في خطاب القسم الذي ألقاه اليوم الموافق للعشرين من شهر يناير/كانون الثاني من عام 2009، تعهد باراك حسين أوباما قيادة شعبه في عملية وصفها بأنه "إعادة تشكيل وصنع أمريكا من جديد."
وفيما يلي أهم ما جاء في خطاب الرئيس أوباما:
الاقتصاد:
إن حالة الاقتصاد تدعونا إلى بذل الجهود والعمل، التي يجب أن تكون هائلة وسريعة، وسوف نفعل ذلك، ليس فقط لخلق وظائف جديدة، بل لوضع أساس جديد للنمو.
إن السؤال الأساسي الذي يجب أن نسأله هو: ليس ما إذا كانت حكومتنا كبيرة أم صغيرة، بل ما إذا كانت ستكون فاعلة أم لا، بل ما إذا كانت تساعد العائلات لإيجاد فرص عمل بأجور لائقة ورعاية تمكنهم من أن يتحملوا أعباء الحياة والعيش في سن التقاعد باحترام وكرامة.
إن نجاح اقتصادنا يعتمد على مقدرتنا على إعطاء الفرصة لكل صاحب قلب صادق وصاحب إرادة حرة ومؤمن بالخير المشترك بيننا.
الدفاع:
نرفض الاختيار ما بين السلامة وقيمنا المثالية، فميثاقنا يؤكد على حكم القانون وضمان حقوق الإنسان.
إن أمريكا هي صديقة لكل أمة وكل رجل وامرأة وطفل يسعى لمستقبل يعمه السلام والكرامة. نحن جاهزون للقيادة مرة أخرى.
العراق:
سوف نبدأ مغادرة العراق بمسؤولية ونتركه لشعبه.
أفغانستان:
سوف نتوصل إلى تحقيق السلام في أفغانستان.
الشأن النووي والبيئة:
سوف نعمل مع الأصدقاء القدامى والأعداء السابقين ونعمل بلا كلل أو ملل على تقليل الخطر النووي وتقليل خطر زيادة حرارة الكون.
الإرهاب:
لن نعتذر لأحد عن طريقتنا وأسلوبنا في الحياة. فإلى أولئك الذين يحاولون تحقيق أهدافهم وغاياتهم بنشر الإرهاب وقتل الأبرياء، نقول لكم اليوم: إن معنوياتنا أقوى منكم، ولا يمكن أن تُكسر وسوف نهزمكم.
العلاقة بين الأديان:
نحن أمة من مسيحيين ومسلمين ويهود وهندوس وغير مؤمنين. إطارنا تحدده بوتقة اللغة والثقافة التي استقيناها من كل أصقاع المعمورة، لأننا جرَّبنا وذقنا طعم المر والحرب الأهلية ونظام الفصل، وهاهي أمَّتنا تعود لتُبعث من جديد من عصر الظلام فتكون موحَّدة وقويَّية مرة أخرى.
لا بد أن تستطيع إنسانيتنا من أن تبلسم جراحها وتشفي نفسها بنفسها، إذ يتعيَّن على أمريكا أن تلعب دورها

PARIS — Around the globe, from Hong Kong to London, Barack Obama’s inauguration became a day for millions to fete an event they refused to see as reserved for Americans and insisted was one that touched lives far beyond the United States.
As the ceremonies began, people around the world clustered around television screens in public squares, cafes, and living rooms to watch Mr. Obama accept the mantle of American leadership, and with it, the assembled hopes of a world battered by war and recession.
The focus for Americans may well have been defined by the election of the first black president, by the end of the Bush administration, by the promise of renewal or by the hope for change. But, in specific terms, many outsiders saw the transition as a signal for their own new era, a starting gun for a new manner of international behavior.
“Tomorrow, he will be, perhaps, just another president — if one with more potential than most,” the Mumbai-based Indian Express wrote in a Tuesday editorial. “But leave till tomorrow the concerns and carping: today he is not just a president-elect, not just a president — he is a symbol of all that the democratic spirit can hope to achieve, of the promise of power open to all.”
