In Sudan, the capacity development process is called the 'IMAGE’ program, where 'IMAGE' stands for Independent Media for Accountability, Governance, and Empowerment. The program that was launched under the specialized theme of "Economics and Development Journalism" is led by Nada Amin, Communications Specialist of the World Bank’s Sudan Country Office and Craig Hammer, Media and Governance Specialist of the World Bank Institute (WBI), together with a team of senior Sudanese media professionals and international experts. The program was designed to strengthening the demand-side of accountability in Sudan by building the capacity of Sudanese media and is built on institutional partnership between the Bank Country Office, and the two Washington - based institutions of the WBI and the International Center for Journalists. To this end, the program has also leveraged constructive engagement between state and non-state actors through inclusion of the state-run National Council of Press and Publications as a resource in the capacity development process. The program that was launched in May 2011 features continuing engagement over a period of 12 months (a full budget cycle), delivered entirely in Arabic. This continuing engagement comprised a hybrid in-person, videoconference, and e-learning approach for a single cohort, to iteratively strengthen their capacity to scrutinize technical data (National Budget Monitoring, Public Procurement, and Public Financial Management), with continuing support from mentors and through in-person training, virtual learning, and practical tools. The program has demonstrated results and impact evident by the establishment of the first Sudan Economics Reporters Association. Most importantly, journalists engaged in this program have fully utilized the knowledge and skills they gained by publishing a number of investigative reporting and sound economic news stories that enhanced citizen awareness of governance issues and empowered citizens to increase their demands for accountability. Participant Abas H. Ahmed, Economic Reporter, Finance & Business Journal of Sudan stated that: “The IMAGE program has enabled me to build self-confidence generated from the solid knowledge I gained specially when reporting on the budget related issues. The program has helped me to understand the annual priorities set in each budget, and how the budget is implemented in support of actions that improve the quality of life. Before the IMAGE program, I and other economic journalists used to report the passage of the budget on the day it is presented to parliament and may follow that with a few analyses or interviews. However, through this course I learn an important fact that the budget is not merely “an event” but it is one of the most compelling, year-round stories available to any reporter.”
