المعارضة البحرينية تطالب الأمم المتحدة بالتحقيق في فضيحة "بندر غيت" المنامة - وكالات : طالبت حركة المعارضة البحرينية "الحق"، الامم المتحدة بإجراء تحقيق حول مجموعة حكومية سرية تتآمر لتأجيج توترات طائفية وللتلاعب في الانتخابات البرلمانية والبلدية القادمة. وطالبت الحركة في خطاب بعثت به إلى الامين العام للامم المتحدة كوفي أنان وتسلمه المنسق البحريني لبرنامج الامم المتحدة للتنمية، بتشكيل لجنة دولية لتقصي الحقائق لدراسة المزاعم التي قدمها مركز الخليج للتنمية الديمقراطية في شهر أغسطس الماضي. وزعم التقرير الذي جاء في 240 صفحة والذي يطلق عليه "بندر غيت" على اسم صلاح البندر الذي ساعد في إعداد التقرير، وهو بريطاني الجنسية من أصل سوداني تم ترحيله إلى بريطانيا في سبتمبر الماضي بعد نشر التقرير، أن شبكة يديرها وزير في الحكومة البحرينية خططت سرا للتلاعب في البنية السكانية للبلاد عبر منح الجنسية بشأن انتقائي. ومن المقرر تنفيذ عملية منح الجنسية بشكل انتقائي بذريعة خلق توازن سني شيعي في البلاد لكنها ستضعف في الحقيقة الشيعة. وقدم التقرير وثائق توضح دفع أكثر من مليوني دينار بحريني (خمسة ملايين دولار) لمسؤولين حكوميين وصحفيين وأعضاء في مجلسي البرلمان وجمعيات المجتمع المدني ومحاميين ومسؤولي بنوك وفريق مخابرات أردني. ويطالب الخطاب الامم المتحدة أيضا بضمان أن تلتزم البحرين بالمعاهدة الدولية للحقوق المدنية والسياسية التي انضمت إليها في سبتمبر الماضي وبمراجعة سجل حقوق الانسان في البحرين بما يتماشى مع عضويتها في مجلس حقوق الانسان التابع للامم المتحدة. وقال عبد الجليلي السينجاسي المتحدث باسم حركة "الحق" لوكالة الانباء الالمانية (د.ب.أ) عبر الهاتف إنه سلم الخطاب بنفسه مع اثنين آخرين من أعضاء الحركة بينهم عضو البرلمان السابق علي ربيع وأن خطابات مشابهة سيتم إرسالها إلى الكونغرس الامريكي والاتحاد الأوروبي والبرلمانات البريطانية. يذكر أن حركة الحق انشقت عن جمعية الوفاق الاسلامية كبرى جماعات المعارضة الشيعية بعد أن قررت الاخيرة دخول الانتخابات المقررة في 25 نوفمبر الجاري، بينما أعلنت حركة الحق مقاطعتها للانتخابات. وكانت الجمعية قد أعربت يوم الاحد الماضي عن مخاوفها بشأن "شراء الاصوات" والتلاعب قبيل الانتخابات. وقال الشيخ علي سلمان رئيس جمعية الوفاق الاسلامية للصحفيين إن أموالا طائلة يتم إنفاقها في محاولة للتأثير على نتائج الانتخابات مدعيا أن بعض المجموعات السياسية تلقت وعودا بآلاف الدنانير البحرينية مقابل أصواتها. وستجري الانتخابات البرلمانية والمحلية في البحرين في 25 نوفمبر فيما تجري الجولة الثانية إذا كانت هناك حاجة لها في 2 ديسمبر. وستكون هذه الانتخابات هي المرة الثانية التي يختار فيها البحرينيون ممثليهم في المجالس المحلية ونصف أعضاء الجمعية الوطنية البالغ عددهم 80 عضوا. نشر نص الخبر في عدد من الصحف العربية (القبس الكويتية والشرق القطرية والوطن السعودية ...الخ) His Excellency, Dr Kofi Annan UN Secretary General Sub: Bahrain’s Bandargate Your Excellency, We regret to disturb you, but we find it utterly important that we address you to look into this matter and initiate the necessary mandates to resolve it and protect the people of Bahrain amidst plots to change its demography and enforce an environment which will induce sedition leading to terrorism and killing among Bahrainis, similar to the situation in Iraq. This is about what has been known as “Bandargate”, in which a strategic consular at the Bahrain Ministry of Prime Ministers Affairs, Dr Salah Al-Bandar, a British citizen of Sudanese origin, issued a documentary report about a secret web managed and financed by a high government official, a member of the ruling family. The objectives of this web, as laid down by Dr Al-Bandar are to rig the upcoming elections, provoking sectarian sedition among Bahrainis, and ensure that Shia citizens remain marginalized and disenfranchised. The report, sponsored by the Gulf Centre for Democratic Development (GCDD) of which Dr Al-Bander is his secretary general, contains 220 pages mainly copies of cheques, receipts, corresponding memos, and bank statements showing the link among different groups, their tasks and way of finance to achieve the objectives set by the web. The report also contains a study entitled: “A Proposal to Promote the General Situation of the Sunni Sect in Bahrain”, which sets a detailed program to introduce favourism