In Paris, a celebration at the ornate Hôtel de Ville on the banks of the River Seine was set to be followed by less formal merriment around the city. The American Library in Paris offered a screening and a debate. British cities including Belfast, Liverpool, Leeds and London, scheduled big-screen viewings of the inauguration.
Equally, some of the British comedians who have turned the mannerisms of President George W. Bush into the stuff of burlesque humor and steady income staged “’Bye, George” events to mark the transition and bid farewell to the butt of their satire.
To welcome the new American leader, Madame Tussauds in London said it would unveil a new wax-work of Mr. Obama on Tuesday.
In Tottenham, a multiethnic neighborhood of north London, Juliet Alexander, the organizer of an inauguration celebration in an arts center, said the significance of the American election lay in the belief that “he is not just a black president, he is a politically educated man who has touched the imaginations of people all around the world.”
“He represents a movement to people -- and we are happy to celebrate that,” she said in a statement.
Many of the events in Paris and London were organized by groups representing American Democrats living abroad, but, like Mr. Obama’s election campaign, they drew in many others who saw the change of leadership in Washington as bearing directly on their own lives and hopes.
As President Shimon Peres of Israel put it, “Today is a great day not only for the United States of America, but for the entire world.”
“I pray here in Jerusalem that Barack Obama will be a great president of the United States. If he will be a great president of the United States, he will serve all humankind, all nations and all persons,” he said.
Indeed, Israeli forces were pulling out of Gaza on Tuesday, anxious to be out after their war on Hamas by the time the inauguration ceremonies began in Washington.
The political significance was not lost on German Chancellor Angela Merkel who said she hoped the Obama era would be built on a broad international agreement that “no single country can solve the problems of the world,” a hope built in part on the perceived unilateralism and bellicosity of the Bush years from 2000 to 2008.
But there was a sense, too, that Mr. Obama would seek changed ways from America’s allies as much as offer them in handling international crises, such as the war in Afghanistan, where European countries are under American pressure to increase their troop levels in the American-led coalition fighting the resurgent Taliban.
“I think there will be big change, but there will also be demands and Europeans are going to have to say: ‘Yes, we can’,” David Miliband, the British foreign secretary, told BBC television.
In time zones much further east, in Hong Kong, for instance, the inauguration fell after midnight and, amid the economic gloom, some expressed skepticism about the likely impact of a new American president.
“I am less than convinced the Obama effect will be so quick or so significant,” said David Eldon, the former chairman of Asia and Pacific operations at the bank HSBC.
But in Indonesia, Mr. Obama’s boyhood home, the interest was keener, Reuters reported. “We feel that he is an inspiring figure,” said Enda Nasution, a prominent pro-Obama blogger, “so we hope, without being naïve, that the world will change.”
And in Kogelo, the Kenyan village where Mr. Obama’s father was born, a crowd of more than 3,000 — three times the population — gathered on the grounds of a local school to listen to Obama’s speech. Banners read, “Congratulations, our son, our hope,” the Agence France-Presse reported.
That sentiment was echoed by Pope Benedict XVI, who sent a telegram to Mr. Obama saying: “At a time when so many of our brothers and sisters throughout the world yearn for liberation from the scourge of poverty, hunger and violence, I pray that you will be confirmed in your resolve to promote understanding, cooperation and peace among the nations, so that all may share in the banquet of life which God will to set for the whole human family.” In parts of Iraq, among the political elite in Baghdad, reporters have noted a blend of confusion over the length of the transition and skepticism over the likely impact of a new individual in the White House on what is seen as a broader American project in Iraq.
But in the tiny village of Zubar, 12 miles south of Basra in southern Iraq, a group of some 5,000 dark-skinned people -- some of them migrant workers with African roots -- has followed Mr. Obama’s campaign closely, in part identifying with him as someone who came from a disadvantaged position but rose to prominence.
‘’After today, the slaves are free,” said one of them, Jalal Thugeel.
