Purpose of the Post: To provide efficient financial management in support of the implementation of the Programme and the attainment of its objectives including planning and coordination of all activities of the Budget and Finance aspects. Description of duties: Under the direct supervision of the Head of Global Fund Programs and the general supervision of the WR, the incumbent will be responsible for financial management of the Global Fund Programs and updating related inventory records in the GSM. The incumbent of the post will have the following duties: - Assist the Head of GF programs in the elaboration and follow-up of the implementation of the Programme budget and other budgetary estimates including budget revisions and accordingly advise the Programme Management - Provide guidance to head of projects/Programmes within the countries for better management of Funds; Retrieve and undertake Accounts Payable- Actions in the GSM for other contracts (APW, GES, TSA) payment - Perform Fix Assets Specialist functions by handling the Management of the GF Program's Assets - Assist in the setting up of reliable financial management systems at the various National Programs to allow adequate application of the accounting procedures used by WHO, the executing Agency of the Programme - Assist in the preparation of the Direct Financial Cooperation (DFC) Agreement for the approved projects after review of the budgets and follow-up on their signature, implementation and reconciliation - Assist in the preparation of annual financial report and related statements - Prepare relevant financial correspondences related to Programme activities - Keep the Budget and Finance Officer and the Programme Management informed of any action, transaction or practice contrary to the interest of the Programme in order to safeguard the funds and other assets of the Programme - Day to day financial monitoring of contributions, awards and work plans; act as focal point and resource person for GSM for finance related issues, keeping staff up to date with developments; act as focal point for work plans, and finance activities, in order to support program implementation through optimal use of available resources and financial management tools - Advise staff of CF Programs as well as National Programs on WHO financial and budgetary procedures - Produce periodic financial and budgetary reports to update Programs #########, their Regional Advisors and Head of National Programs to ensure effective communications and coordination - Ensure prompt resolution of budget and accounting queries - Ensure availability of funds on an ongoing basis and compliance with donor agreements and requests for financial information, and improve responses to requests in terms of data availability, validity and consistency, and coordination and appropriateness of reporting to different partners - Provide advice and guidance on requirements for programme planning and budget development, workplans, contributions to the programme of work, preparation and monitoring of working budgets and reporting in compliance with WHO rules and regulations, in order to increase programme implementation through improved budget planning and reporting REQUIRED QUALIFICATIONS Education: University degree in economics, accounting , business administration, administration or management Skills: Competencies: - Communicating in a credible and effective way - Producing results - Fostering integration and teamwork
Functional Skills and Knowledge - Good knowledge of theoretical and practical principles of finance, accounting and budget - Ability to apply them in concrete situation - Ability to supervise and train working teams in accounting system - Ability to work well under pressure - Be able to take initiative and make suggestions Experience: At least 5 years experience in finance and/or responsibility in budgetary matters and experience in accounting systems. Working experience with UN Organizations would be an asset. Languages: Excellent knowledge of written and spoken English. Knowledge of another WHO language. Additional Information:
