    ON THE 25TH ANNIVERSARY OF APRIL 1985 UPRISING, DICTATORSHIP IN THE SUDAN IS STRENGTHENED AND FORTIFIED BY THE FORTHCOMING COMICAL ELECTIONS
    HAQ CALLS FOR A WIDESPREAD BOYCOTT OF THIS HUMEROUS STORY
    THE US RECENT STATEMENTS EXPOSE THE REAL AGENTS OF THE
    WEST IN OUR COUNTRY
    25years have elapsed since our people retrieved their stolen democracy from their oppressors back in 1985.Ironically; this great anniversary has befallen upon us at a time when we are witnessing the strengthening of the pillars of the worst dictatorship that our country has ever experienced in our modern history. This unfortunate development was made possible through a combination of various factors which include disability, incapacity, collaboration and suspicious deals which the National Congress Party (NCP) has successfully tailored to serve its purposes.
    Since January 2006 HAQ, has been calling for the establishment of the widest coalition to fight the elections as one unified block in order to defeat the NCP. This in our view was the only viable way to achieve the aims of the democratic transformation stipulated in the Comprehensive Peace Agreement (CPA).We have tirelessly fought ever since to establish the coalition of the opposition forces and to build the bridges between the opposition forces in the North and the SPLM in the South. Our efforts have eventually culminated in the consensus that was achieved in Juba in September 2009. In that respect, HAQ launched during the Juba Conference its well received initiative entitled ‘One Candidate for One Homeland’. This was done as we have always recognised the close relationship between the results of the elections and the outcome of the self determining referendum in Southern Sudan.
    Throughout the last few months we have been quite aware of the fact that the real intention of NCP was never to conduct real elections but to fake the will of the Sudanese people through the manipulation of the census results and voter registration, drafting election laws in its favour and gerrymandering of the electoral districts. Most of these practises were exercised with the help of a corrupt election commission and through the misuse of the state media and security apparatus and by depriving Darfur from their legitimate rights to participate in the elections. . We have always believed that an effective response would be for the opposition forces to join hands to forge a solid coalition with the SPLM as a viable alliance to defeat the NCP notwithstanding all its malfunctions and no matter how skilful and accurate its rigging capabilities are.

    The declaration of Juba conference has made a clear link between participation/boycott and the amendments needed to be made on certain laws to render them consistent with the CPA and the constitution. Despite the great importance of the other factors such as the population census and the resolution of Darfur conflict, yet the link made between the decision on elections and the question of amendments of laws was not an arbitrary one. It was rather a calculated decision as the elections in particular represent the highest degree of practicing democracy on the ground. As such, they should be conducted with the highest degree of freedom, democracy, transparency and fairness. This means that, if we have to accept the conduct of our next elections under the present laws which restrict freedoms, on what basis are we then to justify any future demand to amend these laws?. Our acceptance, therefore, to participate in the elections under these ill-reputed laws will be considered as an acceptance and indeed as an endorsement of these laws to stay as they are forever.
    While not undermining the importance of the Darfur crises and calling for an end to it, the juba coalition parties have un#####ocally demanded the abolition of the freedom curtailing laws as a prerequisite to participate in the elections. The 30th of November 2009 was agreed upon as a deadline to amend these laws before a final decision on participation was considered. Nevertheless, they have failed not only to force the NCP to accede to these demands but also failed to take any actions with regards to their ultimatum after the NCP has categorically refused these legitimate demands.
    In view of all these, it would have been easier for us to issue condemning statements against the NCP and to withdraw at an earlier stage from Juba coalition and declare our election boycott but we have opted to remain with the rest of Juba coalition forces waiving the slogan of ‘ Conditional Participation’. We then pushed our political partners to opt for the right decision either through participation based on our initiative of ‘one candidate for one homeland’ with a view to defeating the NCP regardless of its capabilities of election rigging and forgery or by opting for a collective boycott of the elections which would rid the regime of its legitimacy.
    We have now reached not only at the cross road but the end of it and we ought to declare our final and decisive decision. In view of all the above factors which we have repeatedly reiterated and which reflect the undeniable fact that the CPA is adamant in going ahead with its plans to conduct the elections in accordance with the laws and rules which are meant to rid them from their democratic essence we, in ‘HAQ’ would like to formally declare that we will NOT participate in these fake elections and that we will withdraw our symbolic representation in the Proportional Representation, Women and geographical constituencies. Furthermore, we call upon our people who have bravely fought for democracy to boycott these comical elections and to refuse any results emanating from their conduct.
    It is also incumbent on us to strongly condemn the stance of the great western countries and particularly condemn the recent statements aired by the US envoy for Sudan (Mr Graisian) stating that the elections would be conducted freely and fairly despite the fact that he is no doubt aware of the counterfeiting and forgery practised by the NCP at all stages of the elections. He is also aware of the views of the neutral observers such as Human Rights Watch which specifically stated that the government violations will obviously threaten the conduct of fair, free and reliable elections. He is also aware of the fact that the Sudan Government has completely failed throughout the whole country to maintain its neutrality and partisanship. In one of its reports the Human Rights Watch clearly stated that the government’s violations of human rights threaten the conduct of free and fair elections as they failed to maintain the criteria agreed on with the African Union in March. That agreement was based on criteria agreed on with the African Union about the Union’s declaration on the principles governing the democratic elections in Africa and the African Charter on democracy, elections and governance. Among the sources of concern clearly expressed by Human Rights Watch are the curtailment of the right of expression, press freedom, lack of equality and fair access to media. Similar concerns have also been aired by the same organisation during the registration stage in November 2009.
    We believe that such a stance as that of Mr Graisian can be interpreted in either of two possibilities: the lower level or humbleness of his criterion for fairness and transparency or, alternatively, his lack of sensitivity towards the cultural peculiarity which leads him to conclude that the Sudanese people do not deserve to enjoy democracy and freedom beyond the level which is already provided by the NCP. In the final analysis, this newly adopted policy reflects a clear-cut biasness on the part of the American Administration in favour of the NCP and its fundamentalist and violent practices. The USA and its western allies are in fact committing a great and serious mistake by sending the wrong message to the fundamentalist and fascist dictators in the region and will consequently pay a very high price. While the regime is consolidating its power and supporting its election campaigns by tactically resorting to intensify its accusation of its political opponents of being puppets to the west, the recent developments are in fact bound to reveal at the critical moments the full and detailed facts about the real agents collaborating with the west against the public interests of the Sudanese people.
