armed Groups in Southern Sudan through the implementation of the CPA letter and spirit.

    They have called on the Khartoum Government to end all practices contravening the constitution such as Press Censorship, curtailment of freedoms of association, freedoms of expression and unlawful detentions as well as observance and respect for constitutional immunities.

    To show how serious they are, the SPLM Interim Political Bureau has directed the SPLM Constitutional Office Holders and legislators to stand up against and resist any attempts by the Khartoum Government’s subversion and disregard for the CPA and the Constitution.

    In doing this, they are urging all parties signatory to the CPA to observe, respect and implement paragraph 2.12.4 of the Protocol on Power Sharing that reads as follows: Upon signature, the parties commit themselves to ensure that all organs, committees and structures under control, including their members, shall observe the terms of the Agreement.

    On their position in Darfur, having reviewed the situation in the country, particularly the deterioration of the conflict in the region, and the imminent confrontation with the international community, and its impact in the implementation of the CPA, the SPLM Political Bureau reiterated its support for the deployment of the UN force to Darfur to protect civilian populations and facilitate delivery of humanitarian services.

    The SPLM has strongly urged the National Congress Party and other partners in the Government of National Unity to accept the deployment of UN troops in Darfur to avoid confrontation with the international community. The SPLM wants the Khartoum regime to engage in dialogue with the Armed Movements in Darfur (SLM, SLA and the National Redemption Front for the sole reason of addressing their concerns on the Darfur Peace Agreement (DPA).

    They have called for an immediate ceasefire in Darfur between Sudan Armed Forces and the Darfurian Armed Movements. They are also pitching for cessation of interethnic hostilities and reconciliation among various groups in Darfur, their armed militias and Janjaweeds.

    They have proposed a meeting in Southern Sudan for the Darfurian Armed Movements and foster chances of achieving comprehensive peace in the war-torn region. In this regard, the SPLM Political Bureau is calling upon the African Union to convene the Darfur Dialogue and Consultation round table conference.

    Beyond dealing with the Darfur conflict, the SPLM supreme political organ is urging the Government of National Unity to engage the USA and improve bilateral relations between Khartoum and Washington. In this regard, the SPLM Political Bureau is ready and willing to work on the realization of the proposed meeting between President Bush and President El Bashir. Consequently it has mandated the chairman of the SPLM to for a Contact and Follow-up High Command Committee on Darfur under his leadership.

    Talking to various State Governors, Regional Commissioners and Regional SPLM secretaries and chairmen, it was increasingly becoming clear that Southerners were getting disillusioned with power-sharing arrangement in a United Sudan. Seventeen months down the line, they have yet to see infrastructure improvements, oil money is still scarce and the North is showing less and less political goodwill for the disadvantaged South. If this trend continues, it will not be any surprise if four or five years down the line, South Sudan becomes the youngest member of the African Union
