    Sudan invited to Lusaka summit

    SUDAN has been invited to the ######### of State and Government Summit of the International Conference on the Great Lakes Region (ICGLR) to be held in Lusaka on December 15 this year as a member of the organisation.
    Special assistant to the president for Press and public relations Dickson Jere said in a statement yesterday that following numerous Press queries from both local and international media concerning the forthcoming summit, President Rupiah Banda, as chairperson of the ICGLR, extended his invitation to all members of the ICGLR, including Sudan.
    Mr Jere said it should be noted that Sudan had always been invited to participate in the ICGLR meetings whenever and wherever the meetings had been held.
    He said at the moment, President Banda, as chairperson of the ICGLR, had not received confirmation as to who would represent Sudan at the Lusaka summit.
    “Therefore, it is premature to discuss a matter relating to His Excellency, Mr Omar Hassan Al-Bashir’s attendance or who their representative will be at the meeting,” the statement reads in part.
    Mr Jere said consequently, issues pertaining to whether Zambia would hand over President Bashir to the International Criminal Court if he decided to attend the Lusaka summit did not arise as there was no official confirmation of his attendance at the moment.
    He said the summit would discuss illegal exploitation of natural resources in the Great Lakes Region.
    The member countries of the ICGLR are Angola, Burundi, Central Africa Republic, Congo Republic, Democratic Republic of Congo, Kenya, Uganda, Rwanda, Sudan, Tanzania and Zambia.
    The co-opted member countries are Ethiopia, Namibia, Botswana, Malawi, Mozambique, Egypt and Zimbabwe.
    The summit will also include United States Secretary of State Hillary Clinton as an
    observer, European Union representative Roeland Van de Geer and United
    Nations (UN) Deputy Secretary General, Asha Rose Migiro.
    Ministry of Foreign Affairs Permanent Secretary Lucy Mungoma said the summit would be preceded by a National Co-ordinators’ Meeting from December 11 to 12 and then an Inter-ministerial Committee Meeting on December 13.
    Ambassador Mungoma said on December 13 there would a Ministerial Committee’s Meeting that would prepare for the summit.
    And according to a statement released yesterday by first secretary for Press at the Zambian Mission to the UN, Moses Walubita, Dr Migiro, who would be accompanied by three officials from the UN, would arrive on Monday next week and leave on Thursday.
    “The UN Deputy Secretary General’s visit to Zambia becomes a high profiled visit by a senior United Nations official in many years,” he said.
    Mr Walubita said Dr Migiro, who is from Tanzania and once served as Tanzania Foreign Affairs minister, spearheaded Tanzanian’s engagement in the pursuit of peace, security and development in the Great Lakes Region.

    December 5, 2010 (KHARTOUM) – Sudan’s beleaguered president Omer Hassan Al-Bashir has been invited to attend a regional summit in the Zambian capital Lusaka slated for mid-December, as reported by state media on Sunday.

    Sudan official news agency (SUNA) said that Al-Bashir had received an invitation from his Zambian counterpart Rupiah Banda to participate in the Special Summit of the International Conference on the Great Lakes Region (ICGR) which is scheduled to take place in the Zambian capital Lusaka on December 15.

    The invitation to the ICGR, whose sessions will be devoted to discussing illegal exploitation of natural resources in the Great Lakes region, was extended by Banda’s special envoy and minister of labor and social security, Simon Kasimba, following his meeting with Al-Bashir on Monday at the republican palace in Khartoum.

    Kasimba was cited as saying that Zambia is keen on Sudan’s participation in the summit and added that Bashir has "responded positively" to the invitation.

    Al-Bashir is hounded by two warrants issued for his arrest by the International Criminal Court (ICC) against the background of the seven-year conflict in Sudan’s western region of Darfur.

    Zambia, which became a full member of the ICC in 2002, is legally obligated to execute the arrest warrant against Al-Bashir once he sets foot in its territories.

    Al-Bashir previously managed to visit two state members of the ICC, Kenya and Chad, but he was forced to skip two events abroad this month when Libya disinvited him from the Africa-EU summit in Tripoli to avoid walkouts by EU officials, and later when Central African Republic blocked his visit to attend the celebrations of the country’s Golden Jubilee Independence Day.

    Senegal , another ICC member, has also invited Bashir last August for the 3rd festival of Negro Arts that will take place in Dakar starting December 10th. Sudan has said it will participate but did not specify at what level.

    Several African countries justify inviting Bashir by saying that they are committed to an African Union (AU) decision stating that no country in the continent shall cooperate with ICC in apprehending Bashir. But several countries such as South Africa, Uganda and Botswana said they will not abide by these resolutions.

    These resolutions were pushed for by countries such as Libya, Egypt, Senegal and Eritrea.

    The ICC charges Al-Bashir with masterminding war crimes, crimes against humanity and genocide allegedly committed in Darfur.

    The Darfur conflict broke out in 2003 when rebels belonging mostly to African ethnicities took up arms against Khartoum, prompting the latter to unleash an abusive counterinsurgency campaign as a result of which nearly 300.000 people died and more than 2 million fled their homes, according to UN figures.