and discrimination to ensure better economical, political, social, cultural and social circumstances in favour of Bahraini Sunnis against their fellow citizens of Shia sect of Islam. A major group in this secret web is a scheme to handle and support conversion of some Shia to Sunni. The secret web works as mafia with the help of media group, supervised by foreign journalists and media experts, a newspaper- namely “Al-watan”, a foreign military intelligence, and pseudo civic societies. As per the report, the total cost of these groups and their activities, up to August 2006, has exceeded more than BD TWO million (US $ 5.3 Million). The general director and main financier is named as Shaikh Ahmed bin Ateyatalla Al Khalifa, Minister of Premier Court Affairs, Head of Civil Informatics Organization (CIO) and Head of Election High Committee. A copy of the report and details of the conspiring web are archived in the homepage of the Bahrain Center for Human Rights, www.bahrainrights.org, which has been recently barred locally by the Governmental only internet company provider “Batelco”. Blocking of sites covering different aspects of Bandergate extended to 15[4], via direct order from the Bahrain Minister of Information, in accordance with the Bahraini Decree no 47- of 2002, and in execution of the judicial bar of media coverage of the topic. Although the electronic voting scheme, argued to be used to help in manipulation of the outcome of the next Election, has been postponed until future election, and the fact that different individual has been named to take the post of Shaikh Ahmed Atteyatallah Al-Khalifa as head of Election High Committee, we warn that the outcome of the upcoming election will be rigged, because of the following: Gerrymandering the electoral districts to ensure the majority to be loyal to the ruling family Allowing newly naturalized persons to vote and distributing their polling centers to influence its outcome. Directing military personals to participate in certain polling centers. Creating general polling centers (non-districted or designated) to avoid any form of monitoring. Existence of over 14, 500 voters outside Bahrain, whose polling is not monitored. Financing allegiant candidates financially, as shown by Bandergate report. Allowing some of the pseudo civic societies, whose names and individuals were brought in the report to have received money to rig the election, to participate in monitoring the election. non-availability of independent international organization to participate in the monitoring process We therefore declare, before hand, that the outcome of the upcoming election is rigged, as indicated by Al-Bandar report, and that the results are faked and meaningless. In the light of Al-Bandergate and the above, we seek your support in the following: 1. Forming international facts finding committee to scrutinize and expose the web surfaced by the Gulf Centre for Democratic Development, locally known as Bandargate, in a similar treatment to the UN committee to investigate the assassination of Lebanon ex-prime minister, Hariri. 2. Ensure the compliance of the State of Bahrain to the International Covenant on Civil and Political Rights (ICCPR), acceded on September 20th, 2006, in particular with regards to combating all forms of discrimination, respecting all forms of expressions, assembly and protest, and respect the rights of groups in terms of religious freedom and education. 3. Review Bahrain records of human rights as part of UNHRC obligation towards its members (Bahrain is a one year member since May 9th 2006) 4. Protecting all individuals, activists, groups and establishments involved in exposing and enlightening people of the danger of Al-Bandergate on the unity and tranquillity of the society and combating racial discrimination and sedition. Among the establishments are HAQ movement[5], Bahrain Center for Human Rights[6] and Bahrain Youths Society for Human Rights.
