    Project Summary:
    The purpose of this workshop project is to enable PCC to support the NSDDR Commission, the UN DDR Unit and local actors to contribute to the overall goal of DDR in Sudan which is “to enhance human security through disarmament, demobilisation and sustainable reintegration of former combatants and special groups, and the promotion of community security and arms control.” Community instability and insecurity has deepened as a product of the years of civil war in South Sudan. Multiple and multilayered conflicts still persist in spite of the signing of the Comprehensive Peace Agreement in January 2005. Small arms proliferate and individuals and communities mistrust their neighbours. The PCC intends to arrange workshop in the field Collaborative Negotiations Civil community ,Intellectuals of Abyei people ( Noak and Ajaira) to explore modules of peace building and Peace culture dissemination and community security through Small Arms and light weapons reduction within a community based approach, public awareness , intellectual dialogue & cultural assessments. Integrated community security programmes combining conflict management, community policing and arms control are required in order to build confidence in the peace process and security at the community level in Abyei county. This project will provide public information through sensitization and awareness raising campaigns for Peace Co- existence and small arms control and reduction and at the same time build the capacity of National DDR Institutions.

    1. Project Description:

    Promoting and Enhancing peace culture & Community Security through DDR
    The purpose of this workshop project is to enable PCC to support the NSDDR Commission, the UN DDR Unit and local actors to contribute to the overall goal of DDR in Sudan which is “to enhance human security through disarmament, demobilisation and sustainable reintegration of former combatants and special groups, and the promotion of community security and arms control in Abyei County .” .” The Workshop focus is on contributing to the latter part of this goal.

    1.1. Situation

    Community instability and insecurity has deepened as a product of the years of civil war in Sudan. Multiple and multilayered conflicts still persist in spite of the signing of the Comprehensive Peace Agreement in January 2005. Arms proliferate and individuals and communities mistrust their neighbours. Supporting peace through interventions addressing arms control , peace culture and reconciliation processes paves the way for increased security and stability, and an enabling environment for official DDR programming and thus for recovery and development in Abyei area .

    “The signing of Sudan’s Comprehensive Peace Agreement (CPA) on 9 January 2005 marked the end of Africa’s longest civil war and opened the way for a transition to peace. This new phase has focused attention on the requirements for sustainable peace in Sudan. It is vital that the causes of conflict are addressed, including poverty, inequality and marginalisation of much of the population. This requires the establishment of a secure environment for rehabilitation, development and poverty reduction.” From ‘Interim Disarmament Demobilization and Reintegration Programme for Sudan’ by DDR Commission and DDR Unit December 2005.

    Sudan experienced extraordinary political change in 2005. The signing of the Comprehensive Peace Agreement (CPA) in January 2005, brought to an end 22 years of protracted and costly civil war. Since its signing there has been slow progress in the implementation of the CPA due to many predicted as well as unforeseen obstacles. The death of Dr John Garang de Mabior, the leader of the SPLM/A and First Vice President of the Sudan was a major blow that has taken time to overcome. A survey by the Peace Culture Centre has shown that since the so called Black Monday of the late Garang at least 90 000 illegal small arms have been introduced by civilians into Khartoum.

    Strategy

    A key aspect of creating community security , collaborative negations in Abyei county and stability will be an effective Demobilisation, Disarmament and Reintegration and peace culture Programme as envisaged in the CPA and led by the NSDDR Commission. Following discussions with the UN DDR Unit, the NSDDR Commission, the Ministry of Interior, it has been agreed that there are clear linkages and synergies between the IDDRP and the work of PCC. PCC is able to support key elements of the IDDR Programme to take off and take shape in different parts of Sudan. PCC will build on its experience in the past sven years as part of a large conflict transformation and peace building programme by bringing those lessons learned, good practice and reliable partner relationships to support the achievements of the objectives of the IDDRP.
    The objectives of the workshop include
    • To bring together Abyei intellectuals , Abyei Civil society in comprehensive Collaborative negotiations for Peace Culture , Peace Building
    • Arms through public awareness
    • To sensitize communities against illicit proliferation of weapons
    • To enhance community security through promotion of community security, peace culture and arms control
    • To bring peace and non-violent values through arms controlling and collaborative negotiations
    • To support the attractive peace for unification of Sudan through CPA

    More specifically this workshop will directly contribute to achievements of Output 4.7 and 8.5 – 8.12, and indirectly support progress towards elements of other outputs of the IDDRP.
    Workshop results
     Increased awareness on necessity of negotiation , collaboration and nonviolence
     Reduced conflict and loss of life, property and social relations.
     Promotion of non-violent resolution of conflict
     Promotion of the acceptance of cultural diversity
     Promotion of democracy
     Promotion of reconciliation, friendship and development
     Enhanced gender equity within DDR and Community Security programming

    The project aims at community security & building a culture of peace by focusing on the values, attitudes and behavior transformation against weapon culture. In this project cultural activities include training, conferences, seminars, exhibitions, traditional music, dance and theatrical performamces as well as targeted advertisement in all media.

    1.3. Management Arrangements

    PCC will be the primary party responsible for oversight and facilitation of initiatives under the proposed Sudanese Initiave for Arms Control for the Interim DDR Program In addition to providing grants or contracts to fund implementation activities, PCC will engage with local partners to provide direct technical assistance, mentoring and monitoring by its program staff. PCC will agree grants to local partners specifying objectives of the grant, inputs to be provided by PCC, local contributions, intended outputs and deliverables by the partner(s). The rights of ownership of any equipment required for successful implementation of the grant activities and provided to local partners will be agreed in consultation with the NSDDRC. Additional specific technical assistance will be provided directly through the NSDDRC with the support of the UNDDR Unit, or will be contracted to appropriate agencies.

    . PCC will prepare and submit financial reports and technical reports in accordance with the MoU between NSDDRC and PCC , which will also govern intellectual property rights, use of logos and audits.
