Sudanese rebels caused famine
Human Rights Watch report, July 23, 1999
The Washington-based Human Rights Watch (HRW) issued a report yesterday revealing that Sudan Peoples Liberation Army (SPLA) of British warlord John Garang was directly involved in creating the famine in the south.
HRW gives 10 "human rights causes" for the famine. Despite the ritualistic denunciation of the government's war policy, everything indicates that it was the SPLA which was the real and direct cause of the disaster.
"Cause 2" states that "this famine has Kerubino's footprints all over it." Kerubino Kwaynin, chief of a leading Dinka faction of the SPLA, had left the alliance with Khartoum government and rejoined the SPLA late last year. HRW reports that Kerubino has been carrying out raids to loot and burn whole villages, even those of his own Dinka people in Bahr El Ghazal.
"Cause 3," according to HRW, is "SPLA #####ng of civilians and relief agencies, manipulation and diversion of relief food, and continued siege policy of using land mines and ambushes to prevent all overland traffic in southern Sudan."
"Cause 4" is Kirubino's and SPLA's #####ng that led to failure of their attack on Wau, Aweil and Gogrial in January 1998, forcing 10,000 Dinka locals to flee en masse to rebel-controlled areas in Bahr el-Gazal that were already predicted to be at risk of famine." HRW adds that "even as they [Dinka civilians] fled, however, some were looted by SPLA soldiers."
"Cause 6" is "Kerubino's forces (now part of the SPLA) took the conflict into Baggara territory and cattle camps starting in April 1998: #####ng Baggara cattle with the excuse that it was stolen from the Dinka, and killing civilians." The Baggara are nomads who move their cattle from one water hole to another. HRW claims that they are Arabs who armed and supported by the government assault and enslave Dinkas.
The only "cause" which involves the Khartoum government is its ban on international NGO relief flights to Bahr El-Ghazal from Feb. 4 to April 2. The ban was imposed because the area was under control of the SPLA, who were using the relief in their assault further north.
