Urgent Appeal
In a strange escalation, a vicious campaign was launched against El Nadim Centerfor the Psychological Rehabilitation of Victims of Violence. In addition to the repeated police harassment through telephone calls to the Center, the recent police aggression which took place yesterday, and its repercussions today, came in the guise of the Ministry of Health. Yet the outrageous police mark is too obvious to be mistaken, in the light of its timing and manner.
In terms of the timing, these acts of police harassment are taking place following several events organized by the Egyptian Anti-Torture Association, established by members of the Nadim Center together with others, in the process of re-registering officially in accordance with the new Law of Association. The recently organized events include the publication of the book entitled “Torture Days: Experiences of Women at Police Stations” as well as the Association’s report, counter-arguing the Ministry of Interior’s response to the Human Rights Watch enquiries about the cases of torture and death of Egyptian citizens, as documented and revealed by the statement issued by the Egyptian Anti-Torture Association. And the latest event was last month’s celebration on 26 June of the International Anti-Torture Day.
The events of Sunday 11 July 2004
In a suspicious act, a committee of three representatives of the Medical Licensing Department at the Health Affairs Office at the Governorate of Cairo, came to the Nadim Center on the evening of Sunday July 11th, 2004 under the pretext of inspecting the medical clinic of the Nadim Center for the Psychological Rehabilitation of Victims of Violence.
This may seem like a normal procedure, but the committee’s attitude towards the doctors on-shift, as well as their manner in dealing with the place itself, raise several questions regarding the committee’s actual mission. The committee did not inspect the inventory of the medical institution as documented in the license acquired from the Ministry of Health. Instead, it searched for documents and publications, confiscating some of the documents related to the patients, as well as the Nadim Center and the Egyptian Anti-Torture Association publications. Moreover, a member of the committee was holding a camera, and took photos of the Center, the computers and files. The members of the committee, furthermore, took some of the files off the shelves and out of the bookcase, and rummaged through them.
They even went as far as opening the drawers of Dr. Abdalla Mansour’s desk, and took hold of some of his papers, which they refused to show him, although they were told that the drawers contained personal papers. The committee’s attitude towards the doctors was extremely aggressive, without taking into consideration the presence of victims of torture in the clinic, and in spite of the fact that Dr. Mansour pointed out to the committee members the serious consequences of their manner and its impact on the victims’ psychological health. The committee wrote a report in which it did not mention anything about the medical equipment in the clinic, but stated that there was a fax, computer and internet connection that both sends and receives!!! The committee members then refused to give Dr. Mansour a copy of their report.
Nadim members refuse this non ethical attitude against Dr. Mansour who is a founding member of the Nadim Center, and coordinator of the Middle East and North Africa Network of Organizations of the Rehabilitation of Victims of Torture, as well as being member of the general secretariat of the International Network of Centers of the Rehabilitation of Victims of Torture.
The Licensing Committee’s outrageous act has no precedence throughout the whole country so it raises several questions as to the real motive behind this “visit”; and whether it has been triggered by the Ministry of Health, or whether there are others behind it who choose to remain behind the scene and to use the Medical Licensing Department as a cover-up?
El Nadim Center for the Psychological Rehabilitation of Victims of Violence emphasizes, as always, that supporting and rehabilitating victims of violence and torture, Egyptian and non-Egyptian alike, lies at the top of its agenda. The Center also stresses that it will not give up this role, regardless of the causes and pressures to which it is subjected. El Nadim Center points out that the psychological rehabilitation of victims of torture is an essential part of medical work, and by no means a vilation. It is also an essential human right, just as much as the medical profession is a human right in all its areas of specialization.
El Nadim Center will work towards taking legal procedures against the members of the committee for transgressing their duties of inspection of medical institutions, and for violating the ethics of the medical profession in dealing with the doctors, in addition to the fear and anxiety they caused to the patients present at the clinic.
El Nadim team calls upon all its friends in Egypt, the Arab countries and the world to send letters of protests to the list of Egyptian officials annexed to this appeal expressing their protest regarding the flagrant attack on El Nadim center and its patients and demanding an immediate investigation of the violation of the privacy of our center, its doctors and patients.
