    Urgent Statement: A Campaign of Mass Arrests, Torture and Confiscation of Belongings/ Property Dilling / Kadugli;

    The Sudanese Human Rights Network had received perturbing news about a campaign of mass arrests amongst citizens in Dilling- South Kordofan; the arrests are schemed and executed by the NISS forces and military intelligence. This cruel campaign, which has been active since November 18, 2012 until the writing of this statement, has detained 60 people from the city of Dilling and its neighboring villages. The campaign’s agenda surpasses just imprisonment; it implements expropriation of the possessions and savings belonging to detainees.

    The Network expresses grave concern about the conditions of detainees in detention centers, particularly the elderly (older than 60). One case is that of Mr. AbdulRahman’s, whom was arrested from his home, a man in his seventies and the father of Mubark, a member of the SPLM/ Northern Sector. Mr. AbdulRahman, a seasonal worker with no political affiliation, suffers from chronic diseases that endanger his life, as he has been ill with kidney failure.

    The Sudanese Human Rights Network is increasingly troubled by the deteriorating situation and dire humanitarian condition of detainees. The Network has confirmed reports and cases of brutal torture to both women and men detainees. The NISS and military intelligence have placed detainees in very small cells in the main buildings of the Military Intelligence in Kadugli. The cells are narrow are poorly ventilated, in which many of the detainees have been imprisoned, and the last group of them is reported to had been deported there in November/22/2012.

    The Network has obtained a list of 29 detainees (women and men) all of them are from the Nuba tribe. The list is not complete, and as the formulation of this statement, we are still working to secure a list of all the names of detainees.

    The following is the list of the names we have obtained plus the age of each detainee.

    The Sudan Human Rights Network has received confirmed reports, that the authorities (NISS and the military intelligence) have declined to allow 34 women detainees to contact their lawyers or families since they have been imprisoned in November /7/2012. To date, there has not been more information available to the Network on their conditions in the detention center.

    The Network is deeply concerned about the continued arrests, torture and inhumane treatment of the detainees; particularly the denial/absence of the detainees’ rights to a fair and impartial trial. Also, for that no legitimate, explicit, clear or legal charges have been brought against the detainees.

    We encourage you to communicate this information via email or faxes, in English, Arabic or your own language, to address the following:

    · Urge the Sudanese authorities to release all detainees immediately and unconditionally.

    · Express concerns about the persistence of continuing violations of human rights and the retraction of official commitment to the norms of international conventions and treaties.

    · Request for official assurance on the health conditions of detainees, and that decent humanitarian treatment/situation is present. Also, to allow the detainees’ lawyers and families to visit them.

    · Require international and regional organizations to immediately intervene and appeal to the Sudanese government to stop the abuses against its citizens.
