Fuel Subsidies and Demonstrations in Sudan
Sudan has been in uproar since September 23. The day before, President Omar al-Bashir’s government lifted gasoline subsidies, which led to massive increases in the price of fuel and other goods. While there have previously been waves of protest in Sudan, including in 2010 and 2011, the scale of this uprising and the number of protestors killed makes these demonstrations the worst in al-Bashir’s 24-year rule. From an economic standpoint, removing the fuel subsidies was necessary. With the secession of oil-rich South Sudan in 2011, Sudan no longer has enough fuel reserves to sustain this state benefit. The Sudanese government knew the subsidies cut would spark unrest, and was ready to quickly crush dissent. In many respects, however, the harshness of the government response seems to have heightened the level of unrest. Police and security forces have allegedly used live ammunition to fire at protestors. While the government has put the official death toll at 33, Amnesty International reported on Wednesday that at least 210 demonstrators have been killed by security forces, one of whom–Salah Sanhouri, a young pharmacist–was from a well-off and well-connected family. Sanhouri’s death struck a chord with Sudan’s young educated population. Already a short documentary about his life has been created, in addition to a Facebook page entitled, “We are all Salah Sanhouri.” At least 700 protestors have been arrested in the crackdown. When protests initially broke out, the government shut off the Internet. Media outlets were pressured to refer to protestors as “vandals” and refrain from producing coverage that “disturbed the public.” Several newspapers were also shut down. Meanwhile, the Qatari government has reportedly agreed to transfer $1 billion to the Sudanese Central Bank in an attempt to stabilize the country’s economy. If used effectively, the cash infusion may help lessen popular unrest. In the wake of the crackdown, protestors’ demands have evolved from calling for the reinstatement of gasoline subsidies to demanding al-Bashir’s resignation. Thirty-one members of al-Bashir’s National Congress Party and a number of prominent Islamists have issued a petition questioning the President’s legitimacy, and calling for the prosecution of those responsible for the killing of protestors, compensation for victims’ families, and the reinstatement of fuel subsidies. Al-Bashir’s coalition government includes many of the same people who signed the petition. This could prompt the President to take the petition’s demands more seriously. Notwithstanding this possibility, as well as the scope of protests, it is unclear whether these demonstrations really have the potential to unseat al-Bashir. Protestors come from disparate groups and, as yet, have no unified set of demands or message, while opposition parties also remain weak.
