Ethnic Cleansing in Darfur Region of the Sudan

    Press Release
    Darfur Monitoring Group
    29/4/2002

Darfur, in the far West of the Sudan is nowadays going through a difficult time as a number of factors culminated in creating a grave situation in the region. Last year the Region has experienced the worst food deficit since the famine of 1983/84. Despite the repeated cries of the people of Darfur and the requests of some organisations such as SC/UK, the central government had denied reports of possible famine in the region.

Since taking power through a military coup d'etat on June 30th 1989, the National Islamic Front regime adopted a policy of divide to rule in Darfur Region. It has in fact resorted to inciting tribal conflicts and promoting the sentiment of Pan Arabism through encouraging and supporting the local Arab tribes to systematically attack and dislodge the indigenous African tribes from their homelands. This ethnic cleansing campaign targeted the ‘Fur’ the Massaleet and the ‘Zagawa’ tribes. It initially started against the Fur who lost more than 3000 men, women and children when 13 local Arab tribes led a campaign of terror in the area from 1988 to 1990. Two years ago and as a result of the government's decision to allocate land historically owned by the Massaleet tribe to some of the Arab tribes who recently migrated to the area, the region was also thrown into turmoil when the tribal conflict between the Massaleet tribe and some of these Arab tribes erupted resulting in massive displacement of the people, loss of lives, property, and loss of livestock. This was followed by another equally bloody conflict between ‘Reziegat’ and ‘Zagawa’ tribes. In total 18 tribal conflicts of this nature have taken place in Darfur during the last ten years resulting in substantial loss of life, massive destruction of property and displacement of local people.

This government-sponsored campaign of ethnic cleansing continued unabated during the last decade. On Monday, 22nd of April 2002 a government-supported Arab militia launched a dawn raid on three villages in Jebel Mara area of Darfur Region in Western Sudan, an area predominantly populated by the Fur tribe. The targeted villages are; Umm Haraz, Um Haraz Elmadrassa and Daba. This raid has left 26 dead, 57 wounded and all the three villages as well as the properties of the people were burned to ashes. The authorities turned a blind eye, as has been the case with so many other brutal incidences during the last ten years by the same Government-sponsored Arab Militia. This has encouraged this Militia to continue their bloody campaign of ethnic cleansing targeting the Fur tribe and the other indigenous African Tribes of the area.

On Sunday, 28th of April 2002, the Arab Militia have again launched a dawn raid (at 3.5 AM Sudan local time when all were asleep) on Shoba Village 15 Kilometres from Kabkabia, a provincial capital to the East of Jebel Mara Massive. The village has a historical value to the area as it was once the head quarters of the Fur Sultanate in the 17th century and it represents a valuable archaeological treasure. The raid resulted in the death of 17 innocent civilians and many have sustained life-threatening injuries. In addition to that the whole village has been burned out and people have been made homeless with no access to food, shelter or medicine. Ironically this same area was attacked in April 4th last year by the same groups of Militia killing 14 innocent people and leaving a trail of devastation and destruction.

The information we had from our contacts in the area is that the government is collaborating with the militia, supplying them with arms and ammunition as well providing them with protection after they commit their atrocities. Local people whom we talked to by telephone from London told us that when the raid started echoes of the shells, mortars and AK47 automatic rifles could be very clearly heard in Kebkabia. However it took the authorities six hours before they could send in the security forces to the area, by then the perpetrators have dispersed in the wild.

We must mention that this campaign against the indigenous tribes of the area is not new. It has been raging on for a long time simply because of the government's involvement in promoting and inciting hatred against these tribes taking advantage of the remoteness of the region and the absence of any monitoring of human rights in the area. We attach with this statement the names of the victims of last Sunday's brutal attack on defenceless and innocent people in Shoba as well as the names of those killed during last year's attack.

We therefor appeal to all concerned to expose the Government's campaign of ethnic cleansing and genocide in Darfur. We also appeal to all human rights organisations as well as to others concerned, to exercise pressure on the Sudanese regime to refrain from inciting tribal conflicts and encouraging and supporting ethnic cleansing in Darfur. We also appeal to the international organisations to visit the area, assess the destruction and provide relief to the victims of the recent attacks.

    Dr Eltigani Sisi

    &
    Mr Abdellatif Ismael